The National Security Council Paranormal Annex
Before their offices were destroyed by the Forsaken known only as Impact, the National Security Council worked hard to recruit and field all manner of paranormals. Led by Terrance Updike, this effort managed to draw a large number of super-powered individuals under the NSC's umbrella, only some of which are known to this date. This roster of highly placed government operatives acts in the national interest:
Agent Chauncy: a farm boy turned G-Man, Agent Chauncy was good enough that Terrance Updike recruited him to help run the paranormal annex at the National Security Council. In addition to this job, he investigates paranormal crimes committed across America. Availability:
Creeping Crud: forever changed after the Black Event, Hugo's entire body seemingly began to rapidly decompose. Though he managed to survive this startling change, nothing living that he touched could claim the same, as it would rapidly rot on contact! Availability:
Kleenex ®: having the inexplicable power to detect other paranormals, Victor Pasko was made allergic to other super-powered beings by the White Event. Having earned the unfortunate nickname of Kleenex ® as a result, he uses his power for the NSC! Availability:
Playback: Miriam Morse was a latent psychic who helped the police solve cold cases or otherwise odd crimes. Becoming a paranormal after the White Event, she was ultimately recruited to utilize her psionic parability for the National Security Council! Availability:
Shudderbug: developing paranormal powers after one of the Starbrand-induced Events, Rudy Leialoha was easily recruited into the National Security Council by its operatives. He wasn't inclined to be Drafted, though, so they didn't have to try all that hard. Availability:
Tensen, Angela: the daughter of John Tensen, the vigilante known as Justice, Angela was a normal college student until her several run-ins with the inexplicable. Developing paranormal powers, she ultimately wound up in the orbit of the National Security Council! Availability:
Updike, Terrance: leader of the National Security Council's paranormal annex, Terrance Updike knows all too well how to leverage both his own knowledge and the American government's resources to great effect, making him a dangerous foe to hs nation's enemies. Availability:
Tales from the Far Side
The following is a collection of prominent individuals swept up in Daedalus Darquill's Far Side delusions. It's difficult to discern which of these individuals actually existed, much less which parts of them were real and which were a function of Darquill's dream world. They were all active in the 'real' world, however, so each is assumed to have some level of actuality that can be attributed to them.
Black Justice: Klane is a fallen Justice Warrior, compelled by his naked hunger for power to seek it in the Winterlands. Embraced by Daedalus Darquill, he was granted incredible strength and the dark powers he craved in exchange for his service. Availability:
Chambers, Rebecca: a fresh-faced Justice Department operative, Rebecca Chambers was thrust into the inexplicable during her very first investigation. Subject to the influence of madmen with psionics, her mind was inevitably twisted beyond recognition. Availability:
Conquest, Damon: the son and heir of Daedalus Darquill, Damon Conquest is his lieutenant in both his criminal operations and the twisted realm of his delusion, the Far Side. Darquill's point-man in all matters, Damon most often faced off against John Tensen! Availability:
Darquill, Daedalus: hapless creator of the Far Side and destroyer of numerous lives around the world, Daedalus Darquill is a highly dangerous paranormal wielding the power to physically draw others into his deluded mind, and then alter them as he sees fit! Availability:
the Hounds: originally just created from whole cloth by Daedalus Darquill, his Hounds were eventually built using his criminal minions. Regardless of their origin, however, these bestial men mindlessly, though not quite fanatically, do Darquill's bidding. Availability:
Maximus Argath: a self-declared Cacodemon in the service of Damon Conquest, Maximus Argath (just Max to his friends) acts as his boss' personal enforcer. Already large, Max can transform his ordinary body into an even larger, monstrous form at will! Availability:
Tattoo: a martial artist and criminal with astonishing body art powers, Tattoo is a highly placed lieutenant in Daedalus Darquill's various enterprises. Darquill's personal fixer, Tattoo greases the wheels of his various schemes, doing what needs to be done. Availability:
the Forsaken
Originally intended as a paranormal underground, designed to protect everyone touched by the White and Black events, the Forsaken slowly changed under Judge Mental's increasingly erratic leadership. From preying on normals living in their vicinity to actively working against the American government, the Forsaken posed an ever-increasing danger to society. Major members of the Forsaken included:
Figurine: while most of the supposed parabnormals in the Forsaken are hard on the eyes, Figurine has the opposite problem, as she's virtually invisible! Her power only affects her body, however, so to fully make use of it she must forego the use of clothing. Availability:
Fireballer: a pitcher for the LA Dodgers until the emergence of his parability ruined his life, Orel Leonard Hershiser IV left everything behind. Eventually resurfacing as a member of the Forsaken, he's ostensibly been inducted into something of a life of crime. Availability:
Horny Toad: whether or not he was a brutish thug before he developed his amphibian-themed parabilities, Horny Toad definitely fits that description now. A violent malcontent, Horny Toad readily abuses others with his powers, whether they be friend or foe! Availability:
Jimmy the Geek: a small-time, small-minded hoodlum who was forever changed by the Black Event, Jimmy the Geek developed the paranormal power of super-hearing. His power caused his ears to swell to enormous size, however, making him feel like a freak. Availability:
Judge Mental: the derange and manipulative leader of the Forsaken, Judge Mental rules his underground band of paranormals mostly through fear. But then with his impressive psionics, he has the ability to terribly punish those who dare to oppose his whims! Availability:
Quill, Elliot: a deranged assassin who only gets thrills off the murder of women, Elliot Quill gained minor powers after the White Event. Greatly assisting his career as a killer for hire, the emergence of Quill's parability also prompted his recruiment into the Forsaken! Availability:
Seraph: Judge Mental's chief muscle, Seraph relayed his orders to various members of the Forsaken when he wasn't shepherding endangered paranormals into the group. Seeing himself as the protector of all paranormals, Seraph relished this duty above all else. Availability:
the Forsaken: a paranormal underground, the Forsaken were originally assembled and led by the late, unlamented Judge Mental. While the rest of its members are more fully developed elsewhere, these are the Forsaken for whom very little has been revealed thus far. Availability:
Unaffiliated Individuals
Justice's time wasn't filled dealing with the machinations of Daedalus Darquill or Judge Mental, both powerful psionic talents in their own right. He spent plenty of effort dealing with other, unaffiliated individuals who were a threat to others, and numerous others simply existed in a world changed by his extreme actions. Those unaffiliated individuals in Justice's orbit include the following:
Captain Brooklyn: unlike most of his fellow paranormals, Captain Brooklyn has embraced the lifestyle of a costumed adventurer. With his enhanced strength and nigh-invulnerable skin, he can readily make mincemeat of most mundane threats to law and order! Availability:
Crisp, Leon: believing himself and the world itself cruel beyond measure, Leon could not abide the existence of those who do good. Murdering decent people to momentarily feel something, Leon's killing spree continued until he crossed paths with Justice! Availability:
Foley, Dennis: an ex-convict who manifested startling paranormal powers while still in prison, Dennis Foley was initially unwelcome in his home town upon his return. However, with the help of Justice, he managed to forge a new place for himself in Duncanville! Availability:
Jung, Rodney: graced with the power to inject others with a highly addictive substance, Rodney Jung used his unique parability to exploit unwitting clubgoers. This scheme continued until he ran afoul of Justice, who ended his money-making plan... lethally! Availability:
Quinn, Eric: gaining the power to possess others after the White Event, Eric Quinn wielded his power against his fellow man. After killing a romantic rival with his power, he was tracked down and slain by John Tensen, the so-called Justice Killer! Availability:
Rabinowitz, Dr. Michael: formerly a well-respected pediatrician in his town, Dr. Michael Rabinowitz took a turn when his parability manifested itself. His rage and hatred unlocked by a dreadfully lethal power, he fled society until he was recruited by the CIA. Availability:
Savior: blessed with an astounding physique after the White Event, the man calling himself the Savior collected a body of followers called the Millenias. This cult hung on Savior's every word, and would do anything, including kill, to mollify their messiah. Availability:
Minor Paranormals: in addition to those individuals that had a major effect on Justice's history, there are those who merely passed through his life, or just orbit around his actions. This is a collection of those paranormals, provided for completion's sake. Availability:
