Davey Mitchell is an altered human, having gained his super human powers after being irradiated in a freak incident involving Agent Axis.
Known Powers:
Whirlwind: Davey's main power is his ability to create a massive whirlwind about his body by spinning at extremely high speeds. He has this power at Remarkable (30) rank, which allows him to utilize the following effects:
* Tornado: the air around Davey, as mentioned above, is moving about at tremendous speeds, and anybody within the same area as Davey (while he's spinning) will take Remarkable (30) Blunt or Edged attack damage.
The damage type depends on whether or not stuff is flying around in his tornado (edged=stuff, blunt=no stuff). Furthermore, Davey can lift up to one ton of weight with this tornado (a Remarkable (30) amount of mass).
Furthermore, Davey can use his tornado to grapple opponents, keeping them suspended in the whirling air around him. This is a Remarkable (30) rank Grappling attack, but once a target is caught, it requires a Monstrous (75) Strength (or applicable power) FEAT roll to escape.
* Super Balance: Davey has developed an unbelievable sense of balance (kind of necessary when spinning at Remarkable (30) speeds). As such, he is effectively immune to the effects of dizziness or vertigo, even if induced by super powers.
* Armor: while the whirlwind is in place, Davey is effectively shielded from certain types of harm. He has Remarkable (30) resistance to physical attacks (BA, BT, EA, ET, Fo, or Sh) while spinning, as the wind blunts the force of incoming damage.
* Multiple Attacks: Davey's Fighting score is considered Amazing (50) for the purpose of multiple attacks while spinning, as he can make up to three melee attacks per turn while his Whirlwind power is active. In addition to the tornado effect, even!

Botany: as a floral arranger and delivery guy, Davey would need a basic knowledge of plants in order to simply tell them apart. His Reason score concerning planty matters should be considered +1 CS.
Martial Arts Type E: as fast as he was, Davey sort of had this martial art style by default, which boosted his initiative rolls by 1 every turn of combat (unless he rolled a 1, of course).
Trivia: Davey Mitchell was an avid baseball fan and often used quotes eluding to baseball. As such, his Reason score (concerning any sort of baseball matter) should be considered +1 CS.

As a member of the Kid Commandos, Davey had contacts with his fellow Commandos, as well as the Invaders, Liberty Legion and U.S. Government.

Davey wore a Green body suit with Black strips along the sides.

Davey was your average 15 year old, who enjoyed beating the mess out of Nazis and supported his country as best as he could. He liked baseball and enjoyed being in the company of the other Kid Commandos (which would explain all those war bond rallies he attended with them).

Story:
Nothing is known about Davey's history, other then the fact that he was an orphan, before he accidently stumbled into the kidnapping of Toro from the Pacifica General Hospital. Davey had snuck into the private room Toro was resting in, when Agent Axis and his men burrowed up through the floor and attempted to take the fiery youth. When they realized that they were being watched, they nabbed Davey, too.
Davey learned that Toro and Bucky were being held by Agent Axis to ensure that Doctor Sabuki would perform surgery to undo the process that turned three Axis Powers agents into one Agent Axis.
Doctor Sabuki was allowed to perform surgery on Toro first, saving his life before Davey and Sabuki's daughter, Gweny Lou, were strapped into a one-of-a-kind surgical device. It seems that Agent Axis planned for Dr. Sabuki's possible betrayal of him, and as such, he planned to have the machine built in such a way that if Sabuki failed, not only would he die but so would two innocent victims.
Toro awoke and (seeing the situation) freed Bucky and the two of them prevented stray gunfire from hitting anyone, but not from hitting the machinery.
Both Davey and Gwenny Lou were bathed in some sort of exotic energy thanks to this, and when freed from the machine, they exhibited strange powers. Using their new-found abilities, Davey and the others made short work of Agent Axis's minions, but the Agent got away as the Invaders arrived.
Securing permission from Captain America, Bucky and the rest of the Commandos went after Agent Axis, defeating him in front of a "Relocation Camp" commander who tried to imprison Gwenny Lou. Decideing to let the matter go, the four of them left with Agent Axis and returned to the Invaders, only to find out that Namor had impersonated Agent Axis, using the same amount of power that the Agent would.
It was both a test of their power and a show of power to the commander of the Relocation Camp.
The four of them remained together as the Kid Commando's after this, staying in the United States to attend war bond rallies, and otherwise helping to support U.S. Morale.
During his last known adventure with the Commandos, Davey went one-on-one with the powerful U-Man, and he lost -- big time. His further exploits have yet to be revealed.
Using the Human Top in other stories:
Well, Davey was 15 in 1942, so it's conceivable that he could be alive and well in the present day -- some fifty-plus years later. In the 40's Davey and the Commandos could show up for a War Bond Rally, or be otherwise involved in some sort of caper or case.
In the modern day he could come out of retirement to take on the Whirlwind for using his name oh so long ago, or even have grand kids with the same (or similar) powers...
