Like most of his coworkers at the National Security Council, Victor Pasko is a paranormal! Given a seeming allergy to other paranormals by the White Event, Victor sneezes uncontrollably around them, and is distressingly strong despite his diminutive stature.

Powers:

Origin Sense (w): his principal parability, aside from potentially enhanced strength, is Victor's curious allergy to other paranormals. When in close proximity to them, he'll begin sneezing, the intensity of such dependent on how strong they are. This is an intensity 15 power.

Sidearm (a): Victor's service weapon is a semi-automatic firearm, which he avoids using unless absolutely necessary. He can discharge one round from this weapon to inflict his Agility +4 in damage, or a semi-automatic burst of such to inflict his Agility +5 in damage.

Skills:

Boxing (s): Victor may be short, but he's not weak. Knowing well how to leverage his seemingly considerable physical power, Victor may divide his pre-card play action score between two different unarmed melee attacks, the second of which occurs as a contingent action.

Guns (a): though he rarely has the need to use it, Victor was trained in the use of most modern firearms after he joined the NSC's paranormal annex. He may reduce the difficulty of card play during attempts to fire standard, semi-automatic, or fully automatic rifles or pistols.

Contacts:

As a vital member of the NSC's paranormal annex, Victor can readily rely upon this government agency for assistance in a pinch, as his power is vital to many of their efforts. He's also on great terms with Angela Tensen, and the two would do just about anything for each other.

Calling:

Protector: more than anything else, Victor appears wired to defend others less able to do so than himself. He doesn't hesitate to leap into action whenever someone around him is in danger, and has done so with great risk to his person on more than one occasion. 

Costume:

Like many of his compatriots at the NSC, Victor wears conventional business attire while on the job, whether active in the field or milling about the organization's offices. He tends to favor muted colors like brown or Navy blue for his suits, with occasional colorful shirts.

Victor is a consummate professional, one who possesses a rigid work ethic, and both dresses for success and conducts himself in a conservative manner on the job. He's a kind young man who will readily sacrifice for those he cares for, one with a goofy, infectious sense of humor.

Story:

Much of Victor's history is as of yet unrevealed. Like many of his peers, however, he was forever changed by the White Event, a mysterious astronomical occurrence that bathed his world in the paradoxical energies of the Star Brand. The Event wasn't too kind to Victor, though.

While it did seem to improve his already impressive physical strength somewhat, the most obvious change Victor experienced was his sudden allergy to other paranormals. Whenever he's close to one, Victor begins to sneeze, uncontrollably, earning himself the nickname of Kleenex (R).

Serving as a paranormal detector, albeit a slightly off-putting one, Victor quickly found himself a person of interest to the government. Even before the Pitt disaster, various agencies were struggling to understand and recruit individuals of a paranormal nature, after all.

It is unknown how many government groups vied for his allegiance, but Victor ultimately wound up in the employ of the National Security Council, under the direction of Terrance Updike. Heavily invested in managing super powers, this NSC member was forming a paranormal annex.

The work of recruiting paranormals into government service or investigating their crimes started out slow, though. It vastly ramped up after the Pitt incident, the so-called Black Event, which saw the city of Pittsburg being utterly annihilated by an unknown yet immense power.

Wanting powerful paranormals under his thumb, Updike became fixated on recruting John Tensen into the fold. This former Drug Enforcement Agency operative was extremely powerful, though his mind had been scrambled by another paranormal he was investigating over a year ago.

When the Philadelphia police lucked into capturing Tensen, who now went by the name of Justice, Updike sprang into action with Victor in tow. Arriving at the police station holding the paranormal vigilante, Victor found himself allergic to someone in the station besides Justice.

It turns out his powers were fixated on Justice's daughter, Angela, whose rescue by her dad was the cause of his timely capture. Confused since she didn't seem to have any powers, he found the young woman interesting, and began to take every opportunity to be close to her.

The two grew somewhat close over time, Victor enjoying the fact that she was nice to him, and Angela loving his silly sense of humor. This culminated in their first date, an outing to the Smithsonian, with the two simply enjoying a normal date away from the usual weirdness they face.

That respite didn't last long, however, for their date was interrupted by a paranormal battle! Rodstvow, a Soviet paranormal, was attempting to destroy the home-grown Psi-Hawk and the youths who generate it, and their fight was laying waste to Washington, DC.

As their fight hit the Smithsonian, its roof was caved in during their exchanges of power. When a chunk of suspended aircraft fell towards Angela, Victor shoved her out of the way in the nick of time, saving her but finding himself flattened by the debris in the process.

Hospitalized for some time, Victor was regularly visited by Angela, at least until she too was admitted after a deadly encounter with the assassin Elliot Quill. Traumatized afterwards, especially due to the grisly nature of her own power's emergence, she was rendered comatose.

Down for some time, Angela remained in the hospital for months, and Victor stayed by her side as long as his duties and his own treatment allowed for. Once she emerged from her coma, Angela quickly recovered from her ordeal, and began training to work with the NSC soon after.

This didn't last long, however, for while she accompanied her father to Coney Island on a mission, the headquarters of the NSC was destroyed by Impact. This unhinged man belonged to the Forsaken, a group of underground paranormals the NSC were looking into at the time.

After this, Victor and Angela decided to leave government service behind, moving to Coney Island now that it was a much safer place for normals and paranormals alike. How could it not be, since Angela's father, Justice, had defeated the Forsaken who were causing trouble there!
