Origin:
As are the rest of the Autobots, much less every other Transformer, Prowl 2 is an electromechanical entity hailing from Cybertron, a robot with the ability to change between his two separate forms at his leisure. He may also be from another time period, making him doubly out of place here.
Known Powers:
Cybertronian Physique: like his fellow Autobots, Prowl 2 is a robotic entity of Cybertronian design and origin. As such, this law and order-loving hero has, by his very nature, the use of a large variety of abilities that reflect this. His very body gives Prowl 2 these super human powers:
* Body Armor: like most Cybertronians, Prowl 2 was built (or formed) with a reinforced steel frame, one that offers him Good (10) resistance to injury. This makes him resistant to most basic human attack forms, and moderately resistant to his fellow robots. His defense breaks down as follows:
Gd 10 / Pr 4 / Sh 0 / Sh 0 / Sh 0
* Growth: most Cybertronians have some degree of control over their size, no matter what form they take. Due to his considerable height in his humanoid mode, Prowl 2 has this power via technicality; he may very well grow somewhat while transforming, but doesn't appear to do so.
According to the standard Growth rules, Prowl 2 has this power at Poor (4) rank, making him stand approximately ten foot tall. Since his Strength rank is higher, this offers him no combat benefit, but on the other hand, human-sized folks targeting Prowl 2 receive a +1 CS to hit him in battle.
The Ultimate Powers Book, however, gives Prowl 2 this power at Feeble (2) rank, making him out to be just over 1.5 times a normal human's size. This would grant this Autobot scatterbrain a +1 CS to the Strength score listed above (raising it to Remarkable (30)), thus adding 10 points to his Health score.
According to the Transformers MSH Sourcebook, on the other hand, Prowl 2's statistics are geared towards mixing it up with beings of like size. As such, when fighting folks of normal human size, he should receive a +1 CS to the damage he inflicts upon them (+1 CS per 2 CS of growth).
Finally, per the Universal Heroes rules, Prowl 2 has a size factor of zero (0). As such, he receives no special bonuses or penalties when combating human-sized opponents thanks to his size alone. However, this does put him at a slight disadvantage against the larger Predacons, like Sky-Bite...
* Invulnerability to Disease and Toxins: like all robots, Prowl 2 is highly resistant to diseases and poisons that would kill organic beings. He possesses this resistance at Class 1k rank versus organic pathogens, and at Unearthly (100) versus more chemically creative substances.
* Microscopic / Telescopic Vision: all Transformers have the ability to alter their visual sensitivity where distance is concerned. Functioning at Feeble (2) rank, this power lets them see objects up to a mile distant with ease, as well as allowing them to read items on microfiche.
* Radio Transceiver: as are most all Transformers on earth, Prowl 2 is equipped with an audio / video transmission system. This communications rig allows him instant contact with any other Cybertronian on earth, having Excellent (20) range (25,000 miles).
Headlights: to better emulate earthen vehicles (and since they come in handy in the dark), most automotive Transformers on earth are equipped with a set of convenient headlights. These twin lamps can be used to generate Excellent (20) intensity illumination, making driving at night no problem.
Shape Change: whenever he desires, Prowl 2 can transform between his humanoid and police cruiser modes, and often does so quickly in battle to maximize the use of his abilities. This power is voice-activated, however ('Prowl, Transform!'). His car mode has these vehicular statistics:

Equipment:
Electro Blaster: Prowl 2 carries a souped-up stun gun with him at all times. This thing can emit an ionic pulse that serves to inflict Amazing (50) Stunning damage, working by overloading the circuitry (or nervous system) of an opponent, but can be tuned to instead cause Energy damage if needed.
Quirks:
Multiple Personality: after the psychological trauma that Slapper inflicted upon him Prowl 2 snapped, and has seemingly split into an Autobot of two different minds: the normal, law-abiding and law-enforcing Prowl, and the bitter, vengeful bag of hatred identifying itself as Two.
Talents:
Law Enforcement: after he made himself available to the Tokyo police, Prowl 2 was made into a full-fledged police officer, complete with law enforcement powers. He has the legal right and responsibility to maintain the peace, and has the Law and Advanced Guns talents as bonus skills.
Contacts:
As a member of the Autobots, Prowl 2 can rely upon their assistance should he need - or bother asking - for it, especially since they feel really, really bad about how things went with him. He's also a member of the Tokyo police department, and can call upon them for help if necessary.
Likeness:
In his vehicular configuration, Prowl 2 resembles a white police cruiser, seemingly built seamlessly from the pieces of several different Ford and Chevy models, that has blue trim in places. His humanoid form appears to be a large robot built from the pieces of a blue and white police car, with some additional yellow bits.
Personality:
This is awfully hard to pin down. For most of his existence, Prowl has been a firm believer in the goodness of law and order, and has gone out of his way to spread it to all. However, after a chance encounter with Slapper saw him wrecked emotionally, Prowl experienced a mental break - and how!
While his original persona remains, thousands and thousands of years worth of pent-up aggravation have manifested in a second personality, who has taken to calling itself 'Two'. This fellow is a very bad seed, and has no problem lashing out whenever Prowl grows exasperated in a given situation...

Other Distinguishing Characteristics: Prowl 2 is composed of a strong alien metal that is primarily white in color, with bits of blue and yellow in places, regardless of his current configuration.
Story:
Like many of his fellow Autobots, Prowl has emulated the heroes of the past, wishing to be like them, even going so far as to take their names. There's no shortage of Wheeljacks, Ironhides, Jetfires, or Sideswipes within the Autobot ranks, so who'd have thought calling oneself Prowl would be so bothersome?
But surprise, that's what happened to Prowl, here. For some reason, despite his hard work and dedication to law enforcement, Prowl has never felt worthy of the name of his long-time hero. He feels that his work is never up to par with the legendary hero of the Great War, no matter how hard he tries.
And he does try hard, have no doubt. Prowl goes above and beyond the call of duty in the enforcement of Cybertron's laws, so much so that the Autobots there felt that his services would be greatly valued on earth, where several of their brethren were fighting against a strange contingent of Predacons.
More than happy to do his part Prowl left for earth, but once he arrived he found that his name, Prowl, had already been taken by another Autobot - one who'd been working with local law enforcement (to an extent) for quite some time. Feelings of inadequacy began to surge within him.
This other Prowl had no problem with this new arrival; after all, how many humans do you know named John? Or Chris? But our Prowl, who even the Autobots began to refer to as 'the Other Prowl' or 'Prowl Junior', grew increasingly frustrated with this mockery... even though they only meant it in fun.
This situation came to a head during Prowl 2's (referred to as such to not confuse him with that other guy) first operation against the Predacons, a mission which saw him, Daytonus and Side Swipe going toe to toe with Dark Scream, Gas Skunk and Slapper - all over a car battery factory.
In the course of this scrap, Slapper faced off against Prowl 2, and once the villain learned his name, he had no end of fun with this, belittling Prowl 2 every other sentence for being 'unoriginal', 'a second fiddle', and even 'a pale imitation'. His intense frustration, coupled with his self-loathing, caused a breakdown.
Prowl 2 snapped. His usual polite, professional demeanor gave way to a bloody rage, and Prowl 2 - after seizing him by his tongue - used Slapper as a bludgeon against his partners in crime. Though his allies cheered him on for this surprising victory, Prowl 2 only heard scorn inside his head, and stalked off.
By the time the Autobots learned what had happened to him, it was too late - Prowl 2's emerging alternate personality decided he'd had enough of those jerks, and left to do his own thing... his own way. To this end, he made himself known to the Tokyo police force, who were well aware of the Cybertronians.
Megatron and his flunkies tend to trash Tokyo on occasion, after all. More than happy to have a Transformer within their ranks, the police readily accepted him as one of their own. Ever since, Prowl 2 has served as a patrol car for two of Tokyo's most highly decorated officers.
Months of dedicated service, punctuated by random encounters with Predacon and Decepticon villains, even earned Prowl 2 proper, legal Japanese citizenship! He valued this so much that, when the Autobots prepared to leave the earth after finally defeating Galvatron, Prowl 2 decided to stay put.
This would allow him to be the only Prowl on earth, after all. That and, of course, it would protect Cybertron from Two, his incredibly violent alternate personality, which only seems to manifest when faced with others of his kind. Or when somebody decides to mock his name - or his hero's legacy...!
Design Notes:
There are no character tech specs or biographies for the RiD Prowl 2. There is absolutely nothing to work on save for the actual toy itself, and next to nothing about the fellow, so I produced this one with the 'feeling' I got for the character - nothing more, nothing less.
Naturally, if you don't like 'my' version, go with your own!
