As is the case with almost every other super-human being on his world, Shudderbug became a posthuman after exposure to the paradoxical energies of the White Event. Well, either that or perhaps the Black Event, it was never made clear in Shudderbug's case.
Known Powers:
Vibration Generation: Shudderbug's singular parability, this power allows him to induce powerful vibrations in matter. He can either do this centered on his person, or anywhere within Near distance of his location, shaking objects with rank value 40 force.

Skills:
Trivia / Comic Books: while the NSC is presumably ensuring that Shudderbug gets important training for his work as a government operative, he has yet to demonstrate any marketable skills. His only real area of expertise is in the realm of comic books.
And with the comic book industry tanking, this knowledge has become more of a historical curiosity than anything else.

Though he's a more recent recruit to the NSC's paranormal annex, Shudderbug gets on well with his coworkers, whether or not they have parabilities. A valuable government asset, after a fashion, Shudderbug can readily rely on the NSC for assistance should he need it.
Costume:
Unlike some of his coworkers, Justice in particular, Shudderbug never bothered to adopt a consistent 'work' ensemble. He doesn't even dress in suits like the others, often relying upon shorts and a T shirt beneath a short sleeved, collared shirt he wears unbuttoned.
Personality:
Shudderbug is a reserved young man who consistently keeps his wits about him, even in the face of threats or intimidation. He'll readily stand his ground in any argument or situation, and is always ready to deliver a dry quip or dark joke when it will hit the hardest.

Story:
Rudy had a relatively normal life before the Events struck his world. He was content to mind his own business, enjoying sedentary pursuits like collecting comics and following various television shows. Unfortunately for him, the world fell apart under his feet soon after them.
Eventually manifesting the power to induce vibrations in matter, Rudy found himself on the government's radar. Though he thought he had kept his ability a secret, the National Security Council had been observing Rudy for some time, eventually approaching him with an offer.
As the military began to implement the new Draft, with the goal of conscripting every paranormal they could find, Rudy was offered a job with the NSC. A larger fellow, Rudy didn't find the idea of military service appealing, so the NSC didn't have to work very hard to recruit him.
Shortly after signing up, Rudy was assigned to the NSC's paranormal annex, a department founded and managed by Terrance Updike. As a fan of comics, he decided to adopt an ostensibly clever code name for his official super-powered work, and settled upon the one and only Shudderbug!
He barely got comfortable before meeting the team's heavy hitter, Justice, who immediately began mocking him for still reading comics. Instead of taking it personal, Shudderbug simply countered by poking fun at the lightning bolt Justice wears on his chest, ending the debate.
Aside from an altercation with the Troublemaker when the Medusa Web arrived at the NSC's headquarters to meet with Terrance Updike, Shudderbug faced no real danger after enlisting with the group until his first mission, which involved an investigation of Coney Island.
Sent to look into reports of a secret paranormal community there, Shudderbug arrived alongside Agent Chauncy and Playback to check things out, when all three were captured. Abducted by members of the Forsaken, the three were taken as hostages to lure Justice himself in.
After they were tried by the Forskaen's leader, Judge Mental, the three NSC operatives were placed in the Wonder Wheel, and remained there until Justice killed Judge Mental. Though they almost fell when their coworker subsequently fought Seraph, the trio were ultimately saved.
WIth the Forsaken's unhinged leadership decapitated, the NSC's mission on Coney Island was officially over, though Justice stayed on to manage the group. Of course, one of them blew up the NSC building in Washington while everyone was up in New York, so its ultimate fate is unknown.
And if the National Security Council paranormal annex is shuttered, it is unknown what Shuderbug will get up to next.
