While many of the folks in the database can easily be considered villains, those folks I've grouped here are those that don't necessarily fit into any other category, who do what they do for the simple purposes of greed, revenge, or perhaps to attain world domination (that's a popular one). To date, the Agency has identified these heinous villains so far:

the Boogie Brigade: there have been two separate incarnations of the Boogie Brigade, but both have been dead-set on eliminating Gerald R. Ford, the former President of the United States. Bearing a grudge against this fellow, the high tech genius known as Disco Head has vowed to take Ford down, and continues to assemble teams of villains to accomplish just that.

Cobra: a ruthless terrorist organization determined to rule the world, this high tech band has been around for a few years, since it's founding by the paranoid Cobra Commander. While it was making great strides in its goals to begin with, this group has since become the target of several attacks by various government agencies, most notably the G.I.Joe team.

the Posse Pillory: this short-lived group was a gaggle of Mindwatch operatives assembled by the criminal-minded Seven Dimensional Man, for the purposes of destroying his various enemies. Conned into joining with various fraudulent circumstances, the members of the Posse ultimately turned on the 7-D Man when his plot went sour, and his would-be minions disbanded after this.

the Tenacious Ten: make no bones about it, the Tenacious Ten is a group of hardened super-human criminals, first assembled by the extraplanar dragoness Elys to defeat a group of would-be heroes. Naturally, these incredibly large egos didn't work well together, and were ultimately defeated. They may've gone their separate ways, but you never know...

the Terran Directorate: posing as a humanitarian agency out to help the homeless, the Directorate has, in fact, much darker aims in mind. For one thing, the group itself is led by a shadow cabinet of aliens, aliens who have indeterminate plans for the earth. These plans are as of yet unknown, but it is a sure thing that they aren't good plans.
