The Rolling Operations Command Center (or R.O.C.C.) is the latest in a long line of GI Joe bases that can be quickly deployed into the field. The difference between the R.O.C.C. and the rest is that the R.O.C.C. is quite literally mobile, being a fortified tractor trailer.
It's designed to be able to roll out anywhere in the world with passable roads, and subsequently coordinate the GI Joe team in the field - not that most people will ever know the R.O.C.C. when they see it, thanks to its advanced holographic disguise system.
'Borrowed' from Zartan, this technology allows the R.O.C.C. to appear as simple as a regular tractor trailer - or perhaps a Winnebago, depending on its operator's wishes or needs at a given moment. At any rate, the R.O.C.C. has these vehicular characteristics:
Body Armor: the R.O.C.C. is built tough - it's meant as an emergency / field command center, after all! The thing has an effective material strength of 10, and provides its many occupants a +2 protection from injury of any variety.
Communications Array (i): the R.O.C.C. is equipped with an extremely powerful, gigahertz-frequency, frequency-wobbler radio system. This makes for intensity 6 communications power (with a 250 mile range) that has intensity 10 signal encryption - but that's not all.
The R.O.C.C. can also tie into global satellite communications networks in order to extend its range with planetary scope; when so connected, the R.O.C.C. can talk to any Joe anywhere on earth - assuming they have similar up-link capability or are at a conventional land line terminus.
Computer Center: the R.O.C.C. is built to be a mobile base of operations for the GI Joe team. As such, it has a plethora of computers and databases on hand, and what it doesn't have it can usually access in a pinch. This gives the Joes a great tactical edge when using the R.O.C.C.
Holographic Disguise System (w): the R.O.C.C. can project a holographic illusion around itself, which lets it mask itself as a conventional vehicle. This can be anything of approximately the same size, from an ordinary semi to a Winnebago! This is an intensity 9 disguise.
Lightning Speed (a): the R.O.C.C. is pretty fast, when you get down to it. The thing can move at speds in excess of 100 miles per hour, which translates into having this 'power' at intensity 4 levels; of course, it can only go so fast on open roads...
Mini-jet (i): the R.O.C.C. has the ability to launch an incredibly small fighter jet. It raises a vertical launch platform that literally catapults this craft into the air - mind you landing requires something of a level surface. It has a m.s. of 8, and these vehicular capabilities:
* Flight (a): the primary purpose of the R.O.C.C.'s mini-jet is to fly over the R.O.C.C. proper, and either surveil an area or provide limited air support in a pinch. It can fly at intensity 8 speeds, or at approximately 450 miles per hour, give or take.
* Machine Guns (a): the R.O.C.C.'s mini-jet is armed with two miniature cannons, one one each of its diminutive wings. These twinned guns can only hit what's in front of the mini-jet, but inflict the pilot's Agility +6 damage in a short burst, raised to +7 when opened up full-auto.
* Radar Unit (w): the mini-jet has radar as powerful as the R.O.C.C. itself - which helps to greatly extend its operators' awareness of the surroundings. It can detect every moving target (and some immobile ones) within artillery distance of its location (intensity 13).
Missile Launcher (i): stowed in the rear of the R.O.C.C.'s cab, this launcher is secret - until it is elevated and prepared to fire, at least. The projectiles it fires inflict intensity 11 damage, but will add +1 for each additional missile that hits (up to eight).
Passengers: there's no two bones about it, the R.O.C.C. can carry a whole lot of Joes around. It has room for two in the cab (in addition to the actual driver), and it can hold over a dozen Joes in the rear trailer, which has several rooms handy for the Joes' use.
Radar Unit (w): on the front of the R.O.C.C.'s trailer is a powerful radar dish. The R.O.C.C. can use this to keep tabs on an area around itself, doing so with intensity 13 ability. In other words, it can track all activity within artillery distance of its location.
Repair Bay: the front of the R.O.C.C.'s trailer is fitted with a repair bay for smaller vehicles (and parts of larger ones). It even includes a robotic arm to handle heavier components like engine blocs, and can lift objects of up to 5 tons in weight (intensity 13 Strength).
Separation (a): the R.O.C.C.'s tractor and trailer can separate (as can any other tractor trailer). The tractor will remain at the same speed listed above, though it's slightly more maneuverable, while the trailer has stabilizer legs that deploy to hold it steady without the tractor.
Turret (a): this manned gun station can be mounted at the front or rear of the R.O.C.C. It can fire a short burst of ammunition to inflict the gunner's Agility +6 damage, or a fully automatic hail of lead to inflict the gunner's Agility +7 damage instead.
