Origin:
Charles is an ordinary fellow, in that he has no super human powers to call his own - no quirky, unexpected mutations, no mysterious background leading to a study of the arts arcane, and so on. However, he is odd in that he has an unrequited love for tanks, especially the highly advanced Avalanche given to him by the G.I. Joe team to trounce terrorists!

Arctic Combat Suit: while in the field, Charles wears a heavily insulated uniform to protect him from the cold; ideally he won't have to leave the Avalanche while on a mission, but how often do things go ideally? This insulated, heated uniform provides him Excellent (20) protection from the cold.
Avalanche: this heavily armed and armored, tracked vehicle is the perfect toy for Charles - an experimental, cold weather tank devised specifically to fight Cobra in the earth's polar regions. This highly advanced U.S. military weapon will always be Charles' favorite tank, and is described in its own vehicular entry.
Helmet: in order to protect him from the occasional lucky shot that hits him while he's working on the Avalanche, this head gear protects Charles from head shots at Good (10) rank. It also has a wireless transceiver attachment that ties into the Avalanche's telecommunications rig, for 'hands off' talking capability.
Knife: you never know when you'll need a knife in the field. It always pays to have a sharp object handy while on a mission, for your life may depend on your ability to cut someone - or something - at the drop of a hat. This Incredible (40) m.s. blade can cut through items of like m.s., or be used to inflict Edged Attack damage in melee.
Semi-Automatic Pistol: though he usually just relies upon his Avalanche to trounce anything within his line of sight, Charles occasionally has to get 'personal' with Cobra goons. He can fire this gun to inflict Typical (6) Shooting damage in a single shot, or Good (10) Shooting damage in a semi-auto spread.

Talents:
Guns: one facet of Charles' basic training, this talent demonstrates his ability to wield most conventional firearms, regardless of their nation of origin. When firing standard, semi-automatic or even fully automatic rifles or pistols, Charles may do so as though his Agility was +1 CS higher than it actually is.
Marksman: to help him fulfill his secondary military specialty as a fire control technician, Charles has had to be trained in the science of hitting far away targets with really heavy duty weaponry. When wielding 'line of sight' artillery, Charles may do so as though his Agility score was +1 CS higher than is listed above.
Martial Arts type B: another facet of his basic training, this talent describes Charles' ability to defend himself in battle even should he find himself without any weapon whatsoever. He may attempt any unarmed melee attack, whether punching, kicking, head butting, or whatever, as though his Fighting score was +1 CS in rank.
Military / United States: the source of his other abilities, this talent describes Charles' inherent understanding of military protocols and procedures - the 'Standard Operating Procedure'. It also serves as a handy 'origin' of sorts. He's not a mutant or cyborg... he's a product of the United States Army!
Vehicular Combat: while his marksman skill lets him blow things up while stationary, it's this talent that really lets Charles be dangerous in his Avalanche. Charles is highly skilled in fighting while driving, and when firing any vehicle-based weapons (or ramming something) he may do so at a +1 CS to his listed Agility.

As a member of the G.I. Joe team, Charles naturally gets on well with his fellows, and can definitely rely upon them (and vice versa) in a pinch. Additionally, Charles can count on many extra, as of yet unstated contacts of a military nature that he received during his time in the Army before joining the G.I. Joes.
Costume:
Charles' G.I. Joe uniform is basically his Arctic Combat Suit. It consists of a heavily padded, internally heated white jumpsuit, complemented with dark red gloves, dark red, hip-high boots, gray wrist bands, a gray belt, gray webbing and other assorted straps to hold his gun and tools, and his white visored helmet.
Personality:
Charles loves blowing things up and driving around in irrationally large vehicles. Some Americans satisfy this urge by driving an S.U.V. and lighting off fireworks, but not Charles. No, he's having the time of his life when he stinks of diesel fumes and/or charred metal bits after taking out yet another enemy armored vehicle.
He's quirky that way.

Story:
As a wee youth, Charles grew up with an intense interest in tanks. But then his house was so close to Fort Knox that he was inhaling diesel fumes from old M-60s as his cradle rocked from the distant concussion blasts caused by the turret guns on the Sherman tanks. Tanks just remind Charles of good times from his youth.
He studied up on tanks and armored combat tactics while in school, particularly interested in equipment and events from the Korean war to the present. After graduating from high school he enlisted in the Army, and naturally moved on to the 3rd Armored Division thanks to his already considerable knowledge of tanks.
Though he knew a lot about tanks and armored combat in theory, this assignment gave Charles the practical knowledge he needed to let his love for tanks truly blossom. In fact, Charles got good enough at what he did in a short enough period of time that he was selected to join the G.I. Joe's arctic combat forces.
Quickly demonstrating his unparalleled destructive potential behind the wheel of lesser Joe vehicles, General Hawk eventually put him in the driver's seat of the meanest G.I. Joe combat vehicle to ever trundle over the frozen Arctic tundra: the incredibly potent, highly advanced cold weather tank known as the Avalanche!
Of course, Charles pays a price for his hard-driving tank skills: he can't allow himself to operate ordinary cars - the things just fall apart with him behind the wheel. And fast. In his hands, a well built station wagon will only last about two weeks before Charles has damaged it beyond repair - with no salvageable parts, no less!
He's been known on more than one occasion to say 'I keep forgetting they're not tanks!' as he rests in the smoldering heap of his latest attempt to operate civilian automobiles. Though this has been a considerable drain on his personal resources, you can only imagine the impact his driving skills have had on Cobra's check book.
The absolute last thing any snow serpents or ice vipers want to see - ever - is the Avalanche coming at them. If they know that Charles is pointing the thing at them they're likely to just drop everything and flee... it's either that or get wrecked along with whatever vehicle they're riding in at the time. It's safer to just walk home.
Charles truly loves his job, and stuck with the G.I. Joe team until it was disbanded - for the first time - in '94. While he misses his Avalanche, and probably detests riding the bus, it's likely he's gotten by with a conventional assignment back in the 3rd Armored Division. And he definitely stands ready to rejoin the Joes if only they ask!
