Timothy Ferris, like the other Troubleshooters, is simply a normal human that is exceptionally gifted in the head. Gifted enough to build a M.A.X. super speedster suit, even!

Fast-Back: this partial M.A.X. exoskeleton, built by Timothy Ferris, greatly enhances a body's neurological response system, and allows it to act and operate at speeds that are several times greater than normal. This effectively grants the wearer Monstrous (85) super running, which lets him or her run at approximately 140 miles per hour. This can be a bit dangerous to the runner, however...
Quirks:
Missing Parts: as a result of his encounter with Steel Hawk, Timothy has lost both of his legs, having had both amputated above the knees to save his life. This has resulted in either a) his being wheelchair bound for life, or b) his being fitted with dual prosthetic limbs. The result of his post-amputation recovery has yet to be revealed.
Talents:
Engineering: like the other Troubleshooters, Ferrris was an engineering student in Jenny Swensen's M.I.T. course. As such, he can add +1 CS to all FEAT rolls required when he attempts to build anything (electromechanical or otherwise).
Sports: unlike the other Troubleshooters, Timothy Ferris was kind of athletic in nature; in fact, he was kind of a jock. However, his true interest was in sports medicine, a career path he may still be working on following (double major... ack!). His Reason in athletic matters should be considered +1 CS.
Student: Ferris, like all the Troubleshooters, was an M.I.T. collegiate, and as such, was still learning his final Talents. This would reduce the final Karma cost of his other talents (still in process, so to speak) to 800 points, 1000 if learned from another player character (assuming that somebody is playing Ferris).
Contacts:
Ferris can easily rely upon the surviving Troubleshooters for aid should he need it, especially since they feel so bad about his getting hurt because of their group action against Steel Hawk. Furthermore, he could rely upon Jenny Swensen for aid for a time, and probably still could (if he and the Troubleshooters could simply locate her...).
Costume:
Tim's only real 'costume' was the Fast-Back partial exoskeleton he wore as a short-lived hero. It was a sort of metal shell that covered his legs. The rest of his outfit he used to adventure in was normal clothing for his day and age. Really.
Personality:
Though he was a Troubleshooter, Tim wasn't as much into high tech toys as the others; in fact, his personal interest was in making the human body the best it could possibly be. As such, the introduction of M.A.X. technology into his life was a godsend, and he used it to make his dream come true, in the form of that Fast-Back suit. Despite what happened to him, Tim's a survivor, and'll come out of his mutilation just fine.

Story:
Like the other four Troubleshooters, Timothy Ferris was an M.I.T. student that was enrolled in Jenny Swensen's advanced engineering classes. Tim and the other four Troubleshooters were the best students in her class, and sort of became friends with her over time (they sort of hung out with her when possible, to learn as much as they could). Especially once her father died.
You see, her father was developing this ultra-advanced heuristics technology in order to help mankind, and Jenny believed the man was killed for it by his employer (for holding out). She needed to break into the facility to find out the truth, and like the others, Tim decided that he had to help Jenny out (after all, the five students felt like they owed her for all her help in school).
The Troubleshooters managed to get Jenny in, and left with the late Doctor Swensen's mobile laboratory and the Mark 2 M.A.X. Armor he'd developed. Though Doctor Swensen's former employer tried on several occasions to get the equipment back, Jenny managed to keep him at bay with the help of the Troubleshooters, who were busy breaking down the M.A.X. tech all the while.
Once they figured out how it ticked, the Troubleshooters started building new applications for it; Tim's was the Fast-Back M.A.X. partial exoskeleton, which allowed him to run at incredible speeds (over 140 miles per hour)! The Troubleshooters used these suits to help Jenny out on several occasions, both before and after she was framed for murder and thrown in jail.
While Jenny was in jail, the Troubleshooters managed to foil the assassination of the British Prime Minister, who was in Boston on a Christmas visit. This angered the would be assassin, Steel Hawk, who managed to figure out who the Troubleshooters were, and decided to get even... a lot. He set traps for all the amateur techies, starting with Timothy Ferris.
Steel Hawk ambushed the man with his machine guns, and when Tim started running away with his Fast-Back on, the man launched a grenade right into his path. Not able to dodge in time, Timothy ran right into the detonating explosive, an act which trashed his legs permanently, and Steel Hawk left the burning youth for dead. However, Tim didn't die.
The authorities managed to get him to the hospital, where they amputated his legs; drastic, to be sure, but they did save his life. It is assumed that Tim eventually recovered from this and got on with his life, but his further adventures have yet to be chronicled; he and the Troubleshooters (and the rest of the New Universe) have since faded into obscurity...
