the Joe-Com *: this is a new device given to all Joes since the group's reactivation. This high-tech wristband functions as an audio/video transceiver with an intensity 6 - 250 mile - range, is equipped with a G.P.S. system, a heart monitor, and can store up to a terabyte of raw data - not bad, eh?
Of course, this device also stores a variety of nutrients it can use to supplement activity, which are absorbed directly into one's pores (think of this as intensity 1 life support, where food is concerned). So, not only is the thing a nice, high tech video phone, but it can also save one's life in a pinch!
Knife: stored in a boot sheath when not in use, this utility blade is made from material strength 12 metals, and can cut through materials of like strength, whether they be ropes, plants, or anything else that needs cutting. In a scrap, this implement can be used to inflict damage per a +2 weapon if necessary.
Machine Gun: being that his primary military specialty is that of a machine gunner, it's a natural that Bill carries one on the job. He can use this weapon to inflict damage per a +4 weapon with a single shot, per a +5 weapon in a short burst, and per a +6 weapon in a deadly, full-auto barrage of lead.
Semi-Automatic Pistol: his backup piece (just in case his main gun is taken out), this standard semi-automatic handgun can be used to inflict some damage as well. It can be fired to inflict damage as would a +4 weapon in a single shot, raised to +5 damage in a semi-auto burst of pain.
* The Joe-Com is something that the Joes started using in their new (as of 2001) comic, but wasn't featured on the 2001 Crossfire action figure.

Skills:
Boxing: while he's a gunner, and a rather good one at that, Bill has been trained in unarmed fighting techniques should he be deprived of his primary implements of doom. He can divide his pre-cardplay action score between two unarmed melee attacks, the last of which will occur as a contingent action.
Marksmanship: it may go without saying, but Bill's quite handy with a gun - just about any gun, really. Whether it be a standard, semi-automatic, or fully automatic rifle or pistol, or even an oddball projectile weapon like a shotgun, Bill can wield it in combat at a reduced difficulty level.
Military / United States: the source of all his skills (save for the one below), this 'background' talent represents Bill's intensive military training. It accounts for his instinctual knowledge of military protocols and procedures, and allows him to lead fighting men into battle if he must.
Repair: ever since he was a wee youth, Bill was fascinated with how things work - he's always taking things apart to see what makes them tick. As such, Bill can make applicable actions whenever he's repairing and/or modifying existing electromechanical items at a reduced difficulty level.
Calling:
Explorer, with a secondary calling of Soldier: it's true that Bill is a soldier, and that he truly enjoys his job, but it's ultimately just a means to an end. You see, he truly digs tearing into things to see how they work, and the Joes have a whole lot of gear that can be studied by his inquisitive mind...
Costume:
Bill wears a uniform more traditional than many of his fellows. It consists of a green, long sleeved shirt, as well as a green pair of trousers, both of which have been dyed in a 'camouflage' pattern. Further, he wears a brown leather belt, brown leather boots, and two ammo belts strapped over his shoulders.
Personality:
Bill has always been an inquisitive soul, forever trying to find the wheres and whys behind something, whether it be a machine gun or an automotive engine. Enamored with the military lifestyle since he was a child, though, he wound up applying his skills to the martial world, and enjoys helping his country with 'em.

Story:
As a child, Bill was usually more fascinated with how his toys worked than with actually playing with them; for instance, he took his toy guns apart to play with their innards rather than play 'war', and his front room was a menagerie of parts and pieces come Christmas morning.
When he was eight, Bill journeyed to Fort Bragg with his father on a trip to visit an uncle, and he was forever changed. You see, he witnessed the grunts chopping down trees with their big ol' Quad-50 cannons, and he was hooked; Bill found that he loved the military, and almost everything about it.
On this trip, the young Bill was befriended by the Base Command's Sergeant Major, who taught him all kinds of neat military tricks, like how to disassemble and reassemble most small arms - both in the dark and not. With all this stuff swimming in his head, it was inevitable that Bill enlist in the Army.
And he did, too. Of course, armed with his mechanical skills and an indefatigable enthusiasm, Bill couldn't help but do well in the Army, and they decided he'd be best suited with a machine gunner position. Specializing in the operation of heavy weapons, Bill was right at home... he truly loved his job.
His joy in working naturally enhanced his performance, since his concentration was absolute, which gained him the notice of a G.I. Joe recruiter. Now that he's in the military's one constantly-warring wing, Bill has truly come into his own - for it seems Cobra will always make more goons for him to shoot at!
