Origin:
The nature of Tattoo's paranormality is hard to pin down. It's possible that he manifested his powers in the wake of the White Event, as did most posthumans on his world. However, it's also possible that he was granted his unique ability via Daedalus Darquill's own psionics.

Image Animation (t): Tattoo has the Incredible (40) ability to animate two-dimensional images, instilling within them with seeming life, and controlling their activities while he concentrates on them. Specifically, Tattoo can animate the tattoos covering his very body.
Naturally, Tattoo has covered his flesh with numerous critters. His right arm features a wyrm and another lizard, his left arm has a wyrm and a frog, his chest sports a full dragon and a bird, his back has a phoenix and a lizard inked on it, and he has a spider tattoo that shifts around.
The very nature of Tattoo's power is in question, however. Was he granted his image animation power by Daedalus Darquill, empowered by the man much as his son, Damon Conquest was? Or did he recieve his ability after being forever altered by the White Event back in 1986?
If the latter is the case, more questions arise. Is the form his image animation took its natural state, or was it altered to fit the twisted narrative within Darquill's deranged mind? If it is a paranormal power, Tattoo likely retains this ability in some form to this day.
Mental Invisibility (t): while he's perfectly visible to the standard five senses, Tattoo appears capable of reducing his psionic signature to almost nothing. He can hide his mind, thoughts, aura, or whatever else can be sensed psionically, with Unearthly (100) skill.

Personal Code: while he is a mass murderer and works for drug traffickers, Tattoo acts according to his own, personal code. He perceives himself as honorable, taking pride in his personal loyalty and work ethic, and must pass a Psyche ACTION at -2 CS to violate this code.
Talents:
Crime 2: Daedalus Darquill's chief fixer, Tattoo greases the wheels of his criminal operation. Assassinations and sabotage are Tattoo's specialty, and he's the best there is at what he does. Tattoo may attempt ACTIONs related to illicit activities with a +2 CS bonus.
Martial Arts types B, C, and E: a highly skilled martial artist, Tattoo receives a +1 CS bonus and a +1 initiative modifier when striking in unarmed melee, as well as a like bonus when he attempts dodge, escape, grapple, and weave maneuvers.
Contacts:
One of Darquill's most competent lieutenants, Tattoo is highly placed in that man's criminal and martial organizations. He can likely consider that villain and his other subordinates reliable contacts, assuming they aren't so corrupt that they'd consider him competition.
Costume:
Tattoo has no set costume, but his ensembles do share some commonalities. His outfits often include wrist and ankle wraps, loose-fitting dark trousers or sweat pants, and a white tank top, which he'll often accent with a black leather vest or jacket, or maybe a red hachimaki.
Personality:
Tattoo is a reprehensible human being. He cheerfully works for drug trafficker and mass murderer Daedalus Darquill, and has engaged in more than his fair share of crime over the years. The man has no problem corrupting and underminding people, whether individuals or entire nations.
A highly effective assassin and saboteur, Tattoo liked to operate under the belief that he has some sort of honor, a code by which he works and lives. This hasn't prevented him from literally killing dozens of innocent people in the blink of an eye for his boss, however.

Other Distinguishing Characteristics: Tattoo's body is covered in, well, tattoos. His skin is replete with body art, and the above only covers that he has had applied to his upper body. The only special mention here is his spider tattoo(s).
During his first appearance, this tattoo was resident on Tattoo's forehead, peeking out from his hairline. However, it shifted over time to his chest, leaving his face without ink. This may be non-diegetic retcon, or may very well have been moved by his boss, Daedalus Darquill.
Story:
Most of Tattoo's history is... fuzzy. His interactions with attorney Danielle Towson reveal that he knew her as early as 1970. He was working as a criminal then, and has done so ever since, engaging in all manner of terrible activities over the course of his career.
Both of these individuals were in the employ of Daedalus Darquill, though, so all we know about either is suspect. Darquill is known to have been a drug trafficker for some time previous to the White Event, of course, and could easily have corrupted both of them beforehand.
However, after he was granted astonishing psionics in the wake of White Event, Darquill was noted for wiping peoples' memories and molding everything that makes them what they are to better suit his purposes. So take Tattoo's stated history with the largest of salt grains.
At any rate, the first time Tattoo was seen in action was against Justice! Sent from the Far Side to the real world by Daedalus Darquill, Tattoo first caught up with the so-called Justice Warrior at Rosie's Diner, in Oklahoma, as the hero sought out Damon Conqeust.
Infesting FBI agent Hoyt Pittman with one of his wyrm tattoos, Tattoo activated it when he was in a taxi cab with Justice, Rebecca Chambers, and their driver Arnie while they drove towards California. Tattoo had the wyrm bite and clamp down on Justice's sword hand!
After the taxi crashed in the conflagration, Justice was forced to blast the wyrm off by switching hands, though by then the damage was done, and his hand was destroyed. This would hobble Darquill's greatest enemy for quite some time, but Tattoo wasn't done.
Shielding his boss from any loose ends, Tattoo returned to Rosie's Diner, and murdered everyone present. Tattoo did this because Justice was speaking to his erstwhile allies about Darquill's son in front of witnesses, and didn't want anyone investigating Justice's claims.
Though seriously injured, Tensen returned to the Diner in time to view Tattoo's handiwork, and tried to stop him as he fled the scene. Leaping on Tattoo's car, Justice was quickly flung off the vehicle after Tattoo veered sharply at high speed, making his escape.
Tattoo was next seen when Justice and Rebecca Chambers made their way to Darquill's Baja California home, ambushing them before they could arrive. Leading Justice off, Tattoo tried to infest Rebecca with another of his wyrm tattoos, but her link with Justice prevented this.
After Justice returned to fight Tattoo anew, the villain fled to Darquill's home, readying for a rematch once the ersatz hero arrived to combat him. Tattoo did little when Justice arrived, however, letting Darquill handle Justice as he saw fit - for a time, anyway.
When Darquill opened a doorway from earth to the Far Side, however, Tattoo chose that moment to strike. Seizing Justice's ally, Tattoo dragged Rebecca offworld, after which Darquill and Conquest went to work on her, turning the innocent government agent to their cause.
Tattoo was next called upon by Darquill when he needed Tattoo to turn the law against Justice on earth. Instructed to liaise with another of Darquill's minions, Danielle Towson, Tattoo journeyed from the Far Side back to the real world to give that lawyer her marching orders.
After a brief reunion, since the two knew each other from way back, Tattoo then planted a fake body in the New Mexico desert, one that seemed identical to Rebecca Chambers! His work complete, Tatto then resumed his conventional duties within Darquill's criminal organization.
With the death of his boss, the villain's deranged reality known as the Far Side died with him, leaving Tattoo in something of a quandary. One of the few seeming survivors of the machinations within Darquill's mind, Tattoo found himself cut loose, and was a wanted man world-wide.
How he dealt with this situation has yet to be revealed, but Tattoo is a highly resourceful criminal, possibly one with paranormal powers. It's likely that Tattoo managed to land on his feet, so to speak, but his further antics have yet to be revealed.
