9mm Pistol: while he's a member of the Ninja Force, Ralph isn't dumb, and knows that a gun often comes in handy while on modern military missions. He can use this firearm to inflict +4 damage in a single shot, enhanced to +5 damage in a clip-burning, semi-automatic hail of lead.
the Joe-Com *: this is a new device given to all Joes since the group's reactivation. This high-tech wristband functions as an audio/video transceiver with an intensity 6 - 250 mile - range, is equipped with a G.P.S. system, a heart monitor, and can store up to a terabyte of raw data - not bad, eh?
Of course, this device also stores a variety of nutrients it can use to supplement activity, which are absorbed directly into one's pores (think of this as intensity 1 life support, where food is concerned). So, not only is the thing a nice, high tech video phone, but it can also save one's life in a pinch!
Knife: sheathed in a holster mounted on his webbing, this handy 'clean cut' knife has many practical uses. Made from material strength 16 metal, it can be used to cut through materials of like m.s., or to inflict Ralph's Strength +2 in physical damage if necessary.
Nunchaku: his namesake, Ralph carries a nunchaku made of banzai oak, the two halves connected with an 'unbreakable' chain. He can use this weapon to inflict +3 damage, though he knows the dread 'Samurai Strike', which allows him to increase this damage to +5.
Shuriken: handy for those situations where he can't necessarily use a gun (either because of sound discipline or ammunition issues), these throwing stars have saved Ralph's life on more than one occasion. They inflict +2 damage, and may be reused if he can recover them.
Submachine Guns: Ralph has recently put down his samurai sword in exchange for some hard core ordnance. He can use these guns to inflict +4 damage with a single shot, +5 damage in a small, semi-auto burst, or +6 damage in a full-auto hail of lead.
* The Joe-Com is something that the Joes started using in their new (as of 2001) comic, but wasn't featured on the 2002 Nunchuk action figure.

Skills:
Boxing: Ralph has learned various self defense techniques, thanks to both his martial arts background and intense military training. As such, he can attempt two unarmed melee attacks in an exchange, the last of which will occur as a contingent action.
Marksmanship: one talent he picked up as a result of his military training, this skill describes Ralph's mastery of firearms. The man can use any standard, semi-automatic, or fully automatic rifle or pistol at a reduced difficulty level; he usually uses more 'personal' weapons, though.
Martial Arts: part of Ralph's intensive training includes a mastery of various martial arts styles. As such, he can use Strength or Agility to strike in melee combat, and may lower the difficulty of actions intended to dodge attacks or reduce the damage caused by a fall.
Martial Arts Weapons: Ralph, being a ninja, is naturally adept in the use of all 'oriental' style fighting weapons, including sais, shuriken, bows, and what have you. However, he's truly a master with the nunchaku, which he can use at a master level of skill.
Military / United States: after being recruited by Storm Shadow, Ralph was put through your essential military training doctrine. As such, he knows your core military policies and procedures like the back of his hand, and can lead troops into combat if necessary - though he usually works with small groups.
Swords: while he's not as proficient with these weapons as he is with his nunchaku, Ralph nonetheless is quite skilled in the use of swords. He can wield these long, edged blades at one difficulty level lower than would otherwise be required of him.
Teaching: Ralph's primary military specialty involves the teaching of self-defense techniques to other soldiers, helping them to incorporate advanced martial arts moves into their routine. Unless someone's actively resisting his efforts, they can eventually learn what he's teaching them.

Peace of Mind: Ralph is constantly seeking to improve himself, whether such improvement involves his martial arts skill or some other facet of his life. He also feels it is important to share his insights with others, and enjoys helping them to improve much like he himself does.
Costume:
Ralph's third G.I. Joe uniform, adopted upon his rejoining the team, is a bit less... obscuring. It includes a pair of black, loose-fitting pants with a G.I. Joe logo on the left leg, green, open-toed sandals, green wrist and ankle wrappings, a green bandana, a green belt, and brown and green webbing.

Ralph is a fellow that is driven by a need to achieve his own, personal form of perfection. This causes him to constantly work to master his natural and learned skills, and seek out new instructors to help him better himself. Similarly, he likes to help others better themselves, as well.

Story:
Ralph has always been fascinated with the martial arts. This is why he eventually moved from his native Brooklyn to Denver, Colorado, to study mystic fighting forms with a mysterious, blind master who had a school there. His fascination eventually led him to leave there for San Francisco.
There, at another mysterious school, Ralph gained the personal attention of the sensei, the one and only Storm Shadow, who decided to take his ongoing development rather personally. Of course, this was because he saw great potential in Ralph, both as a person and as a G.I. Joe operative.
When Ralph was ready, Storm Shadow inducted him into the G.I. Joe team, and (after some basic military training) brought him in as a member of his ultra-secretive Ninja Force. This group is a small sub-team of the G.I. Joe outfit, one that consists of expert martial artists and, of course, ninjas.
This group performed all kinds of shady operations for the Joes, a majority of which involved dealing with Cobra's own ninjas, Slice and Dice, as well as the world-ranging mercenaries known as the Night Creepers. They even had to throw down on the incredibly deadly Firefly on one especially deadly mission.
Cobra eventually stopped relying on expert martial artists, though, and the Ninja Force was deactivated as a result. As such, Ralph and his fellow martial artists had little to do, so they quit the Joe team and set up their own martial arts school in a particularly bad New York neighborhood, hoping to help the kids there.
Ralph stayed there for several years, honing his own skills as well as those who came to study with him and his fellows, but he was eventually called back into action by the Joes. Of course, by this time Storm Shadow had once again joined Cobra, making this a particularly painful assignment.
But Ralph perseveres to this very day!
