Origin:

Captain America is an altered human, having been changed by Dr. Abraham Erskine's super-soilder serum and vita-rays into a physically perfect human.

Resistance to Disease:
physically perfect, Steve is possessed of a heightened resistance to terrestrial diseases. As such, he resists such bugs at Excellent (20) rank (though he's still susceptible to the more deadly plagues known to man).

Shield:
this red, white, and blue painted disc can be thrown up to 3 areas for up to Remarkable (30) Blunt Attack damage. It is immune to harm and damage up to its material strength (Class 3k) and can absorb Unearthly (90) points of damage per round, though Steve is still subject to stuns and slams while using it.

Steve's only established power stunt with the shield is to bounce it off numerous targets, only to see it return to him after he has thrown it.

Chain Mail Shirt: this heavy coat of arms provides Steve Good (10) resistance to physical attack forms, such as punches, bullets, etc..., but no resistance to energy or other forms of attack, as long as such attacks are centered upon his head or torso.

Acrobatics:
Steve is very light on his toes. His government training has ensured this, and as such, he makes all Dodge, Escaping, and Evasion maneuvers at a + 1 CS.

Artist: a true artist at heart, Steve has been seen on numerous occasions waxing artistic. Furthermore, he actually produces good work with his artistic itch.

Leadership: a true leader of men, Steve adds +2 CS to all Popularity FEAT rolls required to influence or sway non-hostile individuals to his way of thinking (as if he needed it).

Martial Arts Types A, B, C, D, and E: Steve has been trained in almost every form of unarmed combat by the U.S. government, and as such, he is a veritable master of unarmed melee combat.

Military / United States: Steve was a member of the American army before he underwent the super-soldier procedure. As such, he knows general military protocols, and has been trained in the use of Guns.

Pilot / Air and Motorcycle: in his various missions against the Nazi scourge, Steve has demonstrated a superior skill in the operation of these vehicles, and as such, can make motive maneuvers with them at +1 CS.

Tactics: Steve is a master of the planned attack, and as such, he receives a +1 CS to all action FEAT rolls made in the direct execution of an attack plan or maneuver.

Tumbling: trained to take a fall, so to speak, Steve can land on his feet after any fall that wouldn't otherwise inflict damage to him, with a successful Agility FEAT roll.

Weapon Specialist / Shield: Steve is an unparalleled master of shield use in combat, his own in particular. There is very little he can not do with his shield in battle, and he has a +2 CS to all FEAT rolls required when doing so.

Contacts:

During this time period Captain America has contacts in the U.S. Government, the War Department and in the Field. He also has contacts with the Invaders, The Liberty Legion, Bucky and any other costumed adventurer he might run across (I've never seen anyone try to pick a fight with Captain America and the man makes friends easily.)

Costume:

Captain America's costume is red, white and blue: blue body suit with a white star on the back and chest, white forearm sleeves and red and white stripes across the abdomen. He has red gloves and boots. His mask is blue with a white wing coming from the side of each temple and a white "A" on his forehead. Cap's shirt is made of chain mail.

Captain America is patriotic, fair and just. He upholds the ideal of America's values of truth, justice and liberty. He is one step ahead of anyone in a combat situation, and is bold, brave and a the defender of the weak and innocent.

Story:

Captain America... Say the name and it rolls of the tongue like it was meant to be said. Steve Rogers was outraged by the war in Europe and tried desperately to enlist. However, due to his poor health they classified him as 4-F and rejected him. A visiting General spotted him and liked what he saw as Steve tried to not only argue but start a fight over being rejected. He was just what they were looking for.

Steve Rogers was the perfect test subject for Operation: Rebirth.

Dr. Erskine, an escaped German doctor, had spent years developing a tissue building serum which had become the keystone of the Operation. The short term goal was to create an army of super soilders, perfectly fit humans. Working with four test subjects (Steve Rogers and three others), Erskine patiently waited and weeded out the worst of the foursome until only the best was left...

There was only one subject who, even through the worst of the testing, even through the martial arts training and the all the hard work wouldn't give up. Steve Rogers was that canidate.

He was told of the nature of the Project he had agreed to be a part of and the risks involved; the serum could very well rip his body apart from the strain of the acceleration of the serum in the blood stream due to the Vita-rays, a special combination of eletromagnetic waves designed to enhance the serum in the blood stream.

Rogers came through it successfully, but Erskine was killed without ever commiting the formula to paper, and as such Steve Rogers is the only legacy of Erskine's work.

A special training program was launched and Steve Rogers received the very best physical training the world could offer: martial arts, weapon use, acrobatics, gymnastics, group leadership skills and military tatics. Wanting to protect their only super soilder the Government hid him as a private on a military base, where he met Bucky and befriended him.

Steve designed the Costume that he would later wear as Captain America as a sketch and when his superior saw it he liked the idea of a symbol for America to rally behind. The costume was fashioned and he was given the code name "Captain America".

His inital job was war ralliess and bond sales, but Steve quickly moved to fighting Nazi spies on his homeland's soil. When Nazi agents tried to round up everyone who might know bits and pieces of the Super Soilder Serum, Captain America leapt into action (and with the help of Bucky) was able to get into occupied France.

This is where he faced the Red Skull for the first time, and was defeated.

Taken captive and shipped to Berlin, Captain America was forced to fight the Red Skull in front of thousands of Nazis. The idea was that Captain America would be killed and the Nazis would have a much needed moral booster. However, Cap won in the rematch and escaped with Bucky and Jewish prisoners of war.

Upon his return to the states Steve Rogers convinced his superiors to allow Bucky to fight along side of him and even trained Bucky himself.

Within months they teamed up with Prince Namor the Sub Mariner, The Human Torch, and his sidekick Toro to form the Invaders, fighting for the side of America in the war. Cap was later joined by Spitfire and Union Jack (Britian's Captain America) and still later by the Whizzer and Miss America. Steve was a member of the Invaders until late November, 1945, when he and Bucky tried to stop Baron Zemo from launching missles at America.

The two heroes were successful, but Bucky died in this incident and Captain America was dropped into the arctic ice, thrown into suspended animation for years.

Cap was revived by the Avengers and joined them as their first new recruit.

Using Captain America in other stories:

Set between the years of 1941-1945 Steve Rogers could have easily showed up anywhere to help the player characters battle all sorts of Nazi menaces, most likely with the Invaders and / or Bucky in tow. After 1945 it's likely to be The Spirit of '76 or the Patriot in the costume (Maybe even the commie hater from the early 50's....)

In the 90's Captain America is the man...have no doubts...you could put him anywhere and he would fit in, though now he is likely to be backed by the Avengers instead of the Invaders; if you thought Namor was bad, wait until you piss Thor off.
