Powers:
Mechanical Creation (i): Harvey's sole mutant power, this ability allows him to generate items based on either designs he's memorized or things he's dreamed up on the spot. While the former may be highly detailed and intricate, the latter are generally corny, and cartoon-like in appearance.
Using this intensity 14 power, Harvey can dream up something, and then pull it forth from his tool box; this is an unconscious limitation on his power, since he thinks that he himself is perfectly normal. The trick, though, is that this power works somewhat differently for Harvey.
You see, he can only have any one item extant at one time; in order to create another, he must put the first back in his tool box, and then he may draw forth another. Also, creating items from nothing doesn't cost Harvey 1 point of health per pound of matter created as is usually the case.
This because he is technically using the same bio-energy to generate an item each time.

Tool Box / Belt / Vest (s): Harvey typically carries all kinds of tools and such on his person, on either his tool belt, on his tool vest, or inside his 'magic' tool box. All of this gear is mundane in nature, and adds to his 'super villain look'. He doesn't need the gear, per se, but it comes in handy at times.

Construction (a): to an extent, Harvey is somewhat competent in the construction of most structures, ranging from houses to skyscrapers. He isn't good at designing them, per se, but can build them to code with competence, and should do so at a reduced difficulty level.
Calling:
Greed: though he's got a rather high opinion of himself, the sad truth is that he's a rather small-minded little man. Well, not little in a literal sense, but still. The point is that while he sees himself as a king among men, he's petty and greedy, and uses his power to gratify his desire for material things.
Costume:
Harvey wears a construction worker motif when breaking the law. His costume includes a worn pair of blue jeans, a stained-up tank top, oversized yellow rubber boots with steel-tipped toes, a yellow safety helmet, a brown tool vest, and a brown tool belt literally overflowing with tools and other accessories.
Personality:
Harvey isn't all that bright, but he's somewhat creative, which allows him to at least use his power in new and interesting ways. This helps him to project his air of superiority, the one that led him to believe he was meant for more than his fellow man, and is the sole reason he has any self-confidence.

Story:
Harvey was an ordinary construction worker who kept finding odd tools in his tool box one day, tools that he knows he didn't buy, but nonetheless appeared in his tool box after wishing he had them. Finding increasingly bizarre and expensive tools in his box, Harvey decided his tool box was... special.
Experimenting with this in his off hours, Harvey found that he could pull most anything out of his tool box, as long as it were inanimate. Hammers, laser guns, anything he could imagine into existence could come out of his tool box, though Harvey could only draw forth one 'special' item at a time.
Regardless, Harvey decided that this was his ticket to infamy, and started a minor crime spree in Duluth. However, his gimmicky bank robbing spree quickly attracted the attention of the Bureau of Ascendant Humans, a sort of quasi-government super-hero police agency and legal system combined.
They quickly collected Harvey as he perpetrated his fifth bank robbery as the Utoolitarian, and that was pretty much the last the world heard of Harvey... for a time. Though he was put in cryogenic storage by B.A.H., Harvey was let loose by the criminal mastermind Disco Head, who managed to escape.
Needing flunkies to deal with his arch-nemesis, Gerald R. Ford, Disco Head grabbed Harvey and several other villains, forming them into a new Boogie Brigade. This, of course, as payment for freeing them from the tender mercies of B.A.H. Harvey had no problem with this, since he wanted some payback himself.
So, he joined this second incarnation of the Boogie Brigade in their assault on Ford's California home, and indeed abducted him, but a group of vigilantes accompanied by B.A.H. leader Captain Cocksure managed to take the villains apart, Harvey himself being beaten by the dwarf, Och.
After this, Harvey was collected by B.A.H. operatives, alongside most of his allies, and presumably returned to his cryogenic imprisonment. Whether the world will ever see Harvey again, either as the Utoolitarian or not, remains to be seen. Not that he's a very effective criminal to begin with...
