Body Armor (s): since he's often fighting in urban terrain where attacks can literally come from anywhere, Phillip always wears his full body protection while he's in the field. This armor provides Phillip +2 protection from physical attack, and from fire as well.
Helmet (w): though a part of his body armor as a general matter of course (and providing like protections), Phillip's helmet is augmented with powerful sensors. Rigged with infrared detectors, this head gear allows Phillip to see into the infrared spectrum with intensity 8 ability.
the Joe-Com (i): this is a new device given to all Joes since the group's reactivation. This high-tech wristband functions as an audio/video transceiver with various other goodies built in to help a soldier on the go, and is described in greater detail in its own equipment entry.
Knife (s): most Joes carry a blade with them in the field, since they're handy tools in many ways. Phillip's blade is made from m.s. 12 materials, and he can use it to either cut through items of up to like m.s., or to inflict his Strength +2 damage in melee.
Z-99 Machine Gun (a): this handy side-arm is a submachine gun that Phillip can use when his battering ram gun would be too unwieldy. He can fire this gun to inflict his Agility +4 damage in a single shot, raised to his Agility +5 in a short, semi-automatic burst.

Skills:
Boxing (s): an essential talent for military personnel, Phillip learned this skill during his basic training. It allows him to divide his pre-cardplay action score between two unarmed attacks, the last of which will occur as a contingent action.
Marksmanship (a): Phillip uses a lot of guns on the job. Whether he's wielding a standard, semi-automatic or fully automatic rifle or pistol, or even his battering ram gun, Phillip may attempt attacks at one difficulty level lower than is normally necessary.
Military / United States (w): the source of all his other talents, this skill serves as an 'origin' of sorts for Phillip. It denotes his instinctual understanding of military protocols and procedures, and allows him to seamlessly integrate himself into a military group.
Calling:
Soldier: David is a military man, and he's very good at what he does. He enjoys fighting the good fight in the defense of his fellow American, and will readily follow any remotely sensible order in the process of doing so.
Costume:
Phillip's Gi Joe uniform is a suit of urban combat armor. His third consists of a tan camo shirt and trousers beneath dark brown plates on his chest, shoulders and thighs, not to mention dark brown and black boots, gloves, and belts to hold his gear, and a like-colored helmet.
Personality:
Phillip joined the military to make a difference, and as the urban combat expert on the Joe team, he's easily done so. The man cheerfully braves battle fields that more sensible Joes would steer clear of if possible, trusting his expertise and bravado to carry him through to the end.

Story:
Not too much is known about the Gi Joe operative identified as Barricade. The man is known to be a rather fearless fellow both in and out of battle, with a background in urban combat. He may have been a police officer before joining the military, but he's not talking either way.
Regardless, Phillip is the Joe team's expert in urban combat action, trained in such well before the idea became common in military circles. His unique training helped him to get onto the team despite its horrible entrance exams, and he's done right by the team ever since.
Cobra is often taking over urban environments, after all, and it takes someone with Phillip's skills to pry them out of cities and towns once they sink their fingers in. He was on hand for one such operation, when the Joes were sent to liberate the town of Millville.
Of course, by the time the Joes arrived, a bunch of Transformers had as well, and everything rapidly spun out of control. Having survived this encounter with the alien robots, Phillip continued to ply his trade for the Joes until their first deactivation, in 1994.
It is unknown what the man got up to after this point, but he was more than ready to assist his former teammates when they reassembled - and asked for his aid. When the Gi Joe team asks 'everyone' to help out on a mission, you can count on Phillip being there.
Like during the second Cobra Island Civil War, not to mention during World War III, which almost saw Cobra conquering the world. With the Joes having won that conflict though, Phillip's abilities will be vital in ferreting out those snakes who have evaded capture as of yet.
Urban environments are always up there with Cobras, since there's so many places to hide, and so many hostages to take...
