Equipment:

the Joe-Com (i): this is a new device given to all Joes since the group's reactivation. This high-tech wristband functions as an audio/video transceiver with various other goodies built in to help a soldier on the go, and is described in greater detail in its own equipment entry.

Knife (s): you never know when you're going to have to cut someone on the job, which is why Phillip always has a knife handy. He can inflict his Strength +2 damage with this weapon (letting him deal with snitches quietly), or cut through items of up to m.s. 12 in time.

Semi-automatic Pistol (a): no matter who he's working for (or pretending to) at the moment, Phillip always carries a handy side-arm in a shoulder holster. He can fire this hand cannon to inflict his Agility +4 damage in a single shot, raised to his Agility +5 when fired semi-auto.

Skills:

Boxing (s): the first talent he picked up, some before and some during his basic training, this skill describes Phillip's ability to defend himself without weaponry. He may attempt two unarmed melee attacks per exchange, the last of which occurs as a contingent action.

Espionage (i): Phillip's second military specialty involves espionage of all stripes. The man is good at digging up clues and information, whether it involves crime or national secrets, and makes actions in such attempts at a reduced difficulty.

Law Enforcement (w): Phillip is a member of the Criminal Investigation Division of the Army. He's well-versed in most law enforcement techniques as a result, and can legally make arrests and investigate crimes of a military nature in all U.S. Army installations.

Marksmanship (a): a vital portion of his training, Phillip can easily handle most any firearms - even if he usually just has his sole pistol handy. He can fire any standard, semi-automatic or fully automatic rifle or pistol at one difficulty level lower than is normally necessary.

Military / United States (w): the source of all his talents, save perhaps his Boxing, this skill serves as an 'origin' of sorts for the man known to most as Chuckles. It helps him to function seamlessly in a military organization - either genuinely or as a plant.

Calling:

Soldier: while he doesn't act like the conventional, stereotypical military man, Phillip is definitely dedicated to the Army and what it represents. He will happily put himself in considerable danger at the request of his superiors, as he knows his work consistently saves lives.

Costume:

Phillip usually wears a rather casual 'uniform' while at work with the Joes. It includes a rather loud blue collared, short sleeved shirt with tropical designs (flowers and such) all over, Army green trousers, black leather boots, and a brown belt and shoulder holster.

Personality:

Phillip is eminently likable. He's friendly and affable and people usually can't help but feel at ease around the man. He has the ability to put his own, personal distaste for someone or something aside for the greater good, no matter how much tolerating them may eat away at him.

Other Distinguishing Characteristics: Phillip usually leaves confounded enemies of Freedom in his wake, for that is usually his job.

Story:

Few people so completely live every moment of their life 'on the job', but Phillip is one such individual. He's been in investigative work for as long as anyone can remember, having gotten his start as an insurance investigator with the Southeastern Insurance Group.

He proved very, very good at his job, and eventually wandered into the military life, enlisting in the Army and quickly rising to become a member of their Criminal Investigation Division. Phillip even had several encounters with then-colonel Hawk during the Gi Joe team's first mission.

While he wasn't at first invited to be a part of that elite military unit, Phillip wound up getting involved with them again several years later, when they were approached by a corrupt government official to guard a 'black book' missile site and promised membership on the Joe team.

Always suspicious, particularly of a missile silo built in a New Jersey casino block, Phillip did some digging... and he didn't like what he found. As such, with his fellow dupes, Phillip actually abducted (now General) Hawk and got to the bottom of things.

Just then, several Dreadnoks caught wind of what was going on, and thinking the Joes were going to strike Cobra Island with a missile (which was what said corrupt official wanted), they attacked. Thanks to Cobra support, the Dreadnoks managed to stop that missile from getting too far.

Since they all performed so well, however, Hawk decided to make Phillip and his fellow dupes (Lt. Falcon, Law and Order and Fastdraw) official Joes - for real this time. Of course, they had to deal with a particularly paranoid Gi Joe team at the time.

The Joes were in the process of building their third base, and weren't about to let any 'unknowns' into the place without all their paperwork being in order. This caused Phillip (and another new Joe recruit, Psyche-out) to be left in 'limbo' until they discovered the Defiant.

It's hard to hide something like that, after all... though the Joes naturally managed that with ease. Once he was on the team in an official capacity, Phillip began to engage in all kinds of clandestine work and Special Missions for the team, doing so until it was disbanded.

Though this didn't last. When the Joes were reassembled but a few years later, Phillip gave up his 'ordinary' C.I.D. work to help the Joes in their battle against international terrorism anew, continuing where he left off the first time around against those surly villains.

However, when Phillip was drawn onto the field during the second Cobra Island Civil War, and when Duke was grappled by the diabolical Overlord, Phillip tried to rescue his teammate. Of course, Overlord took that opportunity to punch a hole clean through poor Phillip (!)

The damage too severe, Phillip died on the spot, one of several Joes who lost their lives during this messy Cobra civil war. At the very least, he was buried in the Arlington National Cemetery, along with all the other Joes who have died in the line of duty.
