The Gi Joe operative known as Tollbooth is in reality Chuck X. Goren, an engineer of incredible talent that lends his skills to the team. He lacks super human powers of any variety, but has astounding smarts as well as a bunch of government-issue gear with which to fight evil!

the Bridgelayer: Chuck's signature gear, the Bridgelayer is a handy vehicle to have around when you need to move through rough terrain. Able to drop a bridge that spans a considerable length, it's vital when traversing undeveloped ground, and is described in its own vehicular entry.
Construction Helmet: handy for when he's in the process of putting something together - or blowing it apart - this protective head gear helps to save Chuck from a variety of injuries. It provides him Good (10) protection from damage inflicted to the top of his head.
Semi-automatic Pistol: in the event that he finds himself under fire while doing his job, Chuck usually carries a sidearm - holstered on his right hip. He can fire this weapon to inflict Typical (6) Shooting damage in a single shot, +1 CS in a semi-automatic spread.
Sledge Hammer: both a tool and a weapon of preference, Chuck can use this heavy hammer when building things and when smashing them down. He can wield it to inflict his Strength rank +1 CS in Blunt Attack damage, and break through items of like m.s. with ease.

Engineering 2: Chuck has been building things since he was able to walk - and has only refined his capabilities over the years since. Whenever he attempts to design or build something, Chuck may do so as though his Rsn was +2 CS higher than is listed above.
Guns: a skill he picked up as a general matter of his Basic training, Chuck has been taught the finer points of wielding firearms in battle. Whether he's carrying a standard, semi-automatic or fully automatic rifle or pistol, Chuck may fire it at his Agy score +1 CS.
Martial Arts type B: another skill learned in the crucible of Basic training, Chuck has learned how to effectively fight should he find himself without weaponry. Whether punching, kicking or even head butting, Chuck may attack as though his Ftg was +1 CS higher than is listed above.
Military / United States: after finding a lack of challenges in the civilian field, Chuck decided to enlist in order to discover real engineering trickiness. As such, he has been indoctrinated in the Army Way, and has several (as of yet) unstated contacts in the military.

As a member of the Gi Joe team that is constantly using his skills to help his fellows on missions, Chuck can naturally rely upon his fellows for assistance in a pinch. He also has several additional, as of yet unstated contacts in both engineering and military circles.
Costume:
While he's working with the Gi Joe team, Chuck wears a simple costume. It consists of a grass green, collared T shirt beneath a brown leather vest, brown trousers, brown leather boots, brown belts and holsters for his gear, black leather gloves, and a fluorescent orange construction helmet.
Personality:
More than anything else, Chuck enjoys a good challenge. Having the construction of things in his blood, he likes to build things to make his friends' lives easier, preferably under the harshest conditions possible. And you wonder why he likes being one of the Joes so much?

Story:
Chuck has always had a love for building things. This expressed itself properly beginning at his sixth birthday party, when his parents bought him a construction set as a present. He worked the thing so hard that he wore it out, thus giving his parents ideas for further birthday presents.
Each year, the sets got bigger and bigger, but Chuck would continually wear the things out, having way too much fun pushing them far past their limits in the process. Seeing he had a natural gift for construction, they had him put through college, which Chuck breezed through in no time.
After earning a Masters degree in engineering at MIT, Chuck hit a wall, and though he could build anything, he just didn't feel like the civilian world held much challenge for him. Doing the only sensible thing, he enlisted in the Army, hoping they would offer him the mental exercise he craved.
And they did! Proving himself time and time again as a combat engineer, Chuck has moved up in the world, and eventually earned himself a position on the Gi Joe team. There, he was assigned the use of the one and only Bridgelayer, which he uses on the job to help his teammates fight evil.
Not that he always gets to use it first. Sometimes he has to build the team a road before they can get to where he can deploy the bridge on his Bridgelayer. This often involves anything from chopping his way through a forest or blowing his way through a mountain side.
No matter how tricky the problem before him though, Chuck is always up for a challenge - the messier the better! He served the team with distinction, even if most of his work has gone unrecognized, for the duration of its existence, whether the team acted publicly or in a more covert fashion.
He's with them to this very day, helping Gi Joe in its never-ending fight against global terrorism!
