Ro-Tor is, like other Decepticons, an electromechanical entity hailing from Cybertron - possibly the Cybertron of another era or even a variant timeline. He is an evil robot that strives to conquer the universe alongside his fellows, and wages war to achieve this goal.
Powers:
Cybertronian Physique: Ro-Tor is a robotic entity of Cybertronian design and origin. As such, this surly aerial combatant has, by his very nature, the use of a large variety of abilities that reflect this. His very body gives Ro-Tor these super-human powers:
* Body Armor (s): like most Cybertronians, Ro-Tor was formed with a reinforced steel frame, one that offers him intensity 4 (+1) resistance to injury. This makes him immune to most basic human attack forms, and moderately resistant to his fellow robots.
* Growth (a): Cybertronians come in all manner of sizes, few of which align with the human norm. Ro-Tor, for instance, generally stands at twelve feet tall in his humanoid mode, which grants him this power at intensity 2 as a general matter of course.
As such, this high-flying brawler a +2 size factor. This grants him a +2 bonus to the damage he inflicts on normal sized foes, while theirs suffers a -2 against him. Conversely, he suffers a -2 penalty to strike standard sized enemies in the first place, while they gain a +2 to hit him.
* Microscopic + Telescopic Vision (w): all Transformers can alter their visual sensitivity where distance is concerned. Functioning at intensity 2, these powers let Ro-Tor see objects up to a mile distant with ease, and allow him to read items on microfiche.
* Radio Transceiver (i): as are most Transformers, Ro-Tor is equipped with an audio / video transmission system. This communications rig allows him instant contact with any other Cybertronian within a wide radius of his person, having intensity 7 range (100 miles).
* Resistance / Invulnerability to Disease and Poison (s): as an inorganic life form, Ro-Tor possesses complete immunity to poisons and organic diseases. He also possesses intensity 30 (+7) resistance to more chemically creative forms of disease.
Camouflage System (a): as do all Combatrons, Ro-Tor wields a specialized camouflage system to blend into various environments (such as Arctic tundra, or desert sands). This system works at intensity 1, giving him camouflage appropriate to the background at hand.
Flight / Levitation (a): while he's not quite as fast as Movor, Ro-Tor is rather quick in the air. In either of his modes, Ro-Tor can fly at intensity 7 speeds, or approximately 300 miles per hour. He can also just hover in place, anywhere he chooses, for an indefinite period of time.
Gestalt (a): using this special power, Ro-Tor can combine his physical form with that of his fellow Combatrons. Working at intensity 14, this ability can be used to create the ultra-powerful Ruination, one of the Decepticons' most powerful operatives!
Hepter Saucer (s): mounted on his right wrist (and functioning as his rear rotor in his vehicle mode), this spinning blade can be used to deadly effect by Ro-Tor in melee. He can use these four spinning metal edges to inflict his Strength +4 damage with each swipe.
Inaudibility (i): his most underrated power, this ability allows Ro-Tor to fly soundlessly when necessary. Working at intensity 14, this power cancels out any noise Ro-Tor's rotors make in flight, allowing him (in conjunction with his camouflage system) to move unnoticed when desired.
Shape Change (a): his most notorious ability, this power allows Ro-Tor to transform his humanoid form into that of a Sikorsky helicopter of indeterminate model, though this ability is voice-activated ("Ro-Tor, Transform!"). He seems capable of flight in either form.
Sting Blades (a): in addition to serving as a source of lift, Ro-Tor's primary rotor can be used as a deadly weapon as well. He can pull it off his back and fling it at a foe to inflict his Agility +3 damage when thrown - and then summon it back to his position afterward.

Equipment:
Restraint Shells (a): equipment that all the Combatrons carry, these shells can be fired from their primary weaponry to capture a foe, rather than kill him outright. Each shell casts an energy net around a foe that restrains him with intensity 12 ability, +2 for each additional shell used.
Rotor Guns (a): in either of his modes, Ro-Tor has various beam weapons that he can bring to bear on a foe. All of these weapons are potent laser weapons, each of which have the ability to inflict +4 energy damage per blast, raised to +5 if all three are used in unison.
Skills:
Advanced Guns (a): as are the other Combatrons, Ro-Tor is well-versed in the use of advanced, directed energy weapons. Whether it be a laser pistol, concussion rifle, or even a particle accelerator, Ro-Tor can wield it at one difficulty level lower than is otherwise necessary.
Aerial Combat (a): being built for high flying combat, Ro-Tor can think in three dimensions while working his way through a firefight. As such, he should receive a reduced difficulty on all combat maneuvers attempted while in the air, whether or not his other skills back him up.
Military (w): as are the rest of the Combatrons, Ro-Tor is a born and bred warrior. In other words, he knows general military protocols and procedures like the back of his manipulator, and can lead fighting beings into battle when circumstances deem it necessary.
Contacts:
As one of the five Combatrons, Ro-Tor can readily rely upon his teammates for assistance - lest they lose the ability to form Ruination. Furthermore, as a Decepticon, he can conceivably rely upon Megatron's motley band of minions of villains for help if necessary.
Calling:
Soldier, with a secondary calling of World Domination: primarily speaking, Ro-Tor is a soldier through and through, having been of a martial mindset even before Megatron got through with him. That villain is responsible for Ro-Tor's sudden sense of superiority and entitlement, however.
Likeness:
In his vehicle form, Ro-Tor resembles a Sikorsky helicopter, with red and purple coloring, though the scale went awry; he's only about twelve foot long in this mode; as such, he may be unable to carry passengers. His humanoid form looks like unto a robot built from spare helicopter parts.
Personality:
Thanks to Megatron's machinations, Ro-Tor's true personality is a mystery, for it has been buried in an ocean of evil thoughts and motivations. He seems to have been reborn into something very strongly resembling his fellows - namely, he's a surly, combative, and arrogant Decepticon.

Other Distinguishing Characteristics: Ro-Tor is composed of a strong alien metal that is primarily red and purple in hue, with a few orange bits here and there, regardless of his form.
Story:
As were the other Decepticons 'born' on earth, Ro-Tor began his existence as an Autobot. Having left Cybertron for earth a good sixty years ago, he and his fellows crash-landed for some unknown reason in the American Midwest, and were only recently unearthed by later Autobot arrivals.
Before they could be properly revived, however, the Cybertronian who would become Ro-Tor, along with the other Autobots in stasis aboard his ship, were abducted by Megatron, who had... plans for them. Taking their inert forms to an American military base, he put said plans into motion.
Awakening the sleeping Autobots, he had his Predacon minions force their stasis pods to scan various martial vehicles in the vicinity. Dark Scream, thinking these new robotic villains could use some air support, had Ro-Tor's pod scan in a heavily armed helicopter.
As the pod began to format its occupant, Megatron infused it, and the other pods, with energy from his own malignant Spark, which overrode their personalities. These Autobots were thus reborn as the Decepticons, the first to be created on earth under Megatron's employ.
Though Optimus Prime repeatedly tried to restore these corrupted Autobots, Megatron's reprogramming was absolute. When the Decepticons began to assert their independence, they simply chose to do evil on their own terms - they planned to take over the earth for themselves!
In fact, Ro-Tor and the other Decepticons turned on Megatron shortly after his resurrection, though this failed spectacularly; as Galvatron, he was simply too powerful to defeat. After this, Ro-Tor and his allies were then reprogrammed anew, completely brainwashed to serve Galvatron's ends.
Not that he had any intention of keeping them around. Fearing they may turn on him again, either as restored Autobots or treasonous Decepticons, Galvatron set them up to die with the Autobots when he destroyed a large portion of those heroes' space bridge network.
Though his leader tried to eliminate him, Ro-Tor's brainwashing was even more powerful than before, and he stuck with Galvatron to the very end. When Galvatron was defeated by Omega Prime and the power of his Matrix Blade, Ro-Tor and company were subsequently imprisoned.
Ro-Tor presumably remains in an asteroid penal colony near the planet Cybertron to this very day.
