Natural Psi-Powers:
Hypnosis: Emmett can use this power to force a target into a trance, during which time he can implant any behavioral suggestions desired into said target; this requires an easy mind control (willpower) action. These suggestions can be of any type, even those that may normally be opposed to the morals and personality of the target. He wielded this power at intensity 10.
If this action is successful, the target must attempt to complete the hypnotic suggestion as a contingent action, or do so contingent to any other occurrence Emmett desires; the command overrides the target's mind upon such an occurrence, and he attempts to complete the action immediately, regardless of current circumstances. So far, Emmett has demonstrated this power stunt with hypnosis:
* Multiple Targets: Emmett can 'push' any number of other people, forcing them to obey his hypnotic suggestions (things like 'run away' or 'put your weapons down'). This requires the same action as described above, though the opposing willpower score will be the highest one present in the crowd Emmett is attempting to influence.
Mind Control: Emmett's primary ability is his power to directly control the mind of another, an action he could perform at intensity 12. In order to achieve control, or to force controlled persons to do things they normally wouldn't, he must pass an easy mind control (willpower) action against his target. Emmett hasn't demonstrated any power stunts with this ability as of yet.
Psychic Blast: by passing an easy psychic blast (willpower) action, Emmett could inflict his total action score (based upon his power intensity of 12) in damage to a foe by bombarding his mind with waves of psionic energy. The target's willpower score acts as armor against this damage, like strength normally does against conventional attacks.
Telepathy: Emmett was also a telepath, and could achieve mind-to-mind contact with another person with an easy telepathy action; this is opposed by the target's willpower score if this is an unwanted contact. While contact is in effect, Emmett can sense what his target can, and can communicate with him without any audible or visual hints otherwise.
Emmett uses this power at intensity 10, and knows these telepathic power stunts:
* Psychic Invisibility: Emmett knows how to mask his mind (and those of up to ten other people) from the awareness of others. This only affects living, sentient minds, however; video cameras, as well as other electrosensory devices, can see right through this invisibility. As such, this power is affected by the Fools Only Creatures limitation.
* Team Link: Emmett can link the minds of up to ten other people together at one time, so each can share thoughts and impressions about what they are experiencing. However, if anybody in the link is knocked out in battle, Emmett must pass a challenging telepathy action in order to maintain the link. This link functions at intensity 10, and isn't limited by mere geography or distance.
Hindrances:
Guilt-Ridden: after losing three of his listees to various bad ends, Emmett became determined to prevent this from happening again. Should he ever lose yet another of his charges, all of his abiltiy scores would effectively drop to zero for the duration of the enounter.
Skills:
Espionage: a highly trained member of the C.I.A., Emmett is good at spying on folks, as well as practicing general subterfuge. He's well-versed at rooting out clues, operating spy equipment, and knowing whether or not he's being followed.
Law: part of Emmett's government training included his gaining an intimate knowledge of the law and how it works. Were he a licensed attorney, he could lower the difficulty level of defending a criminal in court by one difficulty level.
Manipulation: even before he received his paranormal powers, Emmett could competently manipulate the minds of others into doing his bidding. In combination with his Espionage talents, this made him quite effective at his job...
Marksmanship: part of his government training involved learning how to use guns. Emmett can hit an opponent with a gun at one difficulty level lower than would normally be necessary. He is quite the marksman, in fact.
Calling:
Mentor: after he rescued five of the eight psychic teens on his C.I.A. list, Emmett became their mentor, and did everything he could to guide and protect his charges, even though they didn't really want this assistance...

None (he simply wore casual clothing all the time).
Personality:
Emmett was a driven man, one who decided to make right the wrongs perpetrated by his government (well, at least one person within the government, at any rate). He went out of his way to make sure that he did all he could to protect the youths endangered by the publication of his List, and even died to save them.

Story:
Emmett Proudhawk was a promising man that, in his youth, aspired to greatness. He wanted to be a part of what was right in the world, and decided to try to get into government work, on the side of the Law. With his childhood friend Derek Shiningstar, he went to Washington D.C. and applied for a position in the F.B.I.
Well, eventually, with hard work, the two made it into the long arm of the Law, and eventually worked for the C.I.A., even. Emmett and Derek became partners, and they worked on various cases that were ... unusual. In fact, Emmett and Derek were assigned to a particularly strange detail concerning paranormal abilities.
The two were to compile a list of potentially super human folks, and they started by scouring colleges and such for the names of people that were scoring particularly high on E.S.P. tests. Eight individuals were very high on this list, and Emmett was about to turn this list into his superiors when It happened.
The White Event. After this astronomical phenomena struck the earth, several people began to develop paranormal powers, and the people on Emmett's list were no exception. Unfortunately, Emmet's partner had gone bad and sold his list to several foreign governments and corporate interests.
Emmett found out that the list was sold, but he didn't know who did it. As such, he went out and tried to collect the children on that list, though he didn't get to all of them. One disappeared without a trace, and two were supposedly killed. Emmett had managed to find four of them, and hid them in the Sanctuary.
The Sanctuary is a home for runaway children in San Francisco, a place ran by an old friend of Emmett's, Colby Shaw. Herself the ex-wive of the C.I.A. operative known as the Skipper, she was dedicated to helping out any kids without a home that she could. She couldn't help but help the kids Emmett brought to her.
The last youth on his list was currently in the Soviet Union, being held at the Siberian Project, a Russian agency dedicated to developing and exploiting paranormal abilities. Using his own powers, which had themselves emerged after the White Event, Emmett managed to get into Russia to save the last child on his list.
She was Anastasia Inyushin, a girl with healing powers. Emmett took her back to the Sanctuary, and introduced her to the other four people that were to be members of his Psi-Force: Wayne Tucker, a telepath like himself, Tryone Jessup, a teen that could 'astrally project', Michael Crawley, who was a psychokinetic, and Kathy Ling, a telekinetic.
Guided by a vision he had as a youth, Emmett began to train the children how to concentrate their essences into a being of singular power. However, Anastasia thought that the others didn't like her, and that she was a danger to them, so she left the Sanctuary.
She turned herself into the K.G.B., who came to pick her up. The rest of Emmett's charges showed up to rescue her, but they were cornered by lots and lots of Soviet gunmen. Their leader, the Soviet paranormal known as Mindwolf, then attacked Emmett when he tried to save the kids.
Their psionic duel was a tough one, but in the end, Mindwolf won, and he killed Emmett. However, the psionic teenagers managed to do what he had trained them to do, and they formed the Psi-Hawk for the very first time, and used it to beat their K.G.B. opponents and Mindwolf.
After all this mess, these teens (and several others) went on to form the paranormal group known as Psi-Force (though they never called themselves that). This group was rather successful in the long run, though it took them a little while to warm up (and, if you don't count the time they pretty much demolished Washington D.C...).
