As are the vast majority of his fellow Joes, Timothy is but a normal human, lacking any sort of super human powers of any stripe - whether they be of a mutagenic, occult, or psionic origin. However, he is highly skilled in the use of his own, flame-throwing equipment, and other military matters.

Colt M1911A1 Semi-Automatic Pistol: a handy back-up piece should his M-7 be impractical in a given situation (or disabled), this weapon can be fired to inflict Typical (6) Shooting damage in a single shot, or Good (10) Shooting damage in a short, semi-automatic burst of lead.
Fire-Resistant Suit: Timothy always dons this suit whenever he thinks he may be using a flamethrower in combat, for he is intimately aware of the effects of fire and heat. Primarily, this bulky, multi-layered suit provides the man Amazing (50) protection from both fire and heat damage.
However, the suit offers Timothy several additional benefits. For one thing, the suit has a full face mask and respirator / air filter, providing Remarkable (30) filtration of ambient air (versus smoke and other particulate matter), and the helmet offers Timothy Good (10) protection from head-based attacks.
M-7 Flamethrower: Timothy's primary weapon, this tried and true military weapon can fire a jet of fiery liquid at a person or object to inflict Incredible (40) SD Energy damage, -1 CS if used to cover an entire area with the flaming jelly that this thing emits - pretty nasty, eh?
Quirks:
Compulsiveness: one thing that Timothy is constantly doing is looking for potential fire hazards in his area; he's always looking for fire exits, scowling at smokers, and keeping an eye out for exposed flammables; he must pass a Psyche FEAT at -1 CS in order to stop doing this for any length of time.
Talents:
Guns: as a part of his basic military training, Timothy has been taught how to fire most basic military weapons. Whether he's wielding a standard, semi-automatic, or fully automatic rifle or pistol - or even esoteric weapons like shotguns - he does so as though his Agility was +1 CS in rank.
Martial Arts type B: while he does prefer to utilize fire (or even his Colt) in combat, Timothy has nonetheless been trained in the use of unarmed fighting techniques - just in case. As such, the man can attempt any unarmed melee attack as though his Fighting score was +1 CS in rank.
Military / United States: serving as a handy origin for his many skills, this talent represents most of the ability granted by Timothy's basic training. This talent imparts unto him an almost instinctual understanding of military protocols and procedures, and allows for several additional military contacts.
Skill / Flamethrower: his claim to fame, Timothy is rather handy with a flamethrower - he's an expert with the M-7, but can use most others with competence as well. He should receive a +1 CS to any attack FEAT he rolls when wielding a flamethrower against any person, object, or area.
Contacts:
As a rather long-standing member of the G.I. Joe team, Timothy can naturally rely upon his teammates for assistance should he need it; after all, the Joes look after their own. Furthermore, being a member of the United States Army, he can count on that group for help when he's on a mission for them.
Costume:
Timothy's field uniform consists of his rather... brightly hued fire resistant suit. This full-body covering is a primarily yellow suit, with a red vest, red ankle, thigh, wrist, and upper arm bands, a yellow helmet, a yellow face mask, clear viewing goggles, and a large yellow fuel backpack.
Personality:
Working with fire for a living has forever altered Timothy's mindset. Being intimately aware of just what fire can do to the human body, he's almost compulsive about avoiding it at all times, keeping an eye out for available fire exits, exposed flammable materials, and especially smokers.
Timothy hates cigarette smoke with a fervent passion.

Story:
Not too much is known about Timothy before his time with the G.I. Joe team, though it is known that he's had a special appreciation for fire since the beginning. Not because he's a pyromaniac or anything, but because he feels fire has been an implement of warfare since before even the bow and arrow.
To this end, he decided to become the best he could be with fiery implements, and as such has mastered the use of the Army's M-7 flamethrower. This expertise got him his position on the G.I. Joe team (after passing the insanely difficult entry exams) during a significant wave of recruiting.
He seemed to fit in well with his fellow 'new recruits', especially Ripcord and Spirit, despite his eccentricities, and spent plenty of time with these two Joes. He stayed with the team for quite a while, participating in various missions with the Joes, including the so-called Battle of Springfield.
Timothy's expertise in fire-based weaponry and warfare served the team well for years, and he was good enough that the Joes didn't feel the need to supplement its fire-wielding forces for five years (though it finally did so with Charbroil and the Ice Cream Soldier). Of course, good things always come to an end.
Late in 1994, the G.I. Joe team was deactivated, due to the perceived decrease in the threat that Cobra presented to the world. Seven years later, this proved to be a mistake, and the Joe team was reactivated as a result. Though he didn't sign up right away, Timothy eventually came back to the fold.
In fact, Timothy played a pretty large role in the Joe team's redeployment, trying out a bunch of all new equipment for the group. This included a much more compact flamethrower, as well as a bizarre hovercraft he can reconfigure in the field into four separate, smaller vehicles. He remains a Joe to this day.
