Helmet: Cliff's helmet actually serves two purposes. It offers him defense against head injuries, providing him his Strength +2 protection from physical attacks that strike him in that location. It also has a nifty orange visor that blocks intense light, providing Cliff intensity 10 Protected Senses for his vision.
Knife: all paratroopers carry a knife on them while heading into action - you never know when you'll need to cut yourself loose from you parachute, after all. Made from m.s. 12 materials, Cliff can use this tool to cut through items of like m.s., or to inflict his Strength +2 damage in melee combat.
Machine Gun: his principal weapon while on the job, Cliff can fire this fully automatic rifle to deadly effect in combat. He has the option of firing a single shot for his Agility +4 damage, a short, controlled burst for his Agility +5 damage, or a full 'rock and roll' spread for his Agility +6 damage.
Parachute: helpful for those who have to jump out of airplanes as a part of their vocation, Cliff naturally has one of these handy on every Sky Patrol mission he participates in. He can use this item to land safely after a leap from an airplane or other vehicle/structure situated at an extreme height.
Semi-Automatic Pistols: while he may prefer his machine gun in combat, sometimes you just run out of ammo. As such Cliff carries dual pistols, one holstered on each hip, which he can whip out at a moment's notice, and fire to inflict his Agility +4 damage in a single shot, or his Agility +5 damage in a high speed burst of lead.

Skills:
Boxing: the first half of the useful talents gained thanks to his Army basic training, this skill describes Cliff's ability to function as a living weapon when necessary. He may divide his pre-cardplay action score between two unarmed melee attacks, the last of which will occur as a contingent action.
Electronics: while he's a competent soldier, and a tough as nails paratrooper, Cliff's true skill lies in the design, construction, operation, and maintenance of electronic devices - especially voice communications systems. Cliff has a master skill in this area, resolving related actions with his Intellect or Willpower.
Marksmanship: the other practical benefit of his Army basic training, this skill allows Cliff to wield most conventional firearms with competency, regardless of their national origin. He can fire any standard, semi-automatic or fully automatic pistol or rifle at one difficulty level lower than is usually necessary.
Military / United States: another talent Cliff gained as a function of his military training, this skill serves more as an origin than any real practical benefit. However, it does allow him an instinctual understanding of the Army's Standard Operating Procedures, and the ability to lead fighting men into battle when necessary.
Calling:
Soldier: Cliff's a good representative of the 'soldier' calling in that he's not a mindless drone, so much as a man who's simply trying to perform to the best of his ability. He's always trying to volunteer for assignments and missions that will force him to work at the extreme end of his skills, in order to improve on them even more.
Costume:
When he's in action with the G.I. Joe Sky Patrol, Cliff wears a primarily brown outfit. It consists of a light brown jacket with brown sleeves, brown trousers with dark brown padding, dark brown leather boots, light brown leather gloves, a dark brown leather belt, light brown leg holsters for his twin hand guns, and his chrome helmet.
Personality:
If you had one word you could use to describe Cliff, it's 'spontaneous'. Of course, if you had two, you might also add 'stubborn'. The man doesn't know the meaning of the word 'quit', and he enjoys nothing more than to brainstorm new, unexpected ideas to solve problems on the fly no matter how insurmountable said problems may at first appear.

Story:
Cliff is is really inspired, after a fashion, when it comes to electronic circuits. He doesn't have supernatural talent, per se, but he has the ability to push ordinary electronic circuits beyond what you'd normally expect them to be capable of - especially when modifying existing devices that are readily available.
A large part of this ability comes from his own intransigence. The man is incredibly focused on Getting His Way, and can make astounding intuitive leaps to maneuver around obstacles both physical and mental in order to Win. It's not that he's bossy or stubborn, per se, it's just that Cliff simply doesn't know how to give up.
This made him relatively successful in life, although he didn't find himself challenged much - he just got too good at the tasks set before him in his otherwise ordinary career. This is why he ultimately enlisted in the Army. Cliff needed to be pushed to the limits of his ability - and beyond - if only to not be bored.
To this end he simply worked with what he had, and became an audible frequency specialist in no time flat. He managed to prove time and time again that he was one of the best there is at what he does in the field, because of his knack for rebuilding broken circuits while under fire - no matter how badly damaged they are.
When report after report came in about just how handy Cliff was to have on a mission, due to his go-getter attitude and seemingly impossible ability with communications gear, Cliff was eventually given the opportunity to 'audition' for a place on the G.I. Joe team - one of the single most challenging gigs on earth.
How could Cliff say no to that? He accepted this offer and bull-headed his way through the G.I. Joe entrance exam, and was shortly after assigned to the newly forming Joe unit known as the Sky Patrol. This group of paratroopers were assigned the task of countering Cobra Python Patrol espionage and acts of mayhem.
To this end, they got to use fancy, refurbished G.I. Joe (and captured Cobra) vehicles, all of which were retrofitted with a revolutionary, chromium based stealth technology that acted to reflect radar signals at oblique angles off of whatever they were coated with. This basically evened the playing field for the Sky Patrol.
That and getting to play with all this experimental hoo hah really tickled Cliff pink. He stayed on with the G.I. Joe team for the duration of it's original incarnation, until it was deactivated in 1994. What Cliff did with himself after this point is unknown, but he'd likely sign back up with the Joes if they asked him to!
