Origin:
Like all life forms hailing from the planet Cybertron, Ramjet is an inorganic electromechanical entity. A fully sentient robotic being, Ramjet possesses numerous special powers related to his composition and form, as well as several unique to his particular function.
Known Powers:
Cybertronian Physique: having his origins on the planet Cybertron, a metal-heavy rogue world careening through the cosmos in our general galactic neighborhood, Ramjet benefits from a plethora of powers common to almost all Tranformers. These powers include:
* Body Armor: whether he was born or made there, Ramjet is a Cybertronian life form: one of the Transformers! Comprised of reinforced inorganic materials, Ramjet possesses Remarkable (30) protection from incoming assault, natural body armor that is represented as follows:
Rm 30 / Gd 10 / Pr 4 / Sh 0 / Sh 0
* Growth / Shrinking: as are most of the Decepticons, Ramjet is tall! He stands at around nineteen foot tall, and thus has Typical (6) growth as a means of describing his sheer volume. As such, this Decepticon thug possesses a +1 size factor.
Practically speaking, Ramjet suffers from a -1 CS to hit when targeting human-sized foes, but gains a +1 CS bonus on any damage he inflicts against them. Conversely, human-sized foes assaulting Ramjet do so under the reverse of those modifiers.
But Ramjet's volume is not constant. When he transforms into his modified F-15 configuration, Ramjet swells in size somewhat, allowing him to properly represent the scale of such a vehicle. He may grow even larger if he must accommodate Cybertronian passengers, too!
* Microscopic / Telescopic Vision: it benefits Ramjet to be able to see things far and wide, considering his usual vantage point. He benefits from Feeble (2) ranked iterations of these powers, allowing him to spy objects much smaller, and much farther from him, than usual.
* Radio Transceiver: sure, Ramjet can hear and speak like normal. However, he's often far afield of his fellows, and as such relies upon the use of a powerful radio transceiver. This gear works at Excellent (20) rank, giving it an ideal maximum transception range of one hundred miles.
* Resistance / Invulnerability to Disease and Poison: Ramjet's frame is built primarily out of alien metal and other exotic substances. As such, Ramjet is immune to carbon-based plague and toxins, and has Unearthly (100) resistance to other forms of disease and poisons.
Cluster Missiles: Ramjet carries two cluster bomb missiles while airborne, which he can fire at a foe to inflict grievous damage on them and their surroundings. These weapons have the below characteristics, and affect all within two areas of their impact site:

Flight: his primary function, Ramjet can fly! He can typically careen through the skies at approximately twice the speed of sound, having this power at Shift Y (200) rank in his vehicle mode, which translates into approximately 1,500 miles per hour.
Hard Points: his nosecone inexplicably hardened to survive ramming attacks while airborne, at top speed, Ramjet is a terror in the skies. This implement possesses a Shift Z (500) MS, allowing Ramjet to inflict +1 CS damage in ramming attacks regardless of his current speed.
Shape Change: easily his most notorious ability, Ramjet can transform between a humanoid and a modified F-15. Featuring wings reminiscent of those on an F-16XL, this exotic aircraft can soar though the skies with near impunity, and possesses these vehicular characteristics:

Aerial Combat: Ramjet excels in combat off the ground. He should receive a +1 CS to hit any target he engages with while in the air, whether he's firing his cluster missiles or literally charging into it, using his Agility or Control score as is appropriate.
Contacts:
A member of the Decepticons who hasn't alienated his brethren, at least not yet, Ramjet can reasonably rely upon his fellows for assistance in a pinch. In the event that he has recently knocked a given Decepticon out of the sky, however, such aid may not be forthcoming.
Likeness:
Ramjet is a tall electromechanical entity that is primarily comprised of alien metals. The bulk of his body is mainly white in either configuration, featuring black trim here and there, though his uniquely shaped wings are of a burgundy coloration.
Personality:
Ramjet thinks very highly of himself. Sure, he's a smart enough cookie, but he's not the evil genius he thinks he is. This is most likely why his plans to become leader of the Decepticons, like those possessed by other Seekers, has never really gotten off the drawing board.
As it is, Ramjet fancies himself the lord of the skies, and treats everything he encounters there appropriately. He doesn't care if he's dealing with craft belonging to humans, Autobots, or even fellow Decepticons, if it flies in his vicinity it is often subject to his violence.
And one never expects to get rammed by a fighter jet!

Design Notes:
Unless I am mistaken, I stuck to the process described in Transcribing Transformers when producing my Costumed Adventurer Simulation Engine variation on Ramjet. For the most part his description was pretty straightforward, so I didn't have to stretch too hard to compose him.
