Powers:
Blending (a): on more than one occasion, Jack has demonstrated the ability to turn his entire body as transparent as a single cake of ice, virtually blending into his surroundings. He may do this with intensity 12 skill, seeming to fade from view entirely! Spotting Jack in this state requires an average difficulty Willpower (blending) action.
Cold Control (i): frigid to the core, Jack can generate amazing amounts of cold all the time. Wielding this power at intensity 13, Jack can thus lower the ambient temperature in an area by 130 degrees Fahrenheit, inflicting like damage to anybody in striking distance. This effect lasts until the end of the exchange where Jack quits maintaining it. Jack has demonstrated these power stunts so far:
* Cold Absorption (i): Jack can absorb the cold from objects, drawing away up to 13 points of such 'energy' from them at will. He used this stunt to thaw out Captain America in a recent adventure in the Deep North; essentially, the Ice Worm had frozen Cap after swallowing him whole, and Jack revived him from his stasis.
* Cold Waves (i): Jack can project waves of intense cold in a small area around his body; there are two effects produced by this power. First (and most importantly), targets in the cold area find the difficulty of any action they attempt increased by one level. Secondly, this produces a constant chill around Jack at all times, making his skin temperature a constant 32 degrees Fahrenheit.
* Ensnarement (i): by making an average difficulty cold control action (well, easy with his energy control), Jack can freeze the air around a target, effectively immobilizing him until he (or she) can make an average difficulty strength check against the cold control intensity (or, if that fails, until the ice eventually melts around them).
* Ice Missiles (i): Jack can make physical attacks by firing off missiles of either the ice spike or snowball variety. If wielding ice spikes, he can inflict 13 points of damage to anybody within firing range. However, if he uses the less lethal snowball missiles, he instead inflicts 7 points of damage to anybody within firing range.
* Ice Shield (i): Jack has also demonstrated the power to create large shields of his ice, thus protecting everybody behind the shield with a barrier of 13 material strength (almost as strong as your more advanced steel alloys)! If an attack penetrates the shield, it is destroyed, but that attack doesn't affect anybody behind it.
Flight (a): Jack can move his body aloft upon the wintry winds as he sees fit, achieving intensity 3 flight. Moving at up to ninety (90) miles per hour, he can quickly get from place to place within a city, and this drastically lowers his long distance travel times. He seems to enjoy skiing along the ground more, but this definitely works in a pinch.
Invulnerability to Disease (s): as an apparent Asgardian, Jack Frost is completely immune to diseases of all sorts. Of course, the fact that his effective body temperature is below freezing also helps to justify this power, as very few bacteria or viruses can actually harm a body when it is so darned cold. Most, in fact, cannot...
Resistance to Aging: as an apparent Asgardian being, Jack ages at a greatly decelerated rate. His current age, as well as his eventual lifespan, is as-of-yet unknown. As such, a specific rating for his power is hard to gauge (just consider him unaging, unless you plan on using Jack in a far-future setting, I suppose).
Hindrances:
Dwarfism: though approximately human-sized, Jack is exceptionally short where he comes from, that being the lair of the frost giants in Asgard. As such, he's an outcast there (see callings), since those foul fellows want nothing to do with him. Of course, I suppose that this is much better than having a group like the frost giants interested in your fate...
Susceptible: Jack Frost is especially susceptible to fire and heat damage, as it is anathema to his particular physiology. As such, his defense is considered zero against such harmful energies. Sure, he can still erect ice walls to block the stuff, and counter it with creative usage of his powers, but his body has no direct defense against this stuff.
Skills:
Energy Control (i): Jack is highly competent in the use of his Cold Control power, and as such, he resolves all actions with it as if they were one difficulty level lower. Naturally this helps him to make truly intricate, impressive objects and sculptures with his powers.
Skating (a): Jack has demonstrated at least competent skill in this area, as he can generate his ice ramps (and stay on them) without falling on his face. If any sort of Agility action is required to maintain his skating composure, Jack may make it at a reduced difficulty.
Calling:
Outcast, later Guardian: when he first appeared, Jack was a true loner, an outcast from his native realm (being a sort of stunted frost giant); of course, he didn't know this. Later on, after being impressed by the heroic spirit of the Liberty Legion, Jack grew to become a protector of sorts of those 'pesky mortals'.
Costume:
As did many heroes in his day and age, Jack didn't bother with all that much of a costume - of course his uniform was one that you tended to only see on young side kicks. Namely, it consisted of naught but a deep blue pair of trunks, which contrasted with his gleaming, blue-white skin.
Personality:
Jack Frost comes across as a man with a large ego, having stated dislike for mere mortals on at least one occasion. However, he is a hero at heart, and is willing to put his distaste for others aside for the greater good, going out of his way to protect 'foolish' innocents from harm when need be.

Other Distinguishing Characteristics: Bluish-white skin that glistens from the glaze of frost that covers it at all times (or the water that collects on it, like a frosty cold glass of pop in mid-summer), and his skin is always at a mere 32 degrees.
Story:
The story of Jack Frost is known to very few men. He is a mystery and/or an enigma, a strange chilled entity that was awakened upon hearing the feeble cries for help of a dying Dr. Forbes. Vowing to cleanse crime from his land, he sought out the doctor's killer.
Traveling to the United States, Jack offered to help the police to deal with crime in general - and the murder of Forbes in particular, but something of a misunderstanding caused the police to try and apprehend Jack; naturally, this didn't go over very well, and he left.
Though he was now a wanted man, Jack tracked down a Mr. Zelby, who knew of Dr. Forbes' discovery of gold in the permafrost, and found him menacing the dead man's daughter. Defeating Zelby's thugs, Jack freed the daughter of Dr. Forbes, but the villain wanted revenge.
Setting his building on fire to kill both her and Jack, Zelby fumed as the two escaped. However, when Zelby became trapped in the blaze of his own making, Jack refused to rescue him, wanting Justice to be done - which caused the police to now want him for murder as well.
Making his escape, Jack fumes over his outcast status, until he is interrupted by a wandering policeman who recognizes him. Dealing with this interloper and the resulting crowd, Jack makes for a beach and decides to ruin everyone's day by freezing the beach solid.
In the midst of his mischief, however, Jack discovers a dead body, one seemingly slain by an octopus! Swimming deep underwater, he finds the large beast he expects - but it manages to overpower him. Drawn inside, Jack resumes consciousness to find out that the octopus is mechanical!
Upon meeting the captain of this strange submersible, Jack is told that the beach above holds buried treasure, and that the one-eyed captain's plan is to chase everyone off with the octopus while his crew nabs the loot. Taking exception to this, Jack goes after the men.
Dealing with them easily, he follows their captain to his escape rowboat, where the two enter a duel to the death! Freezing the area, Jack finds the man flinging a chunk of ice at him; reversing it with his powers, Jack slays the unnamed captain and leaves him for the police.
Later, while walking around incognito, Jack sensed a fire nearby. Rushing to the scene, he found that this was no mere business aflame, but a hospital! Heading inside, he found a nurse asking for his help, and after putting out the fire, Jack rescued all of the immobilized patients within.
When the police showed up, the hospital director claimed that the sinister Mike Dolan had set the fire, due to him not agreeing to buy medical supplies from Dolan and Dolan only. The police also saw Jack at this point, and deciding he'd set the fire, they began to chase him down.
Taking an interest now, Jack tracked down this Mike Dolan, though the police were hot on his heels. Mixing it up with Dolan's goons, Jack disarms the criminal and then chases him off, evading the police after himself all the while. Of course, Dolan then skipped town.
Flying after the fiend, Jack dropped in on him from above and began a brawl with the man, but when he fled again Jack set a roadblock for him soon after. Instead of stopping, Dolan charged through it through, and wound up killing himself instead of making his escape as intended.
Some time after this incident, Jack is walking the streets when he spies a man proposing to his love, and finds himself thinking that maybe these 'humans' aren't so bad after all. Just moments later, the man in question is killed in his car instantly with some sort of freeze ray!
Rescuing his fiancee from the same fate when she tried to pull him free, Jack found himself on the wrong side of the police again, this time with at least some form of rationale for thinking he was behind the crime. Making his getaway with the frozen body, Jack decides to sort things out.
Thawing the man, a cryogenic scientist called Bob, Jack goes to his place of business only to find that Bob's partner, Crain, was in cahoots with another investor to steal their new freeze gas - and wanted to frame Jack for the crime in the process! Naturally, this didn't go over well.
Taking the plotters on, Jack found out that Crain also acted out of jealousy; having been horribly disfigured due to an accident Bob caused, Crain had lost the girl to his partner. Luckily though, Jack was able to reverse all the deaths Crain's plot caused save for that of Crain himself.
Once Bob and his fiancee explained things to the police, they seemed to back off somewhat. Jack even got involved in an informal friendship with several local heroes, including the Defender and Rusty, Rockman, Whizzer, Major Liberty, Captain Terror, and the Vagabond.
Some time later, his curiosity was aroused by a strange radio broadcast, one produced by both Bucky and the Patriot. Answering their call for aid, Jack joined up with several other heroes (including his friend, the Whizzer) to form the one and only Liberty Legion!
Originally assembled to foil a plot of the Red Skull's devising (where he'd gained mental domination of the mighty Invaders), the Liberty Legion remained a team after this serious incident, working to foil domestic crimes while the Invaders were active abroad.
Of course the two teams worked closely together when possible, and sometimes they would mix and match membership as needed. Having been impressed by these more stand-up mortals, Jack stayed on with his fellows in the Liberty Legion for the duration of World War II.
