Joe team, Stephen is essentially a normal human - albeit one of the better trained representatives of the human species. Aside from his somewhat advanced technology, he lacks super human powers of any variety, and gets by on (exceptional) skill alone. Known Powers: (none) Equipment: Bullhorn: his namesake equipment, Stephen (naturally) has this on his person at all times on a mission when he has to negotiate with some nutjob wacko or another. It can amplify his voice to a Remarkable (30) degree, letting his words be heard loud and clear through almost any impediment. Gas Mask: in the even that negotiations fail, Stephen is usually armed with a gas mask in order to let him use his own grenades with impunity during a crisis situation. This mask covers his entire face, and filters particulate matter with Remarkable (30) ability before it can reach his eyes or lungs. Grenades: Stephen carries a bevy of grenades with him while on the job. His miniature arsenal includes fragmentary grenades (to inflict Edged Attack damage), tear gas grenades (to inflict Stunning damage), and smoke grenades (to provide obfuscation). These all work at Remarkable (30) rank. Semi-Automatic Pistol: a back-up for his rifles, should he run out of ammunition or simply not have time to assemble his main firepower, Stephen is still deadly when armed with this implement, which he can fire to inflict Typical (6) Shooting damage in a single shot, +1 CS in a small burst. Rifles: Stephen carries two collapsible sniper rifles on his person should he need to break out serious firepower. Both are equipped with a long range scope (+1 CS to hit with a round of preparation), and can fire a single shot per round to inflict Good (10) Shooting damage per blast. Quirks: High-Stress Capacity: a trait that greatly assists him in the execution of his job duties, this quirk describes Stephen's amazing ability to keep his cool no matter how hairy a situation he finds himself in. Should one be required, he may attempt a Psyche FEAT to maintain his cool at his listed rank +2 CS. Talents: Criminology: his primary military specialty being an intervention specialist, Stephen has a natural understanding of the criminal mind and how it operates. As such, he can make any Reason or Intuition FEAT roll involving criminal practices at +1 CS higher than the values listed above. Guns: a natural component of military training, Stephen has been well educated in the use of most conventional firearms. Whether he's using a standard, semi-automatic or fully automatic firearm, or even an oddball weapon like a shotgun, he may do so at his Agility score +1 CS. Martial Arts types A, B, C, and E: Stephen was a hand to hand combat instructor at Quantico before becoming a member of the G.I. Joe team. This essentially makes him a living weapon; not quite the raging force of nature that some of the Joe ninjas might be, but you'd hate to encounter his bad side. In melee combat, Stephen may make any unarmed strike at his Fighting score +1 CS, and is allowed a +1 to initiative. Furthermore, he may inflict slam or stun results on a foe regardless of his comparative Strength or Endurance, and makes dodge, grapple and escape maneuvers at +1 CS higher than normal. Military / United States: the source of his various martial and other skills, Stephen is a highly trained and effective member of the United States Army. This talent provides a handy 'origin' for Stephen's other skills, and various additional contacts and resources. Contacts: As a member of the G.I. Joe team, Stephen can obviously rely on every member of that tight-knit group for aid should he need it; the Joes definitely look after their own, after all they've been through with each other. Stephen also has several additional contacts in military and law enforcement circles. Costume: When he's in action for the G.I. Joe team, Stephen wears a light green jacket with gray webbing on top to hold some gear, brown trousers, brown and gray combat boots, gray gloves, a gray belt, a gray holster on his right leg, and occasionally (when he feels the need) brown camo paint on his face. Personality: Stephen is a very mellow, compassionate person - he's the kind of guy everyone just loves talking to. He's a very good listener, and people tend to relax when talking to him. At the same time, his calm, steely resolve comes in just as handy when negotiations fail, and he has to deal with an opponent - permanently! Real Name: Stephen A. Story: At first glance Stephen is not the kind of guy you'd consider one of the most deadliest grunts alive. He's incredibly calm and compassionate, and people just can't help talking to him. But then he's an excellent listener, and his 'choir boy' looks simply scream 'I'm harmless' to everyone around him. It's hard to count how often this has proven to be a fatal mistake to global terrorists and other nutjobs. Stephen is an excellent negotiator, able to calm most situations down simply by getting the bad guys talking. Of course, he's also unerringly calm, and able to gun a villain down without blinking if negotiations fail. Mind you he's not all talk. Stephen is a perpetual contender for the national practical pistol title, and has served as a hand to hand combat instructor in Quantico. You can imagine that these exceptional qualities all added up to paint Stephen as a man who was Going Places in the military. And you'd be right. Always on the lookout for the military's top-shelf talent, the mysterious recruiters for the G.I. Joe team added Stephen to their list, and after he made it through the group's grueling entrance exam without washing out, the man began lending his considerable talents to the fight against evil. Not that Stephen wasn't before - it's just that his efforts had suddenly become... more direct in nature. Having joined the Joe team in 1990, Stephen performed his duties on various classified, 'special mission' operations until the team was temporarily deactivated but four years later. When the group was reactivated but a scant few years later, it appears that they were going for a much tighter organization overall, with less active 'main' Joes and a series of 'grunts' to do the heavy lifting. As it turned out, Stephen was not chosen to join this revamped team. It is assumed he returned to his conventional military posting in 1994, but Stephen's current whereabouts have yet to be revealed.
