Origin:
Claire Voyant, the Black Widow, is a raised demon, a soul granted a diabolical body in order to do her master's sinister work. This technically makes her an extraplanar being, even though she's a native earther.
Known Powers:
Demonic Physique: a demonic entity, even if she wasn't originally, Claire Voyant possesses these inherently supernatural powers:
* Fire Generation: Claire's new state of being has left her with the power to spontaneously generate fire from her body. She does this at Incredible (40) rank, and can use this power to inflict like SD Energy damage with each lethal attack.
* Invulnerability to Fire and Heat: Claire is completely immune to fire and heat sources below that of a cosmic scope, having resistance to such energies at Class 1k rank. Being dropped into the sun, or some such, can still kill her, however.
* Resistance to Mundane Attack: Claire's new demonic body is resistant to ordinary physical and energy attacks of all types, at Good (10) rank. She is still harmed by Sorcerous, Karmic, or Deionic attack forms normally.
* Essential Vampirism: as a demonic life form, Claire can feed upon the essence of living beings to maintain her existence, in place of ordinary foodstuffs. She can do this at Excellent (20) rank, though would-be victims are allowed an Intuition FEAT roll versus this rank to resist this power.
Dimensional Aperture: Claire can traverse the dimensions at will. Well, she has at least demonstrated the ability to travel to the earthly plane from Hell, and back, under her own power, rather effortlessly (consider this a Remarkable (30) ranked power).
Philosophical Awareness: Claire has the power to look at a person and detect whether or not they are of either good, evil, ordered, chaotic, or balanced mindset. She can do this with Incredible (40) ability.

Quirks:
Repugnant Personality: though her change into a demoness wasn't intentional, it would seem that Claire enjoys her new status, and goes out of her way to make some people's lives miserable. She must make a Psyche FEAT at -1 CS in order to 'play nice' with others.
Talents:
Occult Lore: as a former mystic and present diabolical being, Claire is likely more of an expert on occult matters than most mere mortals. Consider her Reason in this area to be +1 CS for any FEAT rolls requried.
Contacts:
Well, Claire Voyant's only real contact is Satan himself, the being who arranged her demise and eventual ressurection as a demonic entity. It's really hard to say whether or not he would help Claire should she need it, but he DID go to a lot of bother to make her in the first place, so one never knows.
Costume:
As the Black Widow, Claire wears a red form-fitting shirt with a black widow on it, rather short shorts, and boots with a flaming yellow fringe on the top. Oh, and a red cape. Not much, of course, but it works...
Personality:
Claire Voyant was an okay person before her death. However, once she was in Hell with Satan, she became a particularly sadistic and hateful being, not at all like other 'heroines' of her time. She positively delighted in the death of evil mortals, not to stop the advance of evil, mind you, but because she could kill and get away with it. She was quite an interesting character for her day and age...

Other Distinguishing Characteristics: she had a definitely diabolical look about her, with those arched eyebrows and the skin on her skull, which looked too tight. Oh, and don't forget the skulls that appear in her pupils when she kills folks.
Story:
The Black Widow's story began with the clairvoyant Claire Voyant (really), a psychic medium that is in the process of helping a family 'talk' to their dead father. Instead of manifesting his spirit (or a reasonable guess therein), Claire changed. Her eyebrows arched. Her skin got tighter on her skull.
Oh, and Satan was hovering over her shoulder. Really.
Speaking in the voice of Evil, Claire channeled a curse against the family that she was formerly trying to 'help'. Freaked out by all this weirdness, the family left, though the evil that is Satan blew their car off the road, killing all but one member of this family.
Believing Claire to be an evil witch, this last guy vowed to kill her, with subtle prompting by evil Satan himself, who watched as the homicidal man returned to Madame Claire's abode and abruptly gunned her down in a murderous rage.
As Claire died, Satan manifested himself in her home, frightening her murderer away. He then collected Claire's remains and took them through a 'path of eternal fire', a path that ended on a great ziggurat in Hell, where Satan raised Claire anew as the Black Widow!
After this, Satan gave the new Black Widow a tour of his house of pain, which included views of the souls of the damned, lots of fire, and other stereotypically hellish things. Claire then left Hell under her own power, in order to get revenge upon the man that killed her.
Manifesting upon the earthly plane behind her killer, who was himself mourning his dead family, the Black Widow slew her murderer by branding a black widow onto his forehead with her fearsome powers of fire. She then returned to Hell, her revenge complete.
Her next adventure placed the Black Widow on the trail of some crime boss, who she met in a costume ball. When he asked her for a kiss, she removed her mask so he could see what was coming to him, and then branded her trademark Black Widow burn into his forehead as well.
The Black Widow's final published appearance saw her taking down several evil munitions dealers, whose crime was selling arms to both the Allies and the Axis powers. Like her other victims, these two fools were dealt with easily, especially since Claire was much more poweful than they.
Using the Black Widow in other stories:
As a demoness, Claire doesn't have to worry about aging, and as such, unless somebody decides to kill her off, well, she'll essentially be around forever. This makes it easy to plug the Black Queen into any stories, set in either the past or present.
In her role as Satan's personal collecter of evil souls, she can appear in many different stories revolving around a hero group -- especially if she chooses to go after one of their villains, who promptly asks them to protect him or her from her death sentence.
That's not the only way she can appear, of course, especially with some heroes that aren't inclined to care about their foes meeting such a fate. However, it is a place to start from, if it is needed. And only one possibility, after all. Have a ball with the Black Queen -- she's a hoot!
