Pistol: in his role as a duly authorized agent of the United States government, Scott carries a hand gun on his person at all times. This gun is a semi-automatic pistol, allowing Scott to use the thing as a +4 weapon with a single shot, +5 in a semi-automatic, clip-burning spread. Naturally, he carries at least one spare clip should he run into any serious trouble - which happens somewhat often.

Skills:
Espionage: as a part of the C.I.A., Scott has this talent as a general matter of course. As such, he's good at digging up dirt on people, performing surveillance missions, and even operating 'spy' equipment. When attempting such actions and other subversive activities, Scott should make any applicable actions as though the difficulty involved was one difficulty level lower than usual.
Law Enforcement: while he is good at the whole cloak and dagger thing, it is important to note that Scott's primary stock in trade is his ability to enforce the policies of the United States of America. In addition to accounting for his marksmanship and espionage skills, this talent allows Scott to legally carry a hand gun on him at all times, though he isn't normally cleared to use it on U.S. soil.
Marksmanship: a significant part of his law enforcement training, this skill demonstrates Scott's prowess with guns - just about any gun, in fact. Whenever he's wielding a standard, semi-automatic, or fully automatic rifle or pistol, Scott does so at one difficulty level lower than is usually required. This makes him exceptionally deadly in the field, if he needs to be.
Calling:
Explorer, with a secondary calling of Soldier: from the behavior that he's demonstrated to date, it seems that Scott is very interested in freaky phenomenon, and likes to figure out what makes it tick. However, he has to balance this against his duty to the United States government, and as such, his loyalty to the C.I.A. taints his otherwise pure curiosity with the need to further America's aims no matter the cost.
Costume:
Being a member of a standard government agency, Scott doesn't really have a uniform, per se. Instead, he simply wears a standard suit while on the job. This consists of a brown, pin-striped suit that he wears primarily for effect, along with a black tie and black leather shoes. Of course, if he's working under cover in another country, this outfit may vary considerably from his normal suit.
Personality:
Scott seems fascinated by the bizarre, and feels that he needs to know more about it - if not for the security of the United States itself, then at least for his own, personal satisfaction. He seems to have the will - and the clearance - to check these things out on U.S. soil, which is somewhat extraordinary by itself. He isn't too successful so far, but the man doesn't give up easily...

Story:
Scott Templar is something of an oddity in the Central Intelligence Agency, in that he wasn't quite assigned to the organization's paranormal research department, but he nonetheless looks into such matters as a general matter of course. This wasn't an official assignment, mind you, so much as a simple matter of curiosity, in that he just finds such matters downright fascinating.
You can imagine Scott's surprise when he found evidence that Jack 'Mr. Magnificent' Magniconte, the all-American star quarterback for the New York Smashers, had super human powers. Quickly becoming obsessed, Scott started looking into the man's activities with Kickers, Inc., a sort of 'paranormal investigation' firm that the football player founded to help people with bizarre problems.
After several months, Scott felt he had enough information to launch an official investigation, and did so when Jack and his Kickers pals went to Canada to run in some marathon against the Icecutters, a hockey team that had a bone to pick with the football players. Once there, Scott tricked Jack into revealing his powers with a projection light show and several guys in odd, 'little green men' suits.
Before Jack could figure out was up with all that, Scott tried to recruit the man into the C.I.A., hoping to get him to use his impressive physical powers in the service of the United States government. However, Jack wouldn't have any of that, what with his previous, rather negative experiences with Scott's organization, and as such, he hooked up with the U.S. Army to spite them.
This put Magniconte out of the C.I.A.'s reach for the time being, what with the whole paranormal Draft going on at about that time. This turned out to be a good thing, however, as Jack went on to practically save the world during his time in the Army, doing so in the course of the Third World War. Of course, considering Scott's tenacity, it's likely that Jack hasn't seen the last of Agent Templar...
