Like the vast majority of his fellow Joes, Skip is merely a normal human, lacking any sort of powers based on genetic mutations, occult learnings, or even psionic education. However, he does tend to use rather advanced vehicles and equipment in the fight against Cobra and other unsavory types, so one could easily classify him as a high tech hero if he was so inclined.

Colt M1911A1 Pistol:
a trusty standby in the event that he finds himself denied the use of the Night Landing Craft in the course of a mission, Skip can use this standard military hardware to defend himself in a pinch. This gun can be fired to inflict Typical (6) Shooting damage with a single shot, Good (10) Shooting damage in a semi-automatic, clip-expending burst of ammunition (8 shots per clip).

Flashlight: essential for work at night as a Coast Guard smuggler buster, Skip always has one of these at hand. His personal flashlight is possessed of a powerful halogen bulb, allowing it to illuminate the dark with Excellent (20) power. Furthermore, its long neck design is reinforced with solid steel plating, allowing Skip to use it as a club (for Good (10) Blunt Attack damage) in a pinch.

Life Jacket: as a general matter of course, Skip always wears a life jacket while he's on the job, as this usually entails his being on some sort of sea-going vehicle or another. While it originally afforded him floatation capabilities in the event that he wound up in the water, his later vests were actually bulletproof, offering Good (10) protection against attacks striking him in the torso.

Night Landing Craft: Skip started driving around this high speed gunship as part of his assigned duties during sea-based missions when he rejoined the Joe team. The small hovercraft (much smaller than the W.H.A.L.E.) is primarily armed with two side-mounted cannons, and is more than effective against Cobra's current crop of naval vessels. Talents:

Guns:
an essential portion of Skip's Coast Guard training, the learning of this talent has given him the ability to fire virtually any firearm with competence. Whether it be a standard, semi-automatic, or fully automatic rifle or pistol, Skip can fire it as though his Agility score was +1 CS higher than is listed above. Of course, he can also use more eccentric weapons, like his spear pistol, with the same bonus.

Martial Arts type B: a skill given to all military recruits regardless of their branch of choice, this talent reflects Skip's ability to defend himself should he find himself totally unarmed. In effect, he can perform any punch, kick, head butt, elbow drop, knee smash, or other unarmed melee maneuver at his Fighting rank +1 CS - and he's not at all squeamish about having to do so.

Military / United States: as a member of the United States Coast Guard, as well as being one of the elite G.I. Joes, Skip has this talent as a general matter of course. With it, he gains numerous military contacts, as well as the ability to lead fighting men (and aquatic vehicles) into battle. Furthermore, he has an almost instinctual understanding of military protocols and customs.

Pilot / Sea: one of the most significant things Skip brings to the Joe team is his ability to competently pilot any sea vehicle; he's been behind the wheel of all kinds of Joe aquatic vehicles, up to and including the G.I. Jane, the team's (late) freighter. Skip can operate any boat, submarine, or hovercraft as though his Agility (or the vehicle's Control rating) was +1 CS in rank.

Repair / Tinkering: another thing Skip brings to the Joe team is his mechanical skills. He has demonstrated the ability to repair vehicles - including the W.H.A.L.E. - in the field, allowing them to be used again after they have been rendered inoperable during a firefight. He can perform these repairs at +1 CS to his Reason score, and usually in a decent amount of time, to boot.

Contacts:

As a long-standing member of the G.I. Joe team, Skip can naturally rely on that group for assistance in a pinch, in that the Joes look after their own. Furthermore, being the only Coast Guard representative on the Joe team, Skip can likely look to that branch of the armed forces for assistance if necessary. Finally, Skip was the coach of the Annapolis women's swimming team, and likely has a few contacts there.

Costume:

After rejoining the Joe team with its reactivation, Skip adopted a uniform that was almost identical to his first. It consists of a pair of dark blue trousers, a light blue, collared, long sleeved shirt that Skip typically wears with the sleeves rolled up, an orange life jacket, a brown belt, a brown holster for his pistol, brown pouches for various essential items, black leather boots, and his blue baseball cap.

Personality:

Skip is possessed of a singularly tenacious nature - once he sets his mind on something, it's hard for him to let go of it until he succeeds. This trait is mostly responsible for his getting on the Joe team in the first place, and helps him out greatly on missions; after all, he's simply too stubborn to admit defeat. Of course, he's also possessed of a truly bizarre sense of humor, which tends to get him in more trouble than not.

Story:

Skip was born and raised in Kinsley, Kansas, which is exactly as far away from the sea as you can get in the United States - it's exactly 1,561 miles from both New York City and San Francisco. As you can guess, a life in the Coast Guard should've been the furthest thing from Skip's mind, but then, with his bizarre sense of humor, one can almost see how he was destined to head that direction.

He hounded and harassed his congressman for two years to get an appointment at Annapolis, but when that didn't work, Skip opted for the Coast Guard academy instead. Of course, Skip wound up being good enough at what he did to get into Annapolis anyway - at least, he did so as the coach of its women's swim team. This wasn't enough for the man, however, for he decided that he wanted to be a Joe.

When he wasn't busy running various smuggler interception missions for the Coast Guard, Skip was badgering the Guard's top brass about the fact that the Joe team didn't have a single representative from their ranks. Eventually, they pulled every possible string to rectify this situation, as this killed two birds with one stone; it got a Coast Guard representative onto the Joe team, and got Skip out of their hair.

Of course, Skip was pleasantly surprised to find himself on the Joe team, who quickly put him to work at the helm of both the G.I. Jane, the team's sea-bound frigate, and the Killer W.H.A.L.E., an experimental assault hovercraft that the Joe team put to use against the forces of Cobra. He first got to use it on a mission in the Florida Everglades, proving how effective both he and the W.H.A.L.E. are.

Skip went on to serve in numerous high profile missions against Cobra, including the creation of Cobra Island and the Cobra Island Civil War. He served with distinction for over eight years, whether using the W.H.A.L.E. or not, which got him a position on a special Joe team: the D.E.F., or Drug Elimination Force. This group worked with the A.T.F. to curb the activities of various drug smugglers, including the Headman.

This dealer, who had his own private army, had set up shop in Broca Beach, a large Cobra front that couldn't depend on the feds to clean up their little drug problem. Of course Skip, along with the D.E.F., managed to deal with the Headman once and for all, capturing him after Cobra Commander got fed up with his use of Broca Beach as a hideout, and zapped him with a purloined Joe satellite beam.

Eventually, the D.E.F. was no longer needed, and Skip, along with the rest of the Drug Elimination Force, returned to the 'regular' ranks of the Joe team. Skip continued to serve on the Joe team with distinction until it was disbanded back in '94, though his activities after the group shut down have yet to be revealed. However, it is known that he came back when the group reunited years later.

Skip has been with the Joes ever since...
