Origin:
As is the case with his component Constructicons, Devastator hails from the planet Cybertron. He, like the six Cybertronians that comprise his existence, has numerous special powers that explain both his inorganic composition and his nature as a gestalt entity.
Known Powers:
Cybertronian Physique: his body comprised of other Cybertronians, Devastator is himself one of those alien entities, at least technically. As such, he has numerous special powers that describe his sheer physicality in relation to the norm, such as:
* Body Armor: like all of the Constructicons, Devastator is built tough. Possessing a dense body comprised of inorganic substances, Devastator benefits from Excellent (20) protection from injury, an inherent form of body armor that can be represented as follows:
Ex 20 / Ty 6 / Fe 2 / Sh 0 / Sh 0
* Growth / Shrinking: standing at sixty foot tall, Devastator is enormous! He possesses Remarkable (30) growth to explain his sheer volume, which provides him a +3 size factor in relation to human-sized opponents, and lets him tower over even most Transformers!
When facing normal-sized foes, Devastator suffers a -3 CS to hit, but benefits from a +3 CS to the damage he inflicts. Conversely, human-sized foes assaulting Devastator suffer a -3 CS to the damage they inflict upon him, but instead have a +3 CS to hit him in the first place.
* Microscopic / Telescopic Vision: a wide-ranging visual acuity is common to the Transformers. They posses both microscopic and telescopic vision at Feeble (2) rank, allowing them to see objects farther, and far smaller, than mere fleshlings are able to.
* Radio Transceiver: while Transformers do have a sense of hearing, and readily communicate verbally, they often range far afield from their fellows. They thus make use of an Excellent (20) rank radio transcevier, one with an optimistic maximum range of one hundred miles.
* Resistance / Invulnerability to Disease and Poison: Devastator is an entirely inorganic entity, comprised of six similarly inorganic beings as he is. He's immune to carbon-based plague and poison, and has Unearthly (100) resistance to other forms of disease and toxins.
Constructicon Abilities: theoretically, Devastator has access to the special abilities of his component Constructicons. In practice though, he is a bit too dim to bring most of them to bear, save for perhaps Scrapper's incredibly sharp shovel (Armor Piercing Edged Attack damage).
Head Laser: an inherent weapon unique to Devastator himself, as opposed to one of his components, this item is mounted on the right side of his head. He can fire it at anything he's currently looking at, striking to inflict Good (10) Armor Piercing Energy damage per blast.
Limitations / Enhancements:

Equipment:
Solar Energy Beam Rifle: aside from his fists, this implement is Devastator's primary weapon. He can fire intense beams of heat from it to inflict Incredible (40) SD Energy damage with every deadly blast, enough against small foes to crisp them with a single shot!
Quirks:
Short Attention Span: his component consciousnesses constantly pulling his focus in six different directions, Devastator has a hard time staying on task unless violence is concerned. He must pass a Reason ACTION at -2 CS to retain focus in the face of any distraction.
Talents:
None. Devastator theoretically has the skills of all six Constructicons at his disposal, but their fractious mindsets and opinions prevent this gestalt entity from bringing any of them to bear. As a result, Devastator technically has no practical talents to speak of.
Contacts:
One of the Decepticons' greatest weapons, this gestalt being can readily rely upon his fellows for assistance, should he be capable of asking. His mind is severely divided, however, so his primarily incoherent screaming and incredibly simple verbiage tend to prevent such aid.
Likeness:
Devastator is an immense mechanoid being that exists only when the six Constructicons merge their bodies to form his own. As a result, he appears to be a giant kitbashed from the parts of six distinct, bright green construction vehicles, with plenty of dark purple bits here and there.
Personality:
Devastator isn't a persistent being, so much the end result of a fusion of the six Constructicons' minds. When they merge to form him, Devastator's consciousness comes online, at which point it is immediately conflicted by the disparate voices of his component Cybertronians.
Far less than the sum of its parts, the mind of Devastator can only proceed with an action that all of the Constructicons agree with. In the end, this is almost invariably violence, which is ultimately a vent Devastator uses to process the frustration inherent to his makeup.

Other Distinguishing Characteristics: Devastator is six giant robots! He exists when the Constructicons combine to form him, creating an immense, bright green and dark purple electromagnetic entity that appears to be built from the chassis of six construction vehicles.
His right leg is a Caterpillar 966C, his left leg is a Nissan Diesel mixer, his pelvis is a Hitachi DH321 dump truck, his head and shoulders are a Nissan Diesel Unic K-160B crane, his left arm is a Caterpillar D9G pusher, and his right arm is a Komatsu PC200-1 excavator.
Design Notes:
I deviated slightly from the process described in Transcribing Transformers when building my description of Devastator as I increased both his Strength and the power of his Solar Energy Beam Rifle by +1 CS. I did this to ensure Devastator remained properly awe-inspiring.
