Robotic Construction:
an android being, himself the creation of James Bradley and Phineas T. Horton, Volton is more than human in nature. While built to resemble mankind, Volton isn't subject to the frailties that normal humans suffer, and is essentially ageless.

Furthermore, he possesses +10 resistance to disease, poison and aging, and does not seem to require food or water to function; he may require some unknown fuel to work properly, but this has yet to be determined. As such, Volton should be considered to have intensity 10 Life Support.

Electrical Control: Volton does not generate heat so much as he does unparalleled amounts of electricity. He can fling this energy, in the form of his 'Ampere Cocktails,' as a ball of electrical force that inflicts intensity 16 energy damage, and knows these power stunts:

* Energy Sheath / Electricity: Volton has the ability to surround his body with the devastating energies that he generates. This provides him intensity 15 protection from harm, but can also affect anybody touching him with an automatic stunning attack of like intensity.

* Flight: by partially transforming his body into electrons, as opposed to normal matter, Volton can reduce his mass enough to fly, doing so by propelling himself through the air with electrical discharges. He seems capable of intensity 5 flight, moving at around 120 miles per hour.

Invulnerability to Electrical Attacks: while he has never been subject to electrical forces besides those that he himself generates, it is assumed that Volton is immune to the effects of his own roiling energies, as is his 'brother'. As such, he possesses absolute protection from electrical attack.

Vestige of Humanity,
with a secondary calling of Demolisher: at first, Volton seemed to enjoy nothing more than to use his powers to lord above others, usually in a destructive fashion. After learning he was an android, however, Volton seemed to lose his path, and is likely trying to find himself.

Costume:

Volton's costume is a primarily red affair. It consists of red stretch fabric trousers, a red stretch fabric shirt with blue cuffs, a blue headpiece covering all his head save for his face, with a blue 'lightning bolt' stretching from his forehead, a blue belt, red boots, and green trunks (over his trousers).

Personality:

Volton is a complex individual. At first, he just reveled in the use of his powers, using them to combat ordinary humans. Of course, after having been revealed as an artificial being, Volton has changed somewhat, exhibiting more than a little bit of disdain for humans and their many accomplishments.

Story:

Unlike most of the other members of the Battle-Axis, Volton wasn't duped into joining the team so much as talked into it by his creator. You see, Volton is an android, one of two that Phineas T. Horton and James Bradley created, though Volton did not at first know he was more - and less - than human.

His first memories were of a powerful jolt of electricity, one that Bradley used to activate Volton, though his creator told him that he'd been a normal man who was struck by lightning. Perhaps this was why he had powers that ordinary men lacked, powers over the forces of electricity themselves!

After deciding on a new name for himself, Volton fought crime for a short time, but was quickly convinced to join up with the Nazis by Bradley, who himself had done so in the guise of Doctor Death for his own reasons. This, of course, because Bradley was a man with a plan.

He was to force the United States out of the second World War, you see, and was plotting to cause untold devastation in the American Southwest in order to cause this turn of events. Needing super-human muscle to help him pull this plan off, though, Doctor Death formed the so-called Battle-Axis.

However, while Volton gladly served with this group of traitors (he technically can't be considered one, as he's not truly an American citizen), he learned his true origins during the team's battles with the Invaders. Enraged that he'd been deceived, Volton sought out his lying creator.

As the man fought with Captain America, Volton struck Doctor Death dead with one of his Ampere cocktails, though he continued to follow the man's plan through to its grisly end. He was generally confused about his state of being, you see, and definitely not too happy with the human race, either.

The Battle-Axis was defeated after this one major outing, and have yet to be seen again. Most of the surviving team members were likely carted off to prison for their treasonous crimes, and Volton may have joined them in incarceration - but his ultimate fate is as of yet unknown.

Using Volton in other stories:

The surprising thing about Volton is that, as the brother (after a fashion) of the original Human Torch, he hasn't received a whole lot of attention. Sure, he seems to have made a considerable mess of his life, and doesn't seem too happy with humanity as of his last appearance, but still.

This interesting fellow could be used in one of several ways, really. He could continue down the path of villainy, assuming he wasn't just disassembled by the authorities, or return to a path of heroism - the latter probably involving a considerable amount of 'make-up' for his many crimes...
