Master Mind Excello appears to be a psi - a human who has access to potent psionic powers. While they appear to be trained psychic abilities, the nature of their origin (whether they're from intense meditation or some form of accident) hasn't been clarified.

Trained Psi-Powers (psipathic):
Clairvoyance (a): Master Mind Excello can see distant objects, usually aided by his telelocational powers, with Remarkable (30) ability. This power rank defines a range that is equal to approximately 900 miles.
Clairaudience (t): Master Mind Excello can also hear distant sounds, again aided by his impressive telelocational power, with Remarkable (30) ability. Similarly, this power also has a 900 mile range.
Trained Psi-Powers (psimotive):
Telelocation (s): this power allows Excello to get an exact, 7-D fix on any one person or thing. A green FEAT locates familiar things, a yellow FEAT will locate things he's not quite familiar with, and red FEATs can be used to find people or things he has no experience with.
Equipment:
Disguise Kit: this kit allows Excello to derive a disguise for just about any situation he needs to. It is quite well equipped, and Excello can almost exactly match any appearance he needs to, within his approximate build, of course.
Liquid Explosive: Excello can use this mysterious substance to blow things up, simply by pouring it on to a surface and waiting for a bit. It produces explosions of Incredible (40) rank, which affect everything within one cubic area (44 yards) with Edged Attack damage.
Secret Chemical SF-44: a top secret concoction of Earl's own design, this super-compound is a super-corrosive agent. It functions at Amazing (50) rank, and can burn through iron doors in but one full round - inflicting like damage to metallic targets.
Triple Propeller Pistol: Excello's Triple Propeller Pistol looks like any ordinary revolver, but it is far from that. It seems to have more power behind it than even a machine gun, and he can fire it to inflict Remarkable (30) Edged Attack damage per deadly round.
Vacu-Pads: invented by Excello himself, these devices allow him to climb walls with Excellent (20) ability, whether or not they are glass, brick, stone, or whatever. As long as they're not oil-slicked, of course...
Quirks:
Adrenal Surge: thanks to this quirk, Master Mind Excello can temporarily boost his Strength score by +1 CS, for 1d10 turns, once per day. This is exhausting in the long run, however, and Excello is at a -1 CS to all FEATs for 1d10 turns after the boost wears off.
Talents:
Detective / Espionage: Excello is described as being a Naval intelligence agent for the American military, and as such, he often works to disrupt the plots of spies working against the American Way of Life. His Reason and Intuition in such matters should be considered +1 CS.
Disguise: in his role as an intelligence operative, Excello has learned to become a veritable master of disguise. Unless folks are specifically looking for impostors, Excello can easily pass for somebody else under casual inspection, as long as they are a match for his height and / or weight.
Military / U.S. Navy: a full-fledged Navy man and intelligence operative, Master Mind Excello has learned several special skills from the government, including Guns, Martial Arts B, and Seamanship.
Pilot / Air: another skill he picked up thanks to his dedicated government service, Earl has been trained in the fine art of flying. He may operate most standard and military aircraft as though his Agility score was +1 CS higher than is listed above.

A member of the United States intelligence community, much less a super powerful one, Master Mind Excello can likely rely upon aid from the American government should he need it, as well as American operatives in the field, should he present proper identification, of course.
Costume:
Master Mind Excello relies on no one uniform while he's on the job (so to speak). As an intelligence agent and master of disguise, it is unlikely that you will, in fact, see him in the same clothing more than once - assuming you even notice him at all!
Personality:
Little is known about Earl Everett, the Master Mind Excello. However, he goes to great lengths to protect his nation from the insidiously evil forces that work against it constantly, so one could at least say he is a dedicated patriot. The rest of his personality remains to be detailed.

Story:
Little is known about the origin of Earl Everett, except that he is a socialite playboy and glamorous guy while not at work. However, when he is on the job, he's a master of disguise in the employ of the United States Naval Intelligence agency, busting up foreign spies as Master Mind Excello!
Earl's first detailed mission shows him returning to the States on a neutral vessel, when his mental powers detect some spies aboard! He lets them capture him, and they reveal their insidious plot: to destroy, with huge bombs, every major city on the earth!
With that, the spies lock Earl up in irons and depart for America with the bombs. Flexing his muscles like there was no tomorrow, Excello manages to shatter the irons holding him in the bowels of the ship, and chases after the saboteurs working to destroy the world!
These fiends manage to escape, however, and Excello catches a plane to follow them to their destination: the Big Apple, New York City! Once there, he uses his secret vacu-pads to climb the building the spies are hiding out in, and (cutting his way in) uses most of them as punching bags.
He then disguised himself as Kadash, a spy from the ship, and heads to the ship where the evil Doctor Marko is planning to launch an attack on the City from. Learning the skinny from the evil Doctor (who was fooled by the disguise skills of the Master Mind), Excello punches him out.
He then proceeds to blow up Doctor Marko's ship before it could fire it's bombs upon the city, by calling in an attack by the United States Navy, thus saving the day. Leaving his calling card, a signed note saying 'America First, Last and Always!', he left to seek out new evils.
Before too long, Earl tripped over a ring of Russian saboteurs who were attempting to destroy many of America's rail and subway lines. Led by the diabolical Borovich, these Russians were engaged in a plot similar to Dr. Marko's, a sort of simultaneous bombing of every major rail.
Stopping their latest bombing once he senses it, Earl is jumped by three rather large men in the tunnels. Following them after they think him dealt with, Excello disguises himself as one of their number and meets Borovich face to face - though it turns out his disguise skills fail him today.
Seeing through his attempt to appear as a Russian agent, since he wasn't wearing the official ring, Borovich knocks Earl out and ties him up. Excello escapes Borovich's goons cart him off to his certain demise, and in the ensuing brawl he deals with his captors permanently.
Tracking down Otto and Fritz, two of Borovich's main men, Earl finds that they split up upon seeing his approach. Jumping Otto, Excello quickly finds himself in a life and death struggle with the man, one which ends when he is shot in the chest with his own pistol.
Tracking Fritz in his plane, Earl crashes it through Borovich's headquarters once he hides within, and opening up with his triple propeller pistol, he deals with the entire Russian sabotage ring - permanently. Leaving his calling card again, he takes off for parts unknown.
After that, the further adventures of Excello are unknown. Perhaps they were too top secret for the public to learn about them...
