Spencer Keen is an immortal being after a fashion, a man 'cursed' to rise after his death again and again thanks to his exposure to a mysterious 'blue blaze' instants before his untimely demise back in 1852.
Known Powers:
Body Resistance: his exposure to the blue blaze has also made Keen quite invulnerable; Spencer merely shrugs off attacks of the ordinary variety. Consider this Remarkable (30) rank body resistance, offering him the following protection from the various attack forms:

Light Generation: when Spencer strains his already exceptional powers to their fullest, his body glows with an eerie blue flame. Though not hot, this 'electronic' energy casts Remarkable (30) intensity light, enough to blind those close to his person.
Troubleseeker: this strange variant of the 'standard' troubleseeker power causes Spencer Keen to rise from the earth wherever evil manifests itself. Though he is dead, he nonetheless returns to life to avenge these wrongs before returning to the earth to continue his slumber of death.
Functioning at Amazing (50) rank, this power is potent enough to even drag Spencer from the grave itself to fight crime - even if killed again and again in the pursuit of evil, it will bring him back to fight it anew. It seems to also serve as a variant form of immortality.
Equipment:
Super-charged Speedster: this super roadster allows Spencer to move at 'unlimited' speeds. This is highly unlikely, but this vehicle probably worked as per the typical sports car, with a top speed around 105 m.p.h. or so (Incredible (40) land speed).
Quirks:
Loner: Spencer rarely spends time with anybody, and as such, he's likely to be uneasy in crowds of people, if he's not in the process of messing them up. He must pass a Psyche FEAT roll at -1 CS if he chooses to remain in a large group and socialize for any serious period of time.
Talents:
Martial Arts Type B: Spencer Keen is among other things a competent brawler, and as such he can make unarmed melee attacks at a +1 CS to his standard Fighting rank, whether they come in the form of punches, kicks, body checks, or even head butts.
Student: Spencer was a student of Science when he was inadvertently killed by that tornado, and as such, he probably has some competence in at least one area of scientific expertise, if not several, though these have yet to be disclosed.

None. Before his death in 1852, Spencer could have likely relied on his father, Doctor Keen, for aid. However, since the man is long-since dead, well, Spencer doesn't have anyone to lean on for aid should he need it. No, Spencer battles crime all alone.
Costume:
Ever since his 'rebirth', Spencer has worn his blue spandex body suit, along with with black boots, a studded weight-lifter belt (later removed), and a hood that covers all of his head, save for his eyes, mouth, and chin (though the shape of the mask changes with time).
Personality:
Little is known of the personality of he who rises in the name of the blue blaze. He is out of touch with most modern issues (anything past the nineteenth century), but probably willing to learn, given the chance. Of course, this is probably because Spencer spends so much time being dead...

Story:
On his way to a college masquerade (which conveniently explains his costume), Spencer Keen decided to visit his father, Doctor Keen, in his laboratory. Excited about his newest discovery, Doctor Keen demonstrates the properties of the blue blaze, a sort of blue fire suspended in a reddish liquid by some sort of hourglass beaker apparatus.
He shows Spencer the effect it has had on lab rats, animals he killed with the strange energy only to watch them return to life again only days later. Just then, a tornado strikes Midwest College, and the laboratory is torn to shreds, the blue blaze striking and killing Spencer before the flying debris could get to him and rip him apart.
Eighty eight years later, in 1940, Spencer Keen rises from the earth to stop a couple of grave robbers from raiding his cemetery. Realizing what had happened to him, Spencer adopts the identity of the Blue Blaze, knowing that he will be forever at the beck and call of the strange force that has somehow revived him after his death so long ago.
Knowing his purpose in life, the Blue Blaze makes for the lair of the evil Professor Maluski, a man that has found a way to reanimate zombies to serve in his armies of world conquest! After the villain tries to cow Spencer with his diabolical arsenal and army of zombies, our hero goes to town on the man, destroying both him and his lair.
In his second adventure, the Blue Blaze interrupts the plans of Barko the inventor, a crazy fellow who's inventive genius has got him trying to sell safety devices to mines by... blowing them to pieces. After all, had the mine's owners had his safety implements in place, Barko's bombs couldn't have caved the places in, now, could they?
The Blue Blaze's third outing pitted him against Doctor Gair and his super-powerful Star-Monster! This strange entity was created in a vat of chemicals bathed in the rays of an eerie star, and was more powerful than even the Blue Blaze! Our hero deduced the monster was powerless without his star-light though, and encased him in lead.
After this victory, the Blue Blaze stops the evil Doctor Vortex from sparking a war between two European nations with the power of his Hate Rays. He defeated the evil Doctor by carrying him into some 'lime pits' and leaving him for dead - and don't doubt that only the Blue Blaze emerged from the pits, leaving Doctor Vortex to his fate.
The Blue Blaze next did battle with the hoary Vampire of Doom, in a mysterious tale so shocking that the public has yet to be let in on its terribly triumphant tenor! After vanquishing this menace, Spencer continued fighting against dastardly evils beyond the ken of mortal man to this very day, though he does so shrouded in utter secrecy...
