Origin:
Agent Axis is in fact three different spies, one from each of the Axis powers, who were fused together into a single being thanks to a chance lightning strike. This new, composite being had the strength, agility, and cunning of three different master spies, making him one of the most dangerous men alive.

Equipment:
Blade: when the use of his Luger just isn't proper in a given situation, Agent Axis will instead rely on a solid steel blade of Nazi manufacture. This knife, of Remarkable (30) material strength, can be used in his hands to inflict Excellent (20) Edged Attack damage per deadly strike.
Luger: at all times, Agent Axis carries a Luger on his person. This easily concealable weapon (with his fashion sense, at least) can be used to inflict Typical (6) Shooting damage per shot, and may be fired up to nine times (eight rounds in a clip, plus one in the chamber) before it needs to be reloaded.
Quirks:
Multiple Personality, x2: being the conglomeration of three foreign spies, the mind of Agent Axis must be a terrible, terrible place. He tends to switch accents regularly, indicating a shift of which mind is currently in domination of his body. This didn't seem to affect his effectiveness as a spy, however.
Talents:
Detective / Espionage: the single most dangerous spy of his time, Agent Axis is a veritable master espionage operative. When performing surveillance or intelligence gathering missions, or simply investigating a crime or other occurence, he should gain a +1 CS to applicable FEAT rolls.
Guns: his extensive, overlapping military training has granted Agent Axis the ability to use any gun, from pistols to full-auto death machines, with fluid ease. In combat, he makes all gun attacks as if his agility score was +1 CS in rank.
Languages / English, German, Italian, and Japanese: since he's technically a native of the latter three nations listed here, Agent Axis can speak these tongues rather fluently. However, his espionage work has forced him to adopt the English language as well, and he uses it with ease.
Martial Arts types A and E: the evil Agent is well versed in unarmed fighting techniques. He can inflict slam or stun results regardless of the strength and endurance differences between him and his opponent, and he receives a +1 initiative modifier in unarmed combat.
Military: the servant of three separate military regimes, Agent Axis is highly fluent in military protocols, being able to function in (or blend into) such organizations seamlessly. This also grants him the guns and knives talents described elsewhere, in addition to free military contacts.
Skill / Knives: when the use of his trademark Luger isn't practical, Agent Axis will fall back on a much quieter, but just as lethal dagger. Skilled in the use of all small, bladed weaponry, Axis makes attacks with such items as though his fighting score was +1 CS higher.
Wrestling: supplementing his two other martial arts techniques, this talent allows Agent Axis to make particuarly effective grappling attacks. In battle, he may add a +2 CS to his Strength for such purposes, though this bouns does not apply to any damage he causes.
Contacts:
As an intelligence agent of all three Axis powers, Agent Axis can presumably call upon any of them for aid or other favors while on a mission for them - or else why bother? Similarly, he was known to several of the Nazi's super-operatives, such as the Shark and the Hyena, and even worked with them in the past.
Costume:
Agent Axis used a predominantly black outfit while on the job. He wore a black, exquisitely cut suit, a black cape, black leather boots, and a black executioner's hood with white eye-covers. Also, Axis wore a gray fidora with a black band just above the rim of the hat.
Personality:
Agent Axis is determined to see the Axis powers take their rightful place as the masters of the world, and is wholly dedicated and loyal to this cause. He does wish to be returned to normal, but that desire is but a secondary goal to his helping the Axis nations conquer the earth!

Other Distinguishing Characteristics: according to some accounts, Agent Axis looks like a hideously deformed amalgamation of 3 different men underneath his hood. However, in his final appearance, he seemed to be a perfectly normal, if older man.
Story:
The mysterious man known only as Agent Axis is in fact three separate individuals, all of which were accidentally blended together into a composite entity during a freak accident. You see, all three were master spies, one from Germany, Italy, and Japan, and when their plane was struck by lightning, the energy discharge caused them to merge into a single, super-powered spy!
Since his component bits still held allegiance to all three Axis powers, this strange new Agent served all three as a dangerous intelligence operative. On one such mission for the Nazis, Agent Axis partnered with the minor villains known as the Shark and the Hyena to seize samples of the Invaders' uniforms and tissues for German research, but this plot ultimately failed.
However, Agent Axis detested his current state, and wished to separate himself back into this three component fascists. To this end, he kidnapped American doctor Sam Sabuki, who he felt was the only man that could perform the necessary operation. Agent Axis held the doctor's daughter and a friend hostage to ensure his cooperation, but he didn't plan on the Invaders interfering with his scheme.
Thanks to their meddling, the operation went awry, and due to a power surge in the equipment Doctor Sabuki was using, his daughter and friend were bathed in strange energies, and gained super powers of their own. Then, the two youngsters teamed up with Toro and several of the Invaders to defeat Agent Axis, who fled the scene and disappeared for several years.
It is assumed that, for the rest of the War, Agent Axis continued to serve as an intelligence officer for the Axis powers, though the nature and scope of these other missions have yet to be revealed. One one such mission, however, Agent Axis apparently discovered Kalahia, a hidden civilization in the Himalayan mountains, for he went there after Germany lost the War.
He had every intention of transforming the peaceful, pristine little land into his own, personal kingdom, but the local citizenry didn't go along with his plot. As such, Agent Axis utterly destroyed the place, apparently killing every man, woman, and child present. He left to seek his fortunes elsewhere, believing the matter settled, but didn't know of another person's ties to that secret land.
Eventually, Agent Axis journeyed to America and, somehow, managed to convince the C.I.A. to let him immigrate in exchange for certain Nazi secrets that they could use against the Soviet Bloc. Axis then lived out his life in relative solitude, moving into a small apartment in Queens and apparently being a bother to no man or beast, unless he perpetrated some espionage on the side.
Eventually, the heroic Thin Man, an agent of the C.I.A. himself, learned of this, and confronted the man with the aid of Captain America. Once Agent Axis explained the situation, however, the Captain didn't know how to resolve the matter, until Thin Man took things into his own hands. You see, he also knew of Kalahia, and found it destroyed shortly after Agent Axis had left it.
Wishing to avenge the people he'd known and loved there, he attacked Axis with everything he had, but he was getting rather long in the tooth, and Axis was too even a match for his elongating powers. Acting on reflex, Captain America decked Agent Axis, to keep him from literally tearing Thin Man apart, and at that moment, the geriatric hero broke Agent Axis' neck, killing him outright.
Though he was a despicable Nazi villain, and guilty of countless war crimes against all of the allied powers, Captain America was nonetheless disgusted with this gruesome slaying, and called the police to collect Thin Man into custody. This was of little comfort to Agent Axis, of course, since he was dead. But then, you never know about the future, and what ressurections it may bring...
Using Agent Axis in Other Stories:
Since the vast majority of his operations during World War 2 are as of yet undocumented, Agent Axis could easily be plugged into some dastardly Axis plot or another during that time period. Also, he could easily be inserted into any cold war intrigues taking place during the fifties and sixties, as he was still abroad during those dangerous years.
Once he arrived in the States, however, Axis supposedly kept to himself in Queens, though his source of income during this time is unknown. Perhaps he was into a bit of corporate espionage here or there, or lifted random secrets from embassies or some such. Since he is dead, however, there is little possibility of his appearing in current stories, unless he is somehow revived...
