Known Powers:

Trained Psi-Powers (psipathic):

E.S.P.:
this useful power allows Earl to peer in on a person or object, with hearing or sight, without any obvious sensory apparatus and across vast distances. Wielding this power at intensity 10, this allows him to easily home in on just about anybody or anything he's looking for, and observe events around his target. This comes in real handy for a spy-buster...

Trained Psi-Powers (metapsionic):

Adrenal Boost (Ability Boost / Strength):
this useful ability allows Earl to directly control his adrenal gland, which means he can effectively raise his Strength score by 3 points (this power intensity) for an aura duration. He can only perform this trick once per day, and is usually at -2 to his Strength for an aura duration after undergoing an adrenal boost.

Equipment:

Disguise Kit:
this kit allows Excello to derive a disguise for just about anybody he needs to. It is quite well equipped, and Excello can almost exactly match any appearance he needs to, within his approximate build, of course.

Liquid Explosive: Excello can use this mysterious substance to blow things up, simply by pouring it on to a surface and waiting for a bit. It produces intensity 12 explosions, per an energy blast limited by the explosive only limitation.

Triple Propeller Pistol: well, I would try to define this fine golden age artifact, but to be quite honest, er, I can't. I haven't seen the bloody thing, and I don't know what exactly it does, other than the fact that regular machine guns are 'no match' for it. Decide for yourself what that means, and go with it!

Vacu-Pads: invented by Excello himself, these devices allow him to climb walls as if he had intensity 8 wall-crawling, whether or not such surfaces are glass, brick, stone, or whatever. As long as they're not oil-slicked, of course...

Hindrances:

(none)

Skills:

Boxing:
an expert concerning both armed and unarmed combat, Earl can divide his total action score between two unarmed melee attacks, the last of which will occur as a contingent action. He can do this every exchange that he decides to fight unarmed.

Criminology: Earl knows about the criminal mind, and is good at piecing together clues about crimes. He can use this skill to solve mysteries, as well as to predict where new crimes may occur. This aids him in defeating various fifth columnists.

Demolitions: highly skilled with the use of his liquid explosives, Earl can use them to devastating effect on unsuspecting foes. This skill allows him to pick the best spot to place explosives, a spot that will usually cause the most damage or most impressive explosions.

Disguise: a veritable master of disguise, Earl can easily make himself look like just about any other person, as long as they match his approximate dimensions. This skill is so potent that Earl can even fool people rather familiar with the individual he is impersonating...

Espionage: in addition to his skills concerning crimes and criminals, Earl is trained in the operation of spy-type equipment, as well as performing surveillance on a target. Furthermore, he can tell if a body is in turn, tailing him, and can take steps to lose such pursuit.

Marksmanship: thanks to his U.S. Navy training, Earl can competently fire most standard, semi-automatic, or fully automatic rifles and pistols. This reduces the difficulty of hitting a target with such weapons by one difficulty level.

Martial Arts: in addition to his boxing skills, Earl can smartly bring his martial arts to bear against a foe. This skill allows him to make an action to catch objects thrown at him if he doesn't attack, as well as using Agility trump cards in melee combat if he so chooses.

Military: a Naval Intelligence agent, Earl is rather knowledgable about military protocols. This allows him to reduce the difficulty level of actions used to lead a body of military-minded folks, as well as to decipher military plans, maps, etc...

Survival: Earl has been trained to keep himself alive just about anywhere, under any conditions. Whether he be lost at sea, deep in the woods, or in the driest deserts, Earl can collect the minimal fruits of life and use them to keep himself going.

Tracking: one of Earl's many talents is his ability to follow others through various environs. Once he catches their tracks, he can easily follow them, though he must make new tracking actions to do so if his quarry's trail crosses something that could dilute it somehow.

Calling:

Soldier:
a U.S. Naval Intelligence officer, Earl is well-versed in the military life, and eagerly executes his superiors' orders, especially since these most often involve his destroying some spy ring or another. Of course, his true motivations lie in a deep desire to use his powers to protect his nation from folks bent on annihilating it, orders or not...

Costume:

Master Mind Excello relies on no one uniform. As an intelligence agent and master of disguise, it is unlikely that you will, in fact, see him in the same clothing more than once!

Personality:

Little is known about the nature of Earl Everett, he who is Master Mind Excello. However, he goes to great lengths to protect his nation from the insidiously evil forces that work against it on a daily basis, so one could at least say he is a dedicated patriot. The rest of his personality remains to be revealed...

Real Name: Earl Everett
Occupation: intelligence operative
Legal Status: American citizen with no known criminal record
Marital Status: single
Alias(es), if any: many, though they are unknown at this time
Group Affiliation: United States Naval Intelligence

Height: ?
Hair: brown
Eyes: ?
Weight: ?
Other Distinguishing Characteristics: other than his pencil-thin moustache, none (he blends)

Story:

Little is known about the origin of Earl Everett, except that he is a social playboy and all-around glamorous guy while not at work. However, when he is on the job, he's a veritable master of disguise in the employ of the United States Naval Intelligence agency -- busting up foreign spies as Master Mind Excello!

Excello's first detailed mission shows him returning to the States on a neutral vessel, when his mental powers detect some spies aboard! He lets them capture him, and they reveal their insidious plot: to destroy, with huge bombs, every major city on the earth! With that, the spies lock Earl up in irons and depart for America with the bombs.

Flexing his muscles like there was no tomorrow, Excello manages to shatter the irons holding him in the bowels of the ship, and chases after the spies. They manage to escape, however, and Excello has to catch a plane to follow them to their destination: the Big Apple, New York City!

Once there, he uses his secret vacu-pads to climb the building the spies are hiding out in, and (cutting his way in) uses most of the spies as punching bags. He then disgused himself as Kadash (the spy leader from the ship) and heads to the ship where the evil Doctor Marko is planning to launch an attack on the City from.

Learning the skinny from the evil Doctor (who was fooled by the disguise skills of the Master Mind), Excello punches him out, and then proceeds to blow up the ship of Doctor Marko before it could fire it's bombs (?) upon the city, by calling in an attack by the United States Navy.

In his next adventure, Master Mind Excello stopped a gang of railroad saboteurs, a gang led by the mysterious Soviet agent known as Borovich. After that, the further adventures of Excello are unknown. Perhaps they were too top secret for the comic public to hear about, or maybe Excello met an unseemly end in a mission gone wrong. Perhaps, he simply faded into obscurity.

Using Master Mind Excello in other stories:

Though he had little actual effect on Marvel continuity, either past or present, Excello does seem to be one of the very first psis in the Marvel Universe (trained, even), and his story could have very interesting follow-ups in vintage age tales, should a body want to go adventuring in that day and age. Of course, he could also be used as a mentor for aspiring psis.

After all, most intructors of the psionic and magic arts always seem to be aged wonders, and by the turn of the century, Excello would be quite old. That makes him perfect for the role of a psi's mentor in current campaigns, even if he's too old to be active in super-heroic affairs. Of course, he could also be defined as the founder of a government psionic agency, which could be a scary thing, indeed...
