As are the vast, vast majority of his team-mates in the Gi Joe group, David is naught but a normal human, lacking super human powers of any stripe, whether they be the result of an occult background, psionic education, genetic mutation, or even freak, normally-lethal happenstance.

Equipment:

Assault Rifle: replacing his previous firearm, the Uzi 9mm, this beast is just as powerful. David can fire this weapon to inflict Good (10) Shooting damage in a semi-automatic burst, increased to Excellent (20) in a fully automatic hail of lead - enough to give most sensible foes pause.

the Joe-Com: this is a new device given to all Joes since the group's reactivation. This high-tech wristband functions as an audio/video transceiver with various other goodies built in to help a soldier on the go, and is described in greater detail in its own equipment entry.

Non-Lethal Grenades: David carries two grenades on him at all times, strapped to his Kevlar vest. One is a concussion grenade, inflicting Remarkable (30) Force damage on anyone within its target area, the other being a tear gas canister, having a Stunning effect of like rank on those who breathe in its fumes.

Protective Gear: useful in military and police applications, this gear has saved David's life numerous times. It consists of a Kevlar vest and a composite material helmet, both of which provide him Good (10) protection versus attacks aimed at his torso and head (not counting face shots).

Semi-Automatic Pistols: David carries two handguns on him while on duty, one holstered on his leg, the other on his Kevlar vest. Either of these guns can be fired to inflict Typical (6) Shooting damage in a single shot, or Good (10) Shooting damage in a short, clip-expending burst of lead.

Talents:

Detective / Espionage: having a keen eye for detail, David has developed his investigative abilities into a full-blown version of this talent. When investigating some crime or other activity, David should receive a +1 CS on any FEAT required for him to notice clues or other small, yet vital details.

Law Enforcement: having a long background in law enforcement, David naturally has this talent. Not only does it include the Law and Guns talents as a general matter of course, it allows him to legally carry firearms at all times, as well as granting him the ability to make arrests.

Martial Arts types B and C: having become a black belt in Shoto-Kan Karate-Do on his sixteenth birthday, David is well-versed in strikes, blocks, and dodges. As such, he receives a +1 CS on any unarmed melee strike, dodge attempt, grappling attack, or escape maneuver.

Military / United States: while not initially military minded, David was recruited from the F.B.I. into the Joe team after he showed he could deal with Cobra operatives without backup. This talent describes his ability to understand military protocols and procedures, and offers him extra military contacts.

Though he's a newer recruit to the unit, and isn't mainly military in his mindset and/or thinking, David is a member of the Gi Joe team, and as such he can rely on them for assistance should he need it. David also has numerous contacts in law enforcement circles (in the L.A.P.D. and F.B.I.).

Costume:

David wears a policeman-like field uniform while on the job. It primarily consists of a cornflower blue pair of trousers and an off green collared, long-sleeved shirt, complemented with a black leather belt, black leather boots and gloves, brown holsters and equipment pouches, and his brown Kevlar vest.

Personality:

David has a seemingly single-minded devotion to self-improvement, and otherwise doing things right; he figures he may as well do something correctly if he's going to bother doing so in the first place. He's also very aware of the world around him, a trait that helps him immensely in criminal investigations.

Story:

David grew up in a hopelessly decrepit neighborhood in Los Angeles, one that if you didn't know better, you'd swear it was in some war zone or another. Nonetheless, David didn't let this bring him down, and instead of descending into crime like his neighbors, he focused on getting out of there.

He didn't do this by running away, though - oh no. Instead, David bent all of his will on making something of himself, making himself the best possible person he could be. To this end, he joined a martial arts dojo, and by the time he was sixteen, he'd managed his first Karate-Do black belt.

His martial training awakened a sort of responsibility in the fellow, and as such David wound up joining the Los Angeles Police Academy, naturally graduating with honors. He even managed to make a few marksmanship records while there, using his focus to get really, really good at his police duties.

He was a beat cop for a short time, but eventually wound up in the F.B.I. - hoping to put a real dent in crime. Hooking up with their special investigations unit, he encountered the web of crime woven throughout the United States by Cobra, that ruthless terrorist organization determined to rule the world.

Managing to put the kibosh on some of their operations due to his keen eye for details, as well as his obstinate hatred for all things criminal, David got the attention of the Gi Joe team, who recruited him into their ranks. After he completed his Army training, David began busting Cobra ops - this time with the Joes!
