the Joe-Com *: this is a new device given to all Joes upon the group's reactivation. This high-tech wristband functions as an audio/video transceiver with an intensity 6 - 250 mile - range, is equipped with a G.P.S. system, a heart monitor, and can store up to a terabyte of raw data - not bad, eh?
Of course, this device also stores a variety of nutrients it can use to supplement activity, which are absorbed directly into one's pores (think of this as intensity 1 life support, where food is concerned). So, not only is the thing a nice, high tech video phone, but it can also save one's life in a pinch!
Knives: Hector has carried a plethora of knives around throughout his sea-faring career. These blades are typically crafted from m.s. 12 materials in the metal variety, and can be used to cut through objects of like m.s., or wielded to inflict +2 damage in melee.
Semi-Automatic Pistol: Hector always has at least one pistol on his person at all times, usually semi-automatic in nature - even if the specific make changes from time to time. These guns can inflict damage as per a +4 weapon in a single shot, or per a +5 weapon in a clip-exhausting burst of lead.
Spy Troops Disguise: since both he and his parrot can do an uncanny impersonation of Cobra Commander, Hector was volunteered to pose as the villain himself on certain missions, and as such Hector was given a rather convincing replica of the Commander's armor - the casual eye can't tell it's fake.
He actually has two versions of this uniform, however. They both resemble the Commander's new armors, both blue and black in hue, and offer some protection from attack. Not as sophisticated as Cobra's leader's own armor, however, this replica uniform only provides Hector +1 protection from attack.
* The Joe-Com is something that the Joes started using in their new (as of 2001) comic, but wasn't featured on the 2003 Shipwreck action figures.

Skills:
Boating: one of his essential Navy talents, this skill demonstrates Hector's ability to perform just about any sea-bound duty necessary to keep a ship afloat and on course. Whether he's piloting a ship, bailing water, or anything else, Hector can make any sea-worthiness action at a reduced difficulty level.
Boxing: as a truly salty sea-dog, it goes without saying that Hector knows how to properly throw a punch in a fight. His military training, in addition to his 'on the job experience', has given Hector the ability to make two unarmed melee attacks in a given exchange, the second occurring as a contingent action.
Brawling: of course, Hector also has the ability to fight 'dirty' - he's quite good at that, you know. If Hector is doing so in the course of unarmed melee combat, he will render an opponent comatose if he reduces his health (hand) to zero; this represents him using dirty nasty techniques to put a body down - hard.
Demolitions: a part of Hector's S.E.A.L. training, in addition to being very good at his normal, ship-bound duties, is the destruction of various things - whether they be vehicles or buildings. In the execution of any such destructive activity, Hector can make any related actions at a reduced difficulty level.
Marksmanship: an essential part of Hector's military education involved learning how to effectively utilize a gun. Whether it be a standard, semi-automatic, or fully automatic rifle or pistol, Hector can fire it at one difficulty level lower than would otherwise be required - handy, eh?
Military / United States: when he hooked up with the Navy, Hector was given the standard treatment during his basic training, as well as during his later S.E.A.L. education. As such, he knows military protocols and the laws of the sea like second nature, and can lead a body of fighting men if necessary.
Underwater Combat: an essential part of Hector's S.E.A.L. training, this talent represents his ability to fight effectively under the waves. Whether he fights in melee or with some kind of ranged weapon, Hector can attempt any combat actions at one difficulty level lower than is otherwise required.
Calling:
Adventurer: while Hector is a Joe out of a sense of duty like his many fellows, his motivations run deeper than just wanting to serve his country. He's a sailor at heart, and loves a good adventure when you get down to it; when he's fighting Cobra plots or exploring uncharted areas, that's when Hector's truly happy.
Costume:
Hector's sixth uniform is a variation on his 'non-S.E.A.L.' get-up, with almost inverted colors. It includes a pair of blue jeans, a gray turtleneck sweater, black leather boots, a brown leather belt, a black leather leg holster for one of his pistols, and another, brown leather shoulder holster for another gun.
The reason for this change was so Hector's uniform would match his Spy Troops gear, which is a perfect replica of Cobra Commander's new (2003) armor. When wearing this, Hector adds various blue and black armor components, a red and black cape, and the Commander's distinctive helmet to his uniform.
His seventh uniform is similar to his fifth and sixth, save for minor color changes to keep up with Cobra Commander's ever-changing fashion sense. His trousers are again gray, and his turtleneck and cap are black. Furthermore, all of his uniform's Spy Troops components are simply black (no blue here).
Personality:
Hector is best described as 'salty'. He's the quintessential sailor, his S.E.A.L. training having changed this little, and he tends to be loud, boisterous, and more than a little arrogant. Of course, he's also quite good at what he does, so his abrasive personality is almost tolerable to his fellow Joes... almost.

Story:
Having grown up amidst the immense naval shipyards in San Diego, Hector always knew he wanted to be a sailor - and, with his parents' permission, signed up with the Navy at the earliest possible age. He then proceeded to serve with distinction, regularly routing Mekong river pirates and other unsavory types.
It was during this time that Hector apparently acquired (or met up with, at least) his infamous parrot, Polly. This exceptional, green and orange parrot is much smarter than your average bird, being capable of actual speech, not to mention singing, rhyming, and of course, being a general pain in the butt.
Of course, the goofy animal is a perfect foil for Hector, and when one isn't getting the pair in trouble of some sort, the other is usually up to something. Hector and Polly are pretty much inseperable, and the duo has had all kinds of adventures together - even if they sound like they hate each other sometimes.
Anyway, after a few years of dealing with all manner of smugglers, insurgents, and other naval hassles, Hector went on to serve at Yokosuma, and was involved in various carrier-initiated military actions in the Middle East. Year after year of outstanding performance got him noticed by his superiors, however.
This landed Hector a spot on the G.I. Joe team, who was rather short on Naval personnel at the time, and Hector fit right in - what with his rather unique, distinctive personality. He often worked with Cutter, Torpedo, Deep Six, and (later) Wet Suit in Joe naval operations, being a vital member of these missions.
Though he proved himself as an effective Joe time and time again, Hector apparently felt that his skills weren't enough, and after a few years, went ahead and put himself through Navy S.E.A.L. training. One of the most intense military training regimens in the world, S.E.A.L. training really got Hector in shape.
It didn't change him any, of course, as he's still the salty dog he's always been - he's just a lot better at what he does - that being just about any activity involving water. In fact, Hector was instrumental to an innumerable number of Joe operations, and continued to be that way until the team was disbanded.
When that happened, Hector started his own business, running a sort of expensive tour guide service for the rich, conducting global tours for folks with too much money. Of course, he's also had a fair amount of run-ins with pirates and whatnot while doing so, so nobody's forgotten the name Shipwreck just yet.
When the Joe team got back together, though, Hector dropped that deal and signed back up with the group as soon as Duke asked him to, and has been with the team ever since. His life's even taken a turn for the better, in that he's finally found happiness of a sort, with fellow Joe Cover Girl!
