Powers:
Cybertronian Physique: like his fellow Decepticons, Ro-Tor is a robotic entity of Cybertronian design and origin. As such, this surly aerial combatant has, by his very nature, the use of a large variety of abilities that reflect this. His very body gives Ro-Tor these super human powers:
* Body Armor (s): like most Cybertronians, Ro-Tor was built (or formed) with a reinforced steel frame, one that offers him +2 resistance to injury. This makes him immune to most basic human attack forms, and moderately resistant to his fellow robots (taking his Strength into consideration).
* Growth (a): most Cybertronians have a degree of control over their size, no matter their form. Due to his significant height in his humanoid mode, Ro-Tor has this power via technicality; he may very well grow somewhat while transforming, but doesn't appear to do so.
This power is bound in Ro-Tor's case by the Permanent limitation, meaning that Ro-Tor is always 12 foot tall in his humanoid mode. Due to his size, Ro-Tor possesses this power at intensity 2, and while it's permanent, the requisite Strength and Agility changes are not applied.
This since his foes often vary in size considerably; the Autobots are not all die-cast from the same mold. For the sake of simplicity, one could just apply those alterations and call it a day, or he may go for accuracy and vary them based on the size of his current opponent; whichever works for your game.
* Invulnerability to Disease and Toxins (s): like all robots, Ro-Tor is highly resistant to diseases and poisons that would kill organic beings. He possesses complete immunity to organic pathogens, and a 'mere' +10 resistance to other, more chemically creative substances.
* Microscopic + Telescopic Vision (w): all Transformers can alter their visual sensitivity where distance is concerned. Functioning at intensity 2, these powers let them see objects up to a mile distant with ease, as well as allowing them to read items on microfiche.
* Radio Transceiver (i): as are most all Transformers on earth, Ro-Tor is equipped with an audio / video transmission system. This communications rig allows him instant contact with any other Cybertronian, having intensity 10 power (25,000 mile range).
Camouflage System (a): as do his fellow Combatrons, Ro-Tor seems to have a specialized camouflage system that he can use to blend into various environments (such as Arctic tundra, or a cloudy skyscape). This system works at intensity 1, giving him a camo pattern appropriate to the background at hand.
Flight / Levitation (a): while he's not quite as fast as Movor, Ro-Tor is rather quick in the air. In either of his modes, Ro-Tor can fly at intensity 7 speeds, or approximately 300 miles per hour. Of course, he can also just hover in place, anywhere he chooses, for an indefinite period of time.
Gestalt (a): using this special power, Ro-Tor can combine his physical form with that of his fellow Combatrons. Working at intensity 16, this ability can be used to create the ultra-powerful Ruination, one of the Decepticons' most powerful operatives!
Hepter Saucer (s): mounted on his right wrist (and functioning as his rear rotor in his vehicle mode), this spinning blade can be used to deadly effect by Ro-Tor in melee. He can use these four spinning metal edges to inflict +4 melee (physical) damage with each swipe.
Shape change (a): his most notorious ability, this power allows Ro-Tor to transform his humanoid form into that of a Sikorsky helicopter of indeterminate model, though this ability is voice-activated ("Ro-Tor, Transform!"). Of course, he seems capable of flight in either form.
Sonic Control (i): his most underrated power, this ability allows Ro-Tor to fly soundlessly when necessary. Working at intensity 1, this power cancels out the noise Ro-Tor's rotors make in flight, though he has no other abilities or stunts available when using this power.
Sting Blades (a): in addition to serving as a source of lift, Ro-Tor's primary rotor can be used as a deadly weapon as well. He can pull it off his back and fling it at a foe to inflict +4 physical damage when thrown; he can then summon his sting blades back to his position afterwards.
Equipment:
Rotor Guns (a): in either of his modes, Ro-Tor has various beam weapons that he can bring to bear on a foe. All of these weapons are potent laser weapons, each of which have the ability to inflict +5 energy damage per blast, raised to +6 if all three are used in unison.

Aerial Combat (a): being built for high flying combat, Ro-Tor knows how to truly think in three dimensions while working his way through a firefight. As such, he can substitute his Agility for Strength to attack while in the air, or do the same with his Intellect to determine the order of action declaration.
Marksmanship (a): as are the other four Combatrons, Ro-Tor is well-versed in the use of most all advanced, directed energy weapons. Whether it be a laser pistol, concussion rifle, or even a particle accelerator beam, Ro-Tor can wield it at one difficulty level lower than is otherwise necessary.
Military (w): just like the rest of the Combatrons, Ro-Tor is a born and bred warrior, and is naturally skilled in various matters of a martial nature. In other words, he knows general military protocols and procedures like the back of his manipulator, and can lead fighting beings into battle when necessary.
Calling:
Soldier, with a secondary calling of World Domination: primarily speaking, Ro-Tor is a soldier through and through, having been of a martial mindset even before Megatron got through with him. That villain is responsible for Ro-Tor's sudden sense of superiority and entitlement, however...
Likeness:
In his vehicle form, Ro-Tor resembles a Sikorsky model helicopter, with red and purple coloring, though the size is somewhat off; he's only about twelve foot long in this mode; as such, he may be unable to carry passengers. His humanoid form looks like unto a robot built from spare helicopter parts.
Personality:
Thanks to Megatron's machinations, Ro-Tor's true personality is something of a mystery, for it has been buried in an ocean of evil thoughts and motivations. He seems to have been reborn into something very strongly resembling his fellows - namely, he's a surly, combative, and arrogant Cybertronian.

Other Distinguishing Characteristics: Ro-Tor is composed of a strong alien metal that is primarily red and purple in hue, with a few orange bits here and there, regardless of his form.
Story:
Like the other Combatrons, not to mention several other Decepticons active on earth, Ro-Tor was originally an Autobot, one who was sent to our world a good sixty years ago. The ship that he was on crash landed here though, a rough landing that meant he and his fellows would be left in stasis indefinitely.
Until someone found the wreckage of his ship, that is. When this recently occurred, Ro-Tor's stasis pod was abducted, along with several others, by the evil Megatron. Having plans for these dormant Autobots, he decided to turn them to his own cause (as his Predacons were seriously outnumbered here).
Taking the pods containing Ro-Tor and the other dormant Autobots to a military base, Megatron had his minions use the pods to scan in various vehicles. Dark Scream, thinking these new robotic villains could use some air support, had Ro-Tor's pod scan in a heavily armed helicopter.
As the pod began to format its occupant, Megatron infused it, and the other pods, with his own malignant spark energies, rewriting their personalities. These Autobots were thus reborn as the Decepticons, the first to be created on earth (under Megatron's employ, at least).
Though Optimus Prime repeatedly tried to turn these fellows back to the 'good side', their reprogramming was too complete. When the Decepticons began to assert their independence, they simply chose to do evil on their own terms - they planned to take over the earth for themselves, not Megatron.
In fact, Ro-Tor and the other Decepticons turned on Megatron shortly after his resurrection as Galvatron, though this plot failed utterly; their undead leader was simply too powerful to defeat. After this, Ro-Tor and his allies were then reprogrammed anew, completely brainwashed to serve Galvatron's ends.
Not that he had any intention of keeping them around. Fearing that they may ultimately revert to their former states as Autobots - or simply turn on him in their Decepticon personas again - Galvatron set them up to die with the Autobots when he destroyed a large portion of those heroes' space bridge.
Though his leader tried to eliminate him, Ro-Tor's brainwashing was now complete, and he stuck with Galvatron to the very end. When Galvatron was defeated by Omega Prime and the power of his Matrix Blade, Ro-Tor and his allies were captured by the Autobots, and subsequently imprisoned.
Ro-Tor presumably remains in an asteroid penal colony to this very day...
