Equipment:
Communications Headset: since he tends to ride in the M.O.B.A.T.'s commander cupola while leading the tank on missions, Spencer wears a visored headset while doing so. This thing has a short (intensity 1) range communications transceiver, allowing him to talk to whoever's inside the tank.
Machine Gun: in the event that he should find himself in trouble outside his M.O.B.A.T. (say, when fixing a thrown tread, etc...), Spencer has one of these handy at all times. It can be fired to inflict damage per a +4 weapon in a single shot, +5 in a short burst, and +6 in a full-auto lead spread.
M.O.B.A.T., Mark II: Spencer is usually seen in command of this mechanical beastie, the Motorized Offensive Battle Attack Tank, while in action with the Joe team. This tank is a modernized version of the classic G.I. Joe M.O.B.A.T. vehicle, and is detailed fully in its own vehicular description.
Pistol: a sort of secondary back-up weapon, should Spencer find himself unable to use his M.O.B.A.T. or his machine gun, this vest-holstered piece is his last martial resort in a pinch. It can be fired to inflict damage as would any other +4 weapon with a single shot, +5 in a semi-auto burst.
Hindrances:
(none)
Skills:
Artillery: on top of his training in the use of guns, Spencer has also been well educated in the use of more... intense hardware. Whether he's firing a mortar, a shoulder-mounted anti-tank rocket, or even the gun on one of his tanks, Spencer may do so at a reduced difficulty level.
Boxing: Spencer's extensive self defense training has only enhanced the head-busting skills that he already possessed thanks to his time as a Vegas night club bouncer. As such, the man can divide his pre-cardplay action score between two attacks, the last of which occurs as a contingent action.
Driving: Spencer is very familiar with the operation of most ground-based vehicles. He worked in construction before joining the Army, and has 'heavy equipment operator' as a secondary military specialty. When driving such a device, Spencer can attempt any driving action at a reduced difficulty level.
Marksmanship: a large portion of Spencer's Army basic training involved him learning how to fire a gun effectively in battle. When firing a standard, semi-automatic, or fully automatic rifle or pistol, or even an oddball gun like a shotgun, Spencer may do so at a reduced difficulty level.
Military / United States: serving as a handy origin for his many skills, this talent represents most of the ability granted by Spencer's basic training. This skill imparts unto him an almost instinctual understanding of military protocols and procedures, and allows him to lead fighting men into battle if necessary.
Repair: a part of Spencer's advanced Army training involved learning how to fix most mechanical weaponry should it be disabled in the field, along with general maintenance skills. He should receive a reduction in the difficulty level of actions required when repairing or modifying an existing mechanical device.
Calling:
Soldier, with hints of Demolisher: Spencer's a good guy, if a really tough one. He does his duty gladly, having grown accustomed to the fight against Cobra, but he truly enjoys the destruction that results from his work - almost too much, really. He's not dangerously indiscriminate though - not yet, anyway.
Costume:
A tribute to the fallen Joe tank driver, Thunder, this field uniform is practical yet a reminder of the past. It consists of an Army green pair of trousers, an Army green, long sleeved shirt, a gray bullet-proof vest (with gun holster mounted on top), a black leather belt, black leather boots, and black leather gloves.
Personality:
When thinking of a phrase to describe Spencer, one might come across 'tough as nails'. He enjoys working with big machinery, usually smashing things in the process. He enjoys a good challenge as much as the next Joe, even if this involves him getting shot at - a whole lot - in the perpetration of a mission.

Story:
Spencer is quite the tough guy. Before he got himself recruited into the Army, he was the head bouncer at a Las Vegas night club. Before that, he worked in construction, getting plenty of thrills in the process of tearing down old casinos with huge construction gear. Looking for more in life, though, he enlisted.
The recruiter offered him all the excitement he could handle, and with this in mind, Spencer got himself into one of the Army's many tank divisions. Once he got through all the requisite training involved, Spencer showed time and again that he definitely had what it took, and got scooped up by the G.I. Joe team.
Looking through their vast arsenal of tanks and artillery, he decided he just wanted the basics, and picked an old M.O.B.A.T. as his weapon of choice. Once he pulled it out of mothballs, though, Spencer had to upgrade the thing somewhat, bringing it up to modern specifications (including the onboard electronics).
As you can imagine, this means that he isn't too keen on losing a M.O.B.A.T. on a mission, for that means he's got to rebuild his ride from scratch. This may be why he's so merciless in the field, for Cobra never seems to get near the guy - of course, that could just be his inherent meanness talking.
When working in his M.O.B.A.T., Spencer is usually graced with the company of Heavy Duty, his G.I. Joe support crew. Of course, you may be asking why Spencer only has a crew of one to help him on the job; well, if that's the case, you don't know Heavy Duty very well - these two Joes get on quite well.
They both enjoy rendering expensive Cobra gear into twisted, smoking metal...
