Origin:
Duke O'Dowd, while he was originally an adventurer lacking super-human powers, eventually gained them after he found the lost city of Bayakura. There, he was taught how to 'control atoms' by the Bayakurans, which could make him either a trained mystic or psi in origin, depending on your take on the matter.
Known Powers:
Trained Psi-Powers (psikinetic):
Telekinesis (a): while the primary power that Duke gained through his Bayakuran education seems to be flight, he has nonetheless repeatedly described himself as having 'control over atoms', and as such may very well have this power in addition to his flight, at least at Good (10) rank.
Flight (t): his major paranormal power, this ability allows Duke to soar over his opposition, and he uses it to great effect in battle. The Duke would appear capable of flying at Excellent (20) speeds, giving him his namesake, for he can move at approximately 150 miles per hour.
Equipment:
Belt of Strength: in addition to his impressive psionic skills, the Duke O'Dowd has a belt of mysterious origin, picked up on one of his many adventures. This belt enhances his strength considerably, boosting it by +2 CS (to Excellent (20)), thus adding 14 to his Health score.

Talents:
Acrobatics: in addition to his brawling skills, Duke has demonstrated considerable motive skill, whether he's flying or not. As such, he should be allowed to make dodge, escape, and evade maneuvers as though the applicable ability score was +1 CS in rank - assuming room to maneuver.
Martial Arts type B: the Duke, in the true swashbuckling adventurer style, is good with his fists - not to mention everything else he can use to injure another while unarmed. In weaponless melee, he can attempt punches, kicks, head-butts, or anything else at his Fighting rank +1 CS.
Contacts:
Having a wide and varied adventuring career before he hooked up with the Battle-Axis, the Duke O'Dowd likely has several contacts world-wide, though he may have lost many of them as a result of his treason. As such, his only known, reliable contacts are his fellow members of the Battle-Axis team.
Costume:
Duke originally wore more conventional, Indiana Jones style gear in his adventures. After he gained his control over atoms, though, he donned a considerably more... revealing costume. His new outfit consists of green boots, green gloves, green trunks, a green cape, and a yellow belt (of strength).
Personality:
The Duke O'Dowd would appear to be a rather fun-loving, humorous fellow. He's always had a hankering for adventure, and did so even before gaining powers. Of course, he feels an intense loyalty to his homeland, Ireland, and is willing to go to crazy lengths to defend the land of his origin.

Story:
Long, long ago, the man who would eventually become the Human Meteor felt a stirring in his adventurous spirit, and felt the need to don a nifty outfit, explore the world, and fight nefarious villains in the process. He left his comfortable existence in Boston to do just that, in fact.
Duke had several oddball adventures, and the man was truly satisfied with the path his life had led him on. Of course, said life changed forever when, on yet another exploratory flight, his plane crashed near the lost city of Bayakura. Once he arrived, the natives took him in eagerly.
While there, the Duke learned the ways of the Bayakurans, mastering a control over atoms themselves, thus acquiring the power of flight (if not more abilities he has yet to reveal). With these, and his mysterious belt of strength, the Duke had become a rather formidable do-gooder.
He went on a few more adventures, this time facing increasingly more dangerous foes, but apparently something was bubbling around in the back of his head. You see, being of Irish descent, Duke grew increasingly discontent with the fact that America and England were such good allies during the War.
He was rather vocal about this, too, which is why the evil Doctor Death apparently heard about his somewhat outré opinions. Knowing of his political views, the Doctor managed to convince Duke that working for the Nazis was in his - and the people of Ireland's - best interests.
As such, Duke participated in Doctor Death's bizarre scheme to wreak untold havoc in California, not to mention the poisoning of millions of American citizens with their own poison gas weaponry (not that the Duke knew about the second half until it was, of course, too late).
This caused him and the Doctor's other dupes, the so-called Battle-Axis, to get into a string of clashes with America's primary group of super-heroes during this time, the Invaders. In the end, this strange plot was defeated, and the surviving villains were captured - and likely incarcerated.
Duke's ultimate fate is as of yet unrevealed.
Using the Human Meteor in other stories:
Despite his bizarre treatment in the most recent Invaders tale, the Duke O'Dowd was a rather amusing hero, having his fair share of bizarre adventures around the world before returning home to (apparently) turn traitor. It almost makes one think Doctor Death had to be very, very persuasive.
Or used some mind control technique. After all, some of the Battle-Axis' motivations for turning against their country were rather flimsy at best, but then, you never know. As far as using Duke in further tales, the trick would be explaining away this strange blip in his otherwise heroic career.
Unless one wished to continue using him in a villainous vein. In that case, one would simply have to spring him out of jail (assuming that a man of his ability and tenaciousness couldn't escape on his own), and unleash him anew on an unsuspecting world. With his powers, he could go pretty far...!
