As are most posthumans on his world, Hugo is a paranormal, granted powers by one of the two Starbrand-induced astronomical phenomenon that bathed his world in paradoxical energies. Hugo in particular received his after the Black Event, the utter destruction of Pittsburgh.

Powers:

Detachable Parts (a): distressingly, Hugo can launch parts of his body (or at least his lower arms) at anything within near missile distance, affecting others with his rotting power at some distance. While these parts crumble afterwards, Hugo can quickly regrow them again.

Regeneration (s): though his body is constantly crumbling due to his rotting power's nature, Hugo continually heals from the damage it causes. Taking his decomposition into consideration, he can still regenerate with intensity 5 ability, letting him quickly recover lost health.

Rotting (s): his primary parability, this uncontrolled power allows Hugo to rapidly decompose any living entity that comes in contact with him. This power works with intensity 13 ability, inflicting like SD metabolic damage each time it affects those he touches.

Hindrances / Augmentations:

Monstrous: there's no getting around it, Hugo is simply horriic to look at. Beyond just an abnormal appearance, the man looks like he's constantly rotting, with bits continually falling off of him. People generally react to poor Hugo as if their Willpower were zero (0).

While he has no known reliable contacts from before his life as a paranormal, Hugo can reasonably consider the National Security Council, or at least the members of its paranormal annex, as such. They all signed up with the government for the same reason, after all.

Calling:

Responsibility of Power: Hugo didn't want powers, much less the powers he received. However, when the government called on him, Hugo answered! He'd rather be working in his old book store, but if they need him to dissolve someone for freedom, Hugo's ready to do it.

Costume:

Hugo doesn't really wear a costume. For the most part, he just utilizes conventional clothing despite his newly empowered nature. His ensemble consists of a dark green vest, a pair of blue jeans, a pair of leather shoes, and socks. Anything to feel vaguely normal, after all.

Personality:

Hugo became cynical and depressed after the Black Event turned his life upside down. His humor now as black as his rotting flesh, Hugo is incapable of being upbeat or optimistic, wishing only to reacquire some semblance of his existence before he was cursed with powers.

Other Distinguishing Characteristics: Hugo's parability ensures he constantly looks like a rotting corpse. His body still replenishes itself constantly, but he appears decomposed, or crumbling while in the process of doing so, at all times.

Story:

Hugo used to have an ordinary life, working in a book store. He was content to spend his existence in obscurity, enjoying the little things that his life afforded him. This continued even after the so-called White Event slowly, but steadily, changed everything around him.

While Hugo manifested no powers in the wake of that astronomical occurrence, he wasn't so lucky after the annihilation of Pittsburgh. This phenomenon, the so-called Black Event, wreaked havoc with Hugo's body, giving him the power to rapidly decompose anyone he touches!

Unfortunately for Hugo, this meant he couldn't work at his book store any longer. Furthermore, his power seemingly warped his very body, making him appear as though he were partially decomposed, a shambling, walking dead man that was dangerous to everyone in his vicinity.

Unable to hide his parabilities, much less function at all in normal society, Hugo quickly drew the attention of the government. Before the Draft was officially enacted, however, Hugo was offered a position in the National Security Council's paranormal annex by Terrance Updike.

Kept on retainer should his dreadful abilities be needed, Hugo was fine with this arrangement at first. However, he began to chafe at this arrangement in time, feeling increasingly isolated from the world around him, his only human contact being a few NSC operatives.

When he had had enough, Hugo tried to step out for some fresh air, but Terrance wasn't about to let him. He instructed his lieutenant, Chauncy, to explain the realities of Hugo's situation, but he was able to quickly distract the G-Man with a gross demonstration of his powers.

Heading towards the exit of the NSC building, Hugo was momentarily stopped by Justice, who had recently started working for the NSC as well. The former vigilante let Hugo go after hearing what he wanted, however, finding his simple request more than reasonable enough.

Reaching the door, Hugo flung it open and stepped outside, basking in the feeling of actual sunlight against what passes for his skin these days. Before he could really enjoy it, however, he was suddenly killed by a bullet through the head, one that was intended for Justice.

Unluckily for Hugo, he was standing right next to Justice when his assailant narrowly missed him.
