Origin:
As are the rest of his of his fellow Joes (the exceptions being just odd statistical anomalies), Edwin is but an ordinary human, one who lacks ascendant powers of any stripe. No, all he's got to get him through a mission is a fully stocked first aid kit, his medical skills, and a whole lot of guts.
Known Powers:
(none)
Equipment:
Comm Suite: Edwin has always carried a communications suite with him on missions, in order to call in medical evacuations of wounded personnel. These systems, usually consisting of a backpack with a helmet-mounted mouthpiece, work with Typical (6) power (100 mile range).
Dagger: though he won't use it in an offensive capacity, Edwin always carries at least one knife with him on missions - you never know when you'll need a sharp edge. This blade, carried in a boot sheath when not in use, is made from Incredible (40) m.s. metals, and can cut through objects of like m.s.
First-Aid Kit: his stock in trade, Edwin always carries a first aid kit with him on missions. His first aid gear consists of various medicines, antibiotics, drugs, sterilized medical tools, and even a small oxygen tank. Sometimes, he even carries extra first aid gear in various pouches and such.
Grappling Hook Launcher: one curious rescue device that Edwin has utilized in the past is a rather large cannon that fires grappling hooks. These are usually attached to a line that is at least 100' in length, allowing him to scale up to eight stories when attempting to rescue those in need of help.
Grenade Pistol: curiously, Edwin carried a small, auto-feed grenade launcher with him on his later missions. It is most likely that this gun held non-lethal rounds within, such as stun grenades or even emergency flares; either way, these rounds work with Remarkable (30) effectiveness.
the Joe-Com *: this is a new device given to all Joes upon the group's reactivation. This high-tech wristband functions as an audio/video transceiver with a Typical (6) - 250 mile - range, is equipped with a G.P.S. system, a heart monitor, and can store up to a terabyte of raw data - not bad, eh?
Of course, this device also stores a variety of nutrients it can use to supplement activity, which are absorbed directly into one's pores (think of this as Feeble (2) life support, where food is concerned). So, not only is the thing a nice, high tech video phone, but it can also save one's life in a pinch!
Search Light: Edwin began to carry a powerful halogen lamp around on missions late in his G.I. Joe career. He can use this oversized lamp to produce Excellent (20) illumination in a given area, allowing him to pierce the night and find wounded soldiers with ease.
* The Joe-Com is something that the Joes started using in their new (as of 2001) comic, but wasn't featured on the 1994 Lifeline action figure (since you know, the action figure came out first).
Quirks:
Pacifist 3: Edwin is a card-carrying pacifist, which may not seem at first to jibe with his chosen career path. Regardless, he will never willingly commit a violent act against another being, sentient or otherwise, and must pass a Psyche FEAT at -3 CS in order to do so (if it becomes necessary).
Talents:
Electronics: while his primary medical specialty is in the dispensation of first aid, Edwin has demonstrated a mental prowess with the modification and repair of electronic devices in the past. Whenever building, fixing, or altering electronics, Edwin should receive a +1 CS on applicable Reason FEATs.
First Aid: Edwin has been a paramedic for many, many years. When treating a dying person, he can halt their loss of Endurance ranks, and if they've slipped to Shift 0 End within the last five turns, he can still stabilize them - either way, he can help folks recover one lost End rank immediately.
Martial Arts types A and C: an avowed pacifist, Edwin does not believe in bringing harm to others. However, he won't just stand around and let somebody hurt him. To this end, he has become a black belt in Aikido, a Zen martial arts tradition with no offensive moves whatsoever.
In melee, he can inflict Slam and Stun results on an opponent by performing moves that are inherently inoffensive; these combat results come from his redirecting his foe's offensive energies away from himself (and usually into nearby solid objects, such as walls, cars, etc...).
While he can do this, of course, Edwin often relies upon the 'C' style of his martial arts talents, instead of the 'A' portion. This means that, in melee combat, Edwin should receive a +1 CS to any dodge, escape, and evade maneuvers he attempts while trying to reason with an opponent.
Medicine: shortly after the G.I. Joe team was disbanded in '94, Edwin completed his medical degree. He can readily perform life saving surgeries and procedures, and can revive the fallen, per his First Aid talent, with up to 20 turns having elapsed since his patient had slipped past Shift 0 Endurance from injury.
Additionally, Edwin may help to restore one lost rank of Endurance per week to his patients, in addition to whatever natural healing they manage on their own. Finally, He should receive a +1 CS to his Reason score to all FEAT rolls required of him in the area of medical problems, surgeries, poisons, and medications.
Military / United States: though a registered non-combatant, Edwin is nonetheless a member of the United States Army, and as such has had to go through most of the same training that the rest of the armed forces have. As such, he knows military protocols and procedures like the back of his hand.
Contacts:
As a long-standing member of the G.I. Joe team who has saved the lives of his fellows many times over, Edwin can definitely rely upon his teammates for assistance should he need it - even if his pacifist ways have ruffled a few feathers over the years. He also has numerous, additional medical and military contacts.
Costume:
Edwin's forth, new style of uniform consists of white trousers, a gray T-shirt under a red vest bristling with pouches, black leather boots, a black leather belt, various red and black straps, holsters, and sheathes distributed throughout his uniform, and a white cap with a red chevron on the front.
Personality:
Edwin is a paramedic who has dedicated himself to saving lives, and felt that he could be best served in doing so as a member of the Army. Of course, he's a true pacifist, which tends to irk some of his more trigger-happy comrades, but he more than makes up for this with sheer gumption.
Real Name: Edwin C. Steen, grade E-5

Alias(es), if any: none

Story:
Edwin has always believed in the sanctity of life, and will never willingly harm any being. Wishing to do his part to save lives, the man became a paramedic in the Seattle Fire Department, but was dismayed to learn that EMS personnel disabled while giving aid off-duty didn't qualify for pension benefits.
You see, in his mind, Edwin felt that medical personnel were never off-duty. As such, he decided to make his status permanent by joining up with the Army. While an avowed pacifist, he felt that he could nonetheless work to save the lives of America's fighting men when they were injured.
It is important to note that, while a pacifist, Edwin is no pushover, and has worked hard to become a black belt in Aikido in order to defend himself (while at the same time being non-aggressive). His sheer tenacity got him noticed by military high-ups, and eventually Edwin earned a position on the G.I. Joe team.
Naturally, his beliefs tend to come into conflict with those of his teammates, especially Leatherneck and Lift-Ticket, but the latter at least respects his courage. Regardless, most Joes don't argue with Edwin's feelings on the matter of violence because he's always there to pull them out of harm's way.
They tended to show him even more respect after poor Doc was killed in Trucial Abysmia on a particularly grisly Joe operation, as Doc (who had beliefs similar to Edwin himself) died trying to save his fellows. Whether he's serving in a regular capacity or with Tiger Force, Edwin is a force to be reckoned with!
In fact, after he joined the G.I. Joe team, Edwin remained with the unit until it was temporarily shut down in '94; temporarily, of course, because it was brought back much sooner than anybody thought would be necessary. During this 'down time', Edwin completed a medical education he started back in '91.
When the G.I. Joe team was reinstated, Edwin left his position as a doctor in the Walter Reed Medical Center and resumed the fight against the diabolical forces of Cobra. He's been associated with the team ever since, either in an active or reserve status, depending on the needs of the team as a whole.
