Comm Gear (i): though it is of lower power, Owen carries a walkie talkie with him on the job. He can use this to communicate with a control group with intensity 1 power - 2.5 mile range. Owen's gear has the usual Gi Joe signal encryption - of intensity 10 complexity.
Helmet (s): Owen typically has his helmet with him in the field, even when he assumes nobody knows where he is. This gear provides his head +2 protection from physical attacks, and the attached visor grants him like protected senses for his vision.
Knife (s): as an advanced recon operative, Owen often has to cut various items in nature to secure himself a bolt-hole to watch enemy troop movements. His blade is made from m.s. 12 materials, and can be used to cut through items of like m.s. or to inflict +2 damage in melee.
Machine Gun (a): Owen usually has his M-16 handy whenever he finds himself in the field. He can fire this weapon to inflict his Agility +4 damage in a single shot, his Agility +5 damage in a short burst, or his Agility +6 damage when fired full auto.
Observation Gear (w): Owen's main job is to collect intelligence far away from support. He does this with the aid of various binoculars and scopes, some rather heavy. They allow him to see anything going on within his line of sight, assuming a decent enough light source.

Skills:
Boxing (s): while the Army taught him how to shoot, it merely had to brush up on the brawling skills Owen already had. Whenever he engages in unarmed melee combat, Owen may divide his pre-cardplay action score between two attacks, the last occurring as a contingent action.
Marksmanship (a): a skill he picked up after enlisting, Owen has been well trained in the fine art of gunplay. When wielding a standard, semi-automatic or fully automatic rifle or pistol (like his M-16), Owen may fire it at a reduced difficulty level.
Military / United States (w): the source of about half of his talents, this skill serves as a handy origin of sorts for Owen. It represents his innate understanding of the S.O.P., and demonstrates how Owen can readily function in a professional combat unit.
Survival (w): as a fully qualified Ranger, Owen naturally knows how to get by for extended periods in the wild. No matter what terrestrial climate or environment he finds himself in, Owen can usually find enough food, water and shelter to subsist on indefinitely.

Owen's second Gi Joe uniform is stealthier than his first. It includes a pair of green trousers with black padding on the front, a gray jacket with black padding on the chest and shoulders over a white T shirt, black gloves, black leather boots, and a black helmet with a red visor strapped on.
Personality:
Owen has patience and guts - in spades! He's a legend among Rangers for his courage and sheer stamina behind enemy lines, and thinks nothing of spending a week there to collect information for his allies. He's thorough and meticulous in just about everything he does.

Story:
Owen was born in the generally creepy town of Bangor, Maine, where he learned how to become one with the wilderness around him. Owen took those outdoor skills with him to the military upon his enlisting, and before you knew it the man was a fully qualified Army Ranger.
His prowess in the field quickly grew to legendary status, particularly after one incident when, after his control team was overrun, Owen was left to fend for himself. Behind enemy lines, he spent weeks taking in data before anyone thought to recall the guy.
Having shown he has what it takes time and time again, Owen was eventually recruited onto the Gi Joe team - just in time to participate in the first Cobra Island Civil War, where he served as a member of the Joes' advanced reconnaissance team there.
His performance there, as well as during several subsequent missions, gained Owen a large measure of respect among his fellow Joes. He was on particularly good terms with Dusty, the two having become good friends, and both spent their leave together at Owen's parents' house on numerous occasions.
Owen has been at the forefront of several Joe missions against Cobra, including one of their most bloody: the Battle of Benzheen. During this fight, Owen was compelled to rescue a hostage placed in danger by one of Cobra's Range-Vipers, but this turned out to be a deadly trap.
Before Dusty could stop him, Owen walked right into Cobra's line of fire, and was gunned down. With his allies pinned down by enemy fire, Owen was unable to receive assistance in time, and died slowly of his many gunshot wounds on the street - mere yards away from his teammates.
Dusty managed to collect Owen once they'd gotten the edge on their Cobra attackers, even though he was dead by this point. Having promised his mother, Dusty then carried Owen's body all the way back to the Gi Joe team's base of operations in Benzheen.
Having died in action, Owen was buried in the Arlington National Cemetery along with all of his fellow dead Joes - not that this was much of a consolation to his family and friends.
