Origin:
the Whizzer is an altered human, one that gained his powers, for some reason, after he was injected with mongoose blood after being bitten by a deadly cobra in Africa. Africa?
Known Powers:
Super Speed: the Whizzer can apparently run at Unearthly (100) ground speeds (150 m.p.h.). As such, he can traverse up to ten areas in one combat turn, making him quite dangerous in combat. In his later days, however, this power had slipped to Excellent (20) rank.
This 'only' allowed him to run at 75 m.p.h., and let him cross up to 5 areas in one turn. Not that this is bad, or anything ... Having had many, many years to work on this power, Robert managed to develop several power stunts with it. They are:
* Whirlwind: Robert can manufacture a small whirlwind to keep foes at bay, doing so with Incredible (40) ability. If caught in such a mini-tornado, a target can free himself by using flight, telekinesis, or just shooting Robert to make him stop maintaining the whirlwind.
* Robert can also run up walls and across water, moving fast enough that normally applicable physical laws don't have time to catch up with him (or something like that). He does this at the same speed he crosses normal ground with.
* Hypersonic Punch: Robert has been seen moving in on somebody at super speed, and then smacking them on his way out. He can use this trick to inflict Amazing (50) Blunt Attack or Force damage, depending on whether or not he actually connects (his choice).
Enhanced Lower Body Strength: Robert's leg strength was enhanced in the odd process that gave him his powers, boosting his leg's applicable Strength rank to Remarkable (30). This allows for his super speed, but can also make for quite a mean kick...
Resistance to Radiation Attacks: Robert has been shown to be partially resistant to radiation, at the very least, after surviving in the heart of an overloading nuclear reactor. He probably has this power at Amazing (50) rank.

Quirks:
Bluntness: the Whizzer came off as a rude fellow, and he didn't seem to even notice. So, in order to control his sharp tongue, Robert must pass a Psc FEAT roll at -1 CS, or inadverdently say what is on his mind, regardless of the feelings of others.
Talents:
Detective / Espionage: it would seem that Robert had some association with the American intelligence community, as he was in charge of at least one security review of the Invaders as a whole on the government's behalf. FEAT rolls for Robert in this area should be made at +1 CS.
Nuclear Technology: it is assumed that, since he worked in a nuclear power plant, Robert has enough technological knowledge to perform any sort of technical work (repair, design, etc...) involving nuclear reactors.
Skill / Super Speed: Robert's only known combat skill was his unique fighting style, derived from the use of his super speed powers. He can make any Ftg or Agy FEAT in battle at a +1 CS, if using his speed at the time.
Contacts:
Robert is a member of the Liberty Legion, and as a result, a member of the Invaders. He can rely on them (or anyone in the All-Winners' Squad) for aid should he need to. Furthermore, Robert has significant contacts in the American intelligence community, having worked for an unidentified agency in the past.
Costume:
Yellow stretch fabric, with blue boots, belt, and trunks. Mask covers back of head, but leaves face exposed. Little wings on side of mask. He has a blue 'W' on chest, with little 'motion lines' stretching from the 'W' to the left.
At one time, he wore a yellow helmet, with wings on it, instead of just the partial mask.
Personality:
As a super hero, Robert was quite the verbose type of guy. He tended to chit chat with the best of 'em. He was also sort of an egotist, and he was rather short to Miss America when he first met her; oddly enough, he ended up marrying her in the end. Sheesh.

Story:
It all started back in Africa, where Robert L Frank was bitten by a rather deadly cobra snake while on safari with his father. Trying to save his son, somehow, Robert's father injected some mongoose blood into his body, in an attempt to neutralize the poison.
Dying from the strain on his heart after this stress, Emil Frank missed the startling transformation his son went through, as the mongoose blood and snake venom somehow altered his body, granting him the speed and vitality of the mongoose - and how!
Robert returned to America as the Whizzer, and was determined to fight crime. Soon after, he encountered some German insurgents attempting to blow up a train, as it was loaded with war supplies. He ruined their bomb, and then went after them, only to be beaten to the punch.
Miss America had arrived on the scene, and taken out the miscreants with little trouble. Sort of irate about this, the Whizzer nonetheless went to New York with the upstart heroine in response to a call for help from Bucky Barnes, Captain America's side kick.
The two heroes met up with several others, and teamed up to stop the Red Skull from using a mind controlled team of Invaders to destroy America. Together, as the Liberty Legion, the seven heroes joined up with Bucky to deal with this threat to freedom.
The Legion was successful, and they eventually freed the Invaders, apparently killing the Red Skull in the process. Not that he hasn't apparently died on dozens of occasions before. After this, the Legion decided to stick together, battling internal threats to American liberty.
Over time, however, the Liberty Legion and the Invaders sort of blurred into one big team, helping each other out on occasion, and sharing team members when it was most helpful. This state of affairs continued on until the end of the war, where members of both teams formed he All-Winners Squad.
After that, the Whizzer and Miss America got married, apparently having gotten much closer since their first meeting. They went on to work at an experimental nuclear power plant, though this eventually led to great tragedy.
There was an accident at the power plant, and the two heroes had to enter the atomic core of the plant to prevent a meltdown. The Whizzer suffered no ill effects from the radiation exposure, but Miss America and her unborn son did.
He was born a mutant, and had severe radiation issues. For one thing, he was deadly to anyone in his immediate area. As such, he was put in a sort of suspended animation by the government, with his parent's permission, and they planned to bleed the excessive radiation out of him.
Over time, the tank that Robert's son was kept in got lost in the paper shuffle of the government, and it was eventually recovered by the Avengers. After losing his wife (she'd recently died in labor, and the infant was stillborn), his son was all he had left of her, and Robert wanted him back.
Attacking the Avengers in a mad fury, the Whizzer was nonetheless beaten by the heroes, though his son's stasis tank was ruptured by the heroes soon afterward, and Robert's son emerged, having only aged a little bit in the intervening decades.
While he was smart, he was unready for life outside the tank, and he went all crazy, splitting into three duplicates of himself and attacking the city. The heroes stopped Nuklo, as he was calling himself, and got him back into his tank.
It was apparently during this debacle that the Whizzer learned (however erroneous the information was) that he was the father of Quicksilver and the Scarlet Witch. How all this came about, I can't say, but this was where it came from.
Later, Nuklo's capsule was taken by Isbisa, a foe of the Whizzer from times past. He leeched away all of Nuklo's radioactivity, and used it against the Whizzer, who died from a heart attack in this battle, in an effort to save his son.
It worked, though, and Nuklo (Robert L Frank, Jr) has gone on to live a normal life. If you don't count the time he got attacked by Tess-One...
Using the Whizzer in other stories:
You can't. He's dead. Well, I suppose you could bring him back from the dead (happens a lot in comics), but he'd still be very old. Or, he could get young in the ressurection (that happens, too), say by some cloning process or some other high tech mumbo jumbo. That sort of thing.
Or, you could simply have another hero assume the mantle of the Whizzer, some sort of new super speedster that liked the legacy of this World War 2 hero, and wanted to pay him some sort of homage (by ripping off his namesake, of course). This happens more often than you think, though - you see, all the good names are taken.
But, a brand new Whizzer could be an interesting character. Especially if he ran into surviving members of the Liberty Legion or the Invaders, who wanted to know why this upstart was using Robert's identity. This could make for interesting stories, moreso if the new Whizzer goes bad or something... Not that it would be likely or anything, but one never knows...
