Diving Gear: Brian carries various gear that allows him to function underwater almost normally. His wet suit, combined with his air tank, breathing helmet and flippers, allows him to act underwater for about four hours, and he can swim at intensity 2 speed with this equipment.
Explosives: since his secondary military specialty is in underwater demolitions, Brian always carries explosives of some type or another on missions. Once set, these will detonate to inflict intensity 12 damage on anything within striking (near missile) range, and are controlled by a handy wrist-band.
Harpoon Gun: on and off during his career as a Navy S.E.A.L., Brian has carried a harpoon gun on various missions - depends on his current needs, really. This gun, regardless of which model he's using, can be fired to inflict damage per a +4 weapon to whoever - or whatever - he hits.
KB-99 Survival Knife: though the rest of his equipment may change from time to time, Brian always carries a handy blade on him, usually contained in a boot strap for easy access. This blade is of material strength 12, can cut through items of like strength, and can be used to inflict damage per a +2 weapon.
Radar Unit: one odd device that Brian used for a time was a helmet-mounted, 360 degree radar unit. This device can pick up anything in his line of sight, in three dimensions, the data for which he can view on a wrist-mounted monitor. This makes it almost impossible to sneak up on him during missions.
Semi-Automatic Pistol: Brian is always armed with a pistol in addition to his utility blade (you never know when a backup piece can come in handy). This weapon can be fired to inflict damage per a +4 weapon with a single shot, or per a +5 weapon in a semi-auto burst of ammo.
Underwater Sled: for awhile, Brian utilized a slightly different sled while under the waves. This one, instead of pulling him through the water, was one he could stand upon, and had a built in torpedo launcher! The torpedoes fired at his foes from this sled inflict intensity 10 damage to whatever they strike.

Skills:
Brawling: Brian is a well-trained combatant, and while he prefers to fight with hardware, he can brawl unarmed with the best of 'em. He fights dirty, though, and if he reduces an opponent to zero cards (Health) in unarmed melee, he'll drop them into a coma with his underhanded techniques.
Demolitions: his secondary military specialty, Brian is naturally quite the saboteur. With enough time and equipment, he can destroy most anything, though in a pinch he can rig together a spectacular demise for a vehicle or structure with almost no supplies at hand - almost, anyway.
Marksmanship: one of those talents that Brian picked up during his basic training, this represents his mastery of the firearm. Whether he uses a standard, semi-automatic, or fully automatic rifle or pistol, or even an oddball weapon like a shotgun or harpoon gun, Brian does so at a reduced difficulty level.
Martial Arts: Brian is well-versed in advanced unarmed combat techniques. This allows him to use either his Strength or Agility in melee (even when trumping), and allows him to reduce the difficulty of any attempt to dodge attacks or reduce incoming damage by one difficulty level
Military / United States: a member of the United States Navy, Brian has picked up this skill sort of by default. It provides a handy origin for the rest of his talents listed here, lets him lead fighting men into battle if he so chooses, and gives him an intuitive understanding of military protocols.
Underwater Combat: trained as an undersea operative, Brian knows how to fight under the waves - you never know when enemy divers will come at you, after all. When attempting any combat action underwater, Brian should receive a one level reduction in the difficulty of said action.
Calling:
Soldier, with subtle hints of Demolisher: Brian is attitude personified, and enjoys being a Joe because it allows him innumerable opportunities to prove his mettle - armed combat is a rather harsh contest. He also loves blowing just about anything up, usually doing much more damage than is necessary...
Costume:
Brian went with a new look with his third field uniform. He adopted a mostly black wet suit, one that covered all but his head. He changed his underwater helmet to a bright yellow color, discarding stealth altogether, and changed all of his pockets, pouches, equipment straps, and holsters to a similar hue.
Personality:
Brian may be mean to the bone, but he's also quite bright, being well-read in both the classics and the standard texts of modern military tactics. Pretty amazing considering that the level to which he has developed his toughness would seem to indicate a full-time occupation...

Story:
While most folks know that Brian is a bull-headed, bombastic, and stubborn sort of guy, it isn't too well-known that he was always like that. Enjoying the sheer thrill of blowing things into itsy bitsy pieces, he was a natural for enlistment in the armed forces, and Brian chose to hook up with the Navy.
Proving just how bad he is by muscling his way through Navy training on sheer attitude alone, Brian got himself the full meal deal, as it were, and quickly qualified for S.E.A.L. training. While this tested Brian to the very limits of his endurance (as it is designed to do), the man passed with flying colors.
He didn't quit, after all... he's too darn stubborn for that. Put to work in various hot spots that needed cooling down (or making worse), Brian excelled at his job since he loves blowing things up so much - he usually uses enough explosives to render even the largest structures and vehicles into scrap.
Tiny, tiny scrap.
His job performance got him a position on the Joe team, which was a perfect fit for the man - being around the military's very best has only brought out the competitive edge in Brian, which shows when he gets in one of his rather loud shouting match with his Marine counterpart, Leatherneck.
While each is convinced of his own military branch's superiority, the duo are good friends, and have saved each other's lives more times than they can keep track of. Either with Leatherneck or his fellow Joe S.E.A.L.s, Brian served the team with distinction - until it was disbanded in '94, that is.
Having little else to do, Brian returned to the conventional Naval forces and signed up for another tour of duty. During this time he met and (in time) married his wife, Belinda. Though somewhat more reserved after this, Brian is still basically the same, terribly effective S.E.A.L. the Joes knew from the past.
Which is probably why the team invited him back for more when they formed back up again. Whether in an active or reserve status, Brian has remained with the G.I. Joe team ever since. Even if it means having to deal with Shipwreck...
