Larry Scott, more famously known as Father Time to the general population, is merely a normal human in a physical sense. Lacking a fantastic origin or spectacular powers, he fights crime with naught but his wits and a sharpened scythe.
Limitations / Enhancements:
Scythe: though meant as a farming implement, this hooked blade can certainly be used to inflict grievous bodily harm if necessary. In Larry's hands, this two-handed weapon can be used to inflict Excellent (20) Edged Attack damage with every powerful, deadly strike.
Guns: though he does not wield a firearm in the execution of his duties with the Crazy Sues, Larry has nonetheless been trained in their general use by the military - just in case. He may wield any standard, semi-automatic, or fully automatic rifle or pistol at a +1 CS.
Martial Arts type B: the true extent of Larry's fighting skills are unknown, but he has been witnessed throwing punches with the best of them - when not hooking villains with his scythe. He is allowed a +1 CS bonus on any unarmed attack, from punches to kicks to head butts.
Military / United States: whether he enlisted or was drafted, Larry joined up with the Army to serve as one of its super-powered Crazy Sues. As such, he presumably has a basic grasp on military tactics, and knows the SOP as well as if it were his own name!
Skill / Scythe: Larry has naturally trained with his most striking weapon in his war against crime in, order to wield it competently whenever he runs afoul of the criminal element. He may make attack rolls while wielding this long, two-handed weapon at his Fighting score +1 CS.
For the most part, Larry waged a one-man war on crime, and didn't have a lot of people he could rely on for assistance - save for those who were saved by his efforts. For a time, however, Larry did serve as one of the Army's Crazy Sues, fighting fascists alongside his fellow heroes.
When active as the enigmatic Father Time, Larry wears a striking costume. It includes a loose-fitting orange shirt with a yellow clock symbol on the chest, orange trousers under red trunks, red gloves, red buccaneer boots, a black belt, a black domino mask, and a dark blue cloak.
Alternately, Father Time's costume has been depicted as being a bit... less than this. Depending on the artist, it may actually just consist of red trunks, a black belt, a black domino mask, red gloves, red buccaneer boots, and a billowing blue cloak fastened to a clock medallion.
Larry is a youthful sort, one who has seen the injustices the world has to offer at an early age. As such, he struggles with all his being to prevent them from happening to others, gleefully leaping into combat with all manner of bizarre criminals to protect the innocent!

When his father was sentenced to die in the electric chair, young Larry Scott found himself with a problem. You see, he knew for a fact that his father was innocent, and raced against time to stop the execution before it was too late. Sadly, however, he failed in his act of mercy.
When his father was executed, Larry cursed himself for being too slow, and vowed to make time work against criminals, instead of the innocent. He accomplished this by assuming an identity themed on Father Time, and went by that name when he began to chase down criminals.
Wading into the criminal underworld with nothing but his fists, his wits, and a sharpened scythe to fight evil, Larry made it his mission to punish the criminals that the forces of law and order seemed so impotent against. And he dealt with a whole lot of them.
In his very first outing as a costumed vigilante, Larry took on a large gaggle of mobsters. Encouraged by his success in this, he continued his crusade against criminal scum, and not only chased down even more mobsters, but dealt with a gang of bank robbers afterwards.
Larry continued fighting criminal reprobates by his lonesome until shortly after the beginning of World War II, where he was inducted into the military's Crazy Sues program. For quite some time, Larry fought various fascists alongside his fellow heroes at the behest of the Army.
Eventually returning to the States after a long stint with the Sues, Larry resumed his one-man war on crime for as long as he was able.
