Louise Grant, later Louise Grant Mason, is simply a normal human, though one in great shape that has taken it upon herself to fight crime - either on her own, with the All-Winners Squad, or (in modern times) as the She-Hulk's sidekick (more or less).

.45 Automatic:
this hand-cannon allows Louise to fire shells at a body that will inflict Typical (6) Shooting damage per shot. These shells have a three area range, and Louise can fire up to ten shots before she needs to reload (by changing her gun's current gun clip).

Sense / Vision:
Louise has rather rotten sight, and as such, has to wear a rather thick pair of glasses these days (in the modern age, that is). Without these spectacles, Louise is at a -2 CS to all Fighting and Agility FEATs, until she finally puts them on, that is.

Talents:

Acrobatics:
Louise is a naturally flexible heroine, in that she's prone to performing all manner of backflips and such - while wearing an evening dress, no less! As such, she can make all Dodge, Escape, and Evasion maneuvers as if the applicable ability score were +1 CS in rank.

Criminology: having worked with Mark Mason on several cases, Louise has gained a certain insight into the criminal mind. This is represented by granting her a +1 CS to all Reason and Intuition FEAT rolls involving criminal behavior, such as likely hiding places, where one will strike next, etc...

Detective / Espionage: another facet of Louise's skills, gained via her work with Mason, is her ability to solve cases in a freelance manner. She gains a +1 CS whenever attempting to discover clues revolving around a crime, and has gained a free contact in the law enforcement arena.

Guns: Louise has demonstrated an efficent mastery of all manner of firearms, either standard, semiautomatic, or fully automatic in nature. This allows her a +1 CS to her Agility score when using them in battle, either to damage a body or to perform 'trick' shots at something or another.

Martial Arts type B: in addition to her skills as a gunner, Louise is competent in hand to hand melee combat. This provides her a +1 CS to any unarmed attacks she may make, such as punches, kicks, elbow smashes, head butts, and the like (even if, of course, she's wearing her high heels).

Secretary: on top of her other skills, Louise is a highly trained secretary, maintaining these skills in her secret identity. As such, she is well versed in appointment keeping (more important than you think, for somebody with a secret I.D.), note taking, and keeping a private agency running smoothly.

Contacts:

In the Vintage Age, Louise can claim several law enforcement individuals as reliable contacts, in addition to Mark Mason (who she eventually married) and the All-Winners Squad. These days, she can call the She-Hulk and N.Y.C. District Attorney Blake Tower her contacts.

Costume:

In the late forties, Louise wore rather revealing (for her time) red evening gown into action; it had short sleeves, and revealed a tiny bit of her cleavage and her waist (the horror!). It was a floor-length affair, and had several yellow and white stars on it. She also wore a black domino mask and yellow high heels (about an inch high, that is). Now, she only wears standard clothing into action.

Personality:

Louise Grant is quite the spunky heroine, either in the forties or in the present. She's quite easy-going in nature, and goes through life in a care-free, light-hearted sort of way. She even has fun while doing her heroic work, cracking wise and otherwise turning serious situations into a joke, which often rankles villains to the point that they commit some serious error or another.

Other Distinguishing Characteristics: though she's now in her seventies, Louise looks like she's still in her early forties, thanks to some bizarre, rejuvenative subterranean diamonds.

Story:

In the 1940s, Louise Grant was a secretary for the not-very prestigious Mark Mason Detective agency. In this capacity, she kept Mason's business functioning smoothly, and kept rather close to Mark, whom she liked... a lot. However, Mark never noticed, for he was himself in love with the Blonde Phantom, a local heroine that often assisted him in various cases he was working on.

Though he was a detective, Mason missed one rather obvious fact, however: Louise was the Blonde Phantom! She used her position as a secretary to find crimes to solve and criminals to bring in, until after the War, at least; after this point, she wound up becoming a member of the world's premiere super-team: the All-Winners Squad!

She went about the world with them, solving various crimes and handling several hot situations, until the team's eventual dissolution. At this point, she retired, revealing her secret identity to Mason, who promptly proposed to her. This was in 1949, and the duo was a happy couple until about a few years ago, when Mark died of old age. Though this was tragic, Louise decided to quickly get on with her life.

To this end, she got a job as the secretary to Blake Tower, then the District Attorney in New York City, and soon after managed to get a skilled lawyer, Jennifer Walters, a job with the D.A.'s office. The two were good friends, and Louise began hanging around with the heroine (she was the She-Hulk, you know) while she busted up criminals; she may have no powers, but she's no pushover, either.

On one such adventure, Louise was exposed to the radiations of several bizarre, underground diamonds, radiations that have somehow rejuvenated her life processes; in essence, they regressed her in age to her early, early forties. This returned her to her prime, and has allowed her to resume her heroic activities, though she no longer uses her Blonde Phantom identiy anymore.

It would seem that, in recent events, Louise is no longer partnered with the She-Hulk, and her current activities are as of yet unknown.

Using the Blonde Phantom in other stories:

This is an easy one; in modern stories, Louise has regained her youth (or, more accurately, her vitality), so she can effectively lead a crime-fighting career if she so chose; no such stories are being chronicled, however, so it is unknown if she is actually doing so at this time. However, plugging her into any story ought to be a snap.

Similarly, the Blonde Phantom had tons of exposure while a member of the All-Winners Squad, so using her in pulp tales, or even World War 2 super-heroics ought to be quite easy, as well. She can go solo or work with a team, making her quite versatile for placement in just about any story a game Judge should want her to star in...
