However he is rather crafty, and (naturally) has his C.I.A. training to back him up in most every situation. Personality: Paul is a man who was trying to do right by his friends and country, even picking up where his dead friend Emmett's work left off for a time. The death of his ex-wife shattered his belief in a rational world however, and now Paul simply doesn't care what happens to himself or others. He's also a heavy pipe smoker. Story: Most of the background of the man known to his fellow agents as the Skipper has yet to be revealed. It is known that he was formerly married to the charity worker Colby Shaw, who ran a network of homes for runaways around the country known as the Sanctuary. It's also known that Paul was good friends with Emmett Proudhawk, which is why it fell onto him to investigate his fellow C.I.A. operative when he'd gone 'rogue'. You see, Emmett's task was to seek out potential psychics for the government, as a counterpart to similar Soviet work. Someone sold Emmett's work out right around the time of the White Event however, and when kids on that list started disappearing, Emmett took it upon himself to protect them from the results of his 'Psi-Force' work having been sold to various corporate and military powers. Of course, Paul's superiors didn't totally trust him, and followed up on most of his work. This ultimately didn't matter though, for Emmett was killed by a psionic K.G.B. operative of vast power in San Francisco - after collecting five of the teens on his list. Though his fellow C.I.A. operatives wanted to take them into custody, they formed the mighty Psi-Hawk, a sort of amalgamation of their psionic essences, and it handily trounced the C.I.A. goons before them. It then wiped the memories of everyone else present... save for Paul. And his ex-wife, Colby, who had taken the kids in at Emmett's request. At first, Paul wanted to do right by the memory of his old friend Emmett, and tried to help out his paranormal charges to some extent. He did so when Tyrone journeyed to Washington D.C. looking for information about Emmett in general, thinking he'd 'pushed' them into traveling to San Francisco. He may have also had something to do with Derek Shiningstar leaving them alone for several months, as he was censured after his third attack on them. This all changed after the Psi-Force demolished a genetics firm in Denver, Colorado - at this point, the C.I.A. took an active Interest. Since Derek was out of action, Paul was placed in charge of hiring the Medusa Web, a group of paranormal paramilitary goons, to ultimately capture the teens. They operated with 'kid gloves' at first, but when the Sanctuary was destroyed - with Colby in it - Paul changed. He had the Web catch them in an 'all or nothing' gambit that saw three of them nabbed. Before he could do anything about the Psi-Force members he'd had captured, they ultimately escaped from government custody - and the government never got their hands on 'em again. This was because Rodstvow subsequently attacked the C.I.A. headquarters, possibly in an attempt to draw out the Psi-Force youths. Derek was having an argument with Derek at the time, who was killed almost immediately by Rodstvow after pulling a gun on the insane paranormal. While Paul wasn't killed in this assault, he was horribly mutilated, and is now blind and legless...
