Origin:

Already a hired killer before the White Event gave him powers, Elliot Quill became considerably more dangerous after this astronomical phenomenon forever changed his world. Though his powers are nebulous at best, they make him a great foil to certain super-powered beings.

Known Powers:

Deflection: though the exact nature of his parability is unclear, Quill has demonstrated the ability to shrug off most, if not all, attacks. Capable of slipping away from most assaults, Quill likely possesses 3 CS of deflection, making him incredibly hard to hit.

Equipment:

Revolver: since he can't easily brandish his sniper rifle at polite society, Quill also carries a smaller firearm. He can discharge one round at a time from this weapon to inflict Good (10) Shooting damage, though it lacks a semi or fully automatic function.

Sniper Rifle: his principal occupational weapon, this firearm lets Quill elimitate foes at a great distance. He can discharge one round from it to inflict Good (10) Shooting damage, or in a pinch a semi-automatic burst of rounds which inflicts Excellent (20) Shooting damage.

Quirks:

Dull Sense / Vision: you will never see Quill without his trademark round-rimmed glasses, because he can't see well othewise. Should he lose the use of these spectacles, Quill must attempt any vision-based ACTION roll at a -2 CS penalty to his Intuition.

Insanity: there's no kind way to say it, but Quill is off his rocker. A sociopathic misanthrope, his view on reality is skewed by an awkward childhood that he never evolved past, one which forces him to perceive and interact with women in a most distressing manner.

Talents:

Guns: a hired gun, Quill can naturally wield most modern firearms with considerable skill. Whether he's holding a standard, semi-automatic, or fully automatic rifle or pistol, Quill may discharge rounds from such weapons as if his Agility was +1 CS in rank.

Martial Arts types B and E: in addition to his weapon skills, Quill is a competent martial artists. Trained to strike hard and fast, Quill may not only attempt unarmed melee attacks at a +1 CS to his listed Fighting score, and receives a +1 initiative bonus while doing so.

Contacts:

A hired assassin of some note in the underworld, Quill presumably has several contacts of a criminal nature. He is also one of the Forsaken, or at the very least a contracted employee of this group, and can presumably consider the paranormal gang a reliable contact as well.

Costume:

A fastidious vegetarian, Quill wears business attire whether on or off the job. Favoring expensive and tailored suits, ties, and shoes, Quill generally keeps to muted colors in his clothing, allowing his unusual appearance to speak for him instead of his pricey ensembles.

Personality:

Elliot Quill is more than a little bit deranged. A homicidal sociopath, he only derives pleasure from the murder of women, though said pleasure is fleeting at best. Having difficulty interacting with others, Quill has no problem eliminating anyone that irks his ire.

Story:

An awkward youth who didn't play well with others, Elliot Quill never got on well with the opposite sex, and he was frequently bullied by his peers. Quill quickly tuned other people out as a result, focusing his attention on pursuits that that he found less difficult to comprehend.

When he was strong-armed into taking young Beth Ann Huffnagel to his high school prom, she spurned his advances after they left the event to 'park' nearby. Furious beyond reason, Quill chased her down after she fled his car, a pursuit that ended with him running her down.

Complex emotion having eluded him most of his life, Quill was forever changed in this moment, experiencing ecstasy for the first time as she died in his arms. Burying her body, Quill fled the area and left his former life behind, having chosen to become an assassin for hire.

Quill's murder career proceeded well from there, though he became well known by the authorities under numerous aliases despite his best efforts. His fortunes changed for the better, however, when the White Event altered Quill, giving him some kind of psychic defenses.

While this wasn't of much use against normal humans, Quill found his new abilities made him an excellent foil for others of his ilk, those given psychic powers by the White Event. Furthermore, as the Black Event manufactured even more paranormals, business was very good, indeed.

Quill's abilities, both normal and paranormal, eventually drew the attention of the Forsaken. This group of underground pararnormals, led by the similarly deranged Judge Mental, could use someone like Quill. They were a nationwide outfit, after all, and faced numerous threats.

Chief amongst these was the paranormal vigilante known as Justice, who had recently been recruited by the National Security Council. Considering him an extistential threat to his criminal operations, Judge Mental ordered Justice's assassination, and tapped Quill for the job.

Arriving in Washington, DC for the hit, Quill quickly got to work. Posing as the passenger of a limousine service for a ride, Quill broke the neck of its driver to acquire his transportation, stuffing his body in the trunk so he could deal with it at a more opportune time.

Setting up in an apartment across the street from the NSC's headquarters, Quill lay in wait with his sniper rifle for Justice to appear. Quill took a shot at the man when he finally did, but thanks to an error in his scope's adjustment, he inadvertently killed Creeping Crud with his first round.

Once Justice was alerted to his presence, he could counter Quill's further shots with his shields. Thanks to Judge Mental's efforts, however, Quill was similarly protected from Justice's assaults, managing to survive several blasts from the man's power to disintegrate others.

When this first attempt failed, Quill resorted to kidnapping Justice's daughter, Angela, from a nearby hospital as she visited a friend. Holding her hostage, Quill called the NSC and demanded that Justice surrender himself, or else he was going to murder his daughter!

This second attempt to kill Justice quickly unraveled, however, when Quill became distracted enough that he attempted to sexually assault Angela. Using her own, nascent paranormal powers, she escaped, fleeing to a nearby cemetery where Creeping Crud had recently been buried.

As he pursued her, Quill quickly deduced that Angela was a paranormal as well, though he was quickly overwhelmed by her inexplicable power to reanimate the dead. Cornered in his stolen vehicle by numerous walking dead, Quill was slain by one of his own victims, its former driver.
